The 3-step process for applying for a land ownership certificate online.

In April 2023, the Government issued Decree 10, amending and supplementing a number of articles of the Decrees guiding the implementation of the Land Law.

This Decree allows citizens to submit applications for land use right certificates (land title deeds) online through the National Public Service Portal, instead of going directly to land registration offices as before. This regulation has been in effect since May 20, 2023.

To apply for a land ownership certificate online, citizens can follow 3 steps.

Firstly, citizens must register for land ownership certificates online through the National Public Service Portal.

Secondly, the agency receiving and processing the application is responsible for implementing the administrative procedures regarding land in accordance with current laws.

In case of any issues with the application file requiring verification or clarification, or for other reasons that prevent the processing of the application within the stipulated timeframe, the receiving agency will send a written notification, via the Public Service Portal, or via SMS to the applicant, clearly stating the reason.

Thirdly, delivering the results. After receiving and processing the application, the receiving agency will deliver the results of the land title issuance procedure at the agency's headquarters, via postal service, or at the requested location.

Regarding fees, land users and owners of assets attached to the land are responsible for fulfilling their financial obligations as prescribed by law by paying in cash directly or online through the payment function on the Public Service Portal.

The fee for issuing a land ownership certificate is regulated by the Provincial People's Council, so it may vary from local to locality. Currently, the fee for issuing a land ownership certificate nationwide ranges from 80,000 to 1,200,000 VND.

After the land user fulfills their financial obligations, the receiving or processing agency will notify the applicant to submit the original issued land use certificate and other relevant documents as required.

Land users and owners of assets attached to the land who request administrative procedures regarding land (requesting online land title certificates) are legally responsible for the accuracy and truthfulness of the information declared and the documents in the submitted application.

The receiving or processing agency will notify the applicant to submit the original issued Certificate and other required documents after the land user has fulfilled their financial obligations.

The receiving agency is responsible for checking the completeness of the application documents.

The agency responsible for handling administrative procedures related to land is responsible for acting within its authority and within the timeframes stipulated by law. It is not responsible for the contents of documents and papers in the file that have been previously approved, assessed, or processed by other competent authorities or individuals.

At the same time, the connection, data sharing, and electronic interoperability between agencies to handle administrative procedures and settle financial obligations of those requesting the procedures shall be carried out in accordance with the law on the implementation of administrative procedures in the electronic environment and the law on the implementation of the one-stop shop and integrated one-stop shop mechanisms.
