The works and projects proposed in the Plan are all considered to address existing problems and challenges for irrigation and natural disaster prevention and control in the current context and vision to 2050 such as: security national water sources; climate change, extreme natural disasters; Respond to upstream development activities that cause downstream water shortages, drought, and saltwater intrusion in the dry season; silt decline, affecting people's livelihoods... Prioritize solutions that apply digital technology, digital management infrastructure, advanced, modern, and smart science and technology in direction, administration, and management. The works and projects proposed in the planning focus on environmental protection and recovery of polluted water sources; protect the water environment, control water quality, manage water pollution in irrigation systems.

Priority projects are also divided into 3 phases with a total investment of 489.000 billion VND. From now until 2030, priority will be given to building new large water reservoirs; Increase existing large reservoir capacity. Upgrading large water systems managed by the Ministry of Agriculture and Rural Development and a number of other large and important systems. At the same time, build works to overcome lowering water levels in the Red River, Ma River, and Ca River basins; Upgrading river dikes, sea dikes and natural disaster prevention and control works.
