On March 21, the Ministry of Agriculture and Rural Development announced the Prime Minister's Decision approving the Planning for Natural Disaster Prevention and Control and Irrigation for the period 3-2021, with a vision to 2030.
Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development said: The proposed planning combines and synchronizes with traffic works and other infrastructure works in the direction of serving multiple goals, ensuring water source security, contributing to meeting the requirements of rapid and sustainable national development; Build connection, regulation, linkage and water transfer works, moving towards forming an inter-provincial, inter-regional and inter-basin water source connection network.
The works and projects proposed in the Plan are all considered to address existing problems and challenges for irrigation and natural disaster prevention and control in the current context and vision to 2050 such as: security national water sources; climate change, extreme natural disasters; Respond to upstream development activities that cause downstream water shortages, drought, and saltwater intrusion in the dry season; silt decline, affecting people's livelihoods... Prioritize solutions that apply digital technology, digital management infrastructure, advanced, modern, and smart science and technology in direction, administration, and management. Management, exploitation and operation of irrigation infrastructure, prevention and control of natural disasters. Improve the capacity to monitor and warn of floods, flash floods, waterlogging, inundation, drought, water shortage, saltwater intrusion, landslides...
The works and projects proposed in the planning focus on environmental protection and recovery of polluted water sources; protect the water environment, control water quality, manage water pollution in irrigation systems.
The planning also aims to ensure irrigation, water supply, drainage and drainage for agriculture, people's livelihood and economic sectors; Improve capacity to proactively prevent and combat natural disasters and minimize damage caused by natural disasters; Meets requirements for sustainable socio-economic development and environmental protection; adaptation to climate change and development of upstream countries. At the same time, protect water quality in irrigation works and proactively respond to droughts and water shortages, upgrade 8 large reservoirs, increasing total capacity by 360 million m3. The plan also sets requirements and goals to improve capacity to prevent flash floods, landslides and other types of natural disasters.
Priority projects are also divided into 3 phases with a total investment of 489.000 billion VND. From now until 2030, priority will be given to building new large water reservoirs; Increase existing large reservoir capacity. Upgrading large water systems managed by the Ministry of Agriculture and Rural Development and a number of other large and important systems. At the same time, build works to overcome lowering water levels in the Red River, Ma River, and Ca River basins; Upgrading river dikes, sea dikes and natural disaster prevention and control works.
Deputy Minister Nguyen Hoang Hiep requested that the Ministry's units and localities review policy mechanisms and propose to the Government and the National Assembly breakthrough policy mechanisms on resources and human resources to resolve conflicts. conflict, to implement planning.
