Despite numerous difficulties and challenges, the socio-economic development results of the province in 2023 in particular, and the first three years of implementing the 2021-2026 five-year plan in general, have shown that we are accelerating day by day on the track to implement the Resolution of the 19th Provincial Party Congress and the Provincial Planning for the period 2021-2030, with a vision to 2050.
Looking back at the considerable amount of work that the Party Committee, government, and people of the province have strived to accomplish in the past, many significant milestones are clearly visible. Focusing on and doing a good job in planning, Ha Tinh was one of the first two provinces in the country to have its Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister (November 2022). This serves as a foundation for Ha Tinh to strengthen linkages with other provinces in the region to develop socio-economic aspects and ensure national defense and security in the North Central and Central Coastal regions by 2030, with a vision to 2045.

In May 2023, the province successfully organized the Conference on Announcing the Provincial Planning and Investment Promotion, creating new momentum for Ha Tinh to attract investment with positive results. Over the past three years, the province approved 84 domestic projects with a total capital of 17 trillion VND and 6 foreign projects with a total capital of 2.5 billion USD. The identified strategic directions have helped the province exploit its unique potential, outstanding opportunities, competitive advantages, connect with new resources, and achieve encouraging results amidst numerous difficulties and challenges.
In the first three years of implementing the 2021-2025 plan, despite numerous difficulties, it is encouraging that the province's economy has shown growth and recovery. During the 2021-2023 period, average GRDP growth was approximately 6% (with 8.05% growth in 2023 alone, ranking 15th out of 63 provinces and cities nationwide); average GRDP per capita in 2023 reached nearly 78 million VND; and average per capita income was estimated at 47.7 million VND. Industrial production – the driving force of the economy – although its growth rate has not met expectations, has opened up new growth opportunities for the entire period with large industrial projects such as: Vung Ang 2 Thermal Power Plant with a capacity of 1,200 MW (US$2.2 billion), VINES Vung Ang Battery Factory (nearly VND 4,000 billion), Lithium Battery Factory (VND 6,300 billion), Hanoi Beer - Nghe Tinh Brewery (VND 1,230 billion, initial capacity of 100 million liters/year), High-tech Energy System Operation Center and Vu Quang Hydropower Plant (VND 850 billion), and the investment project to build and operate infrastructure for Vinhomes Vung Ang Industrial Park (VND 13,276 billion).

Adhering closely to the goals, solutions, and development strategies for the four key economic sectors outlined in the Provincial Planning, Ha Tinh simultaneously invested in industry; agriculture, forestry, and fisheries; logistics services; and tourism. In particular, agriculture achieved quite comprehensive results in the early years of the five-year plan, focusing on restructuring, implementing models, and applying scientific and technological advancements to production to increase productivity and value.
The pilot project for building new rural areas in the province was implemented intensively. By the end of 2023, 100% of communes had met the new rural area standards, 60 communes had achieved advanced new rural area status, 15 communes had become model new rural areas, and 10 out of 13 localities had met/completed the tasks of building new rural areas. Trade, services, and tourism recovered positively with an average growth rate of nearly 6% over the three years (2021-2023). Exports remained among the leading groups in the region; export turnover in the 2021-2023 period reached US$6.2 billion. Total social investment in the first three years of the plan reached VND 119 trillion. Total budget revenue in the province during the 2021-2023 period reached nearly VND 53 trillion, 1.8 times higher than the 2016-2018 period, ranking third in the North Central region. The size of the economy has increased to nearly 100,000 billion VND, a rise of more than 17,000 billion VND compared to the beginning of the period; ranking 3rd in the North Central region.

The socio-cultural sector has achieved outstanding results. The preservation and promotion of cultural heritage values have received significant attention. Ha Tinh currently has 5 heritage sites and 2 prominent figures honored by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The quality of mass education has improved significantly; advanced education has achieved high results, affirming its position among the top in the country; and the promotion of learning has yielded outstanding results. The province has effectively controlled and managed the COVID-19 pandemic, achieving the "dual goals"; and continuously improved the care and protection of people's health. Focus has been placed on directing the development of science and technology, information and communication, administrative reform, and digital transformation. According to central government announcements in 2023, Ha Tinh's Provincial Digital Transformation Index (DTI) in 2022 ranked 37th nationwide, an increase of 22 places compared to 2021. The online public service portal index ranks 13th nationwide. Ha Tinh also ranks 18th nationwide in the Provincial Competitiveness Index (PCI); 28th in the Public Administration Reform Index (PAR Index); 7th in the Satisfaction Index of citizens and organizations with the services of administrative agencies (SIPAS); and 8th in the Provincial Public Administration and Governance Effectiveness Index (PAPI). Vocational training, job creation, poverty reduction, and the implementation of social security policies are prioritized. National defense, political security, and social order and safety are ensured. Foreign relations, integration, and international cooperation are strengthened and expanded.
Strengthening cooperation with provinces and cities nationwide, especially those in the region, is identified by Ha Tinh as a fundamental solution and driving force for development. On September 16, 2022, in Thanh Hoa province, the three provinces of Thanh Hoa, Nghe An, and Ha Tinh signed a memorandum of understanding on cooperation for development in the 2022-2025 period. On November 3, 2022, Resolution No. 26-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coastal regions until 2030, with a vision to 2045, was issued; on May 5, 2023, the Provincial Party Committee issued an action program to implement the resolution. This has created a foundation, impetus, and new direction for Ha Tinh to expand cooperation with neighboring provinces in particular and build a sustainable regional linkage strategy in general.

After more than a year of implementing the memorandum of cooperation, Ha Tinh, together with Nghe An and Thanh Hoa provinces, has comprehensively and effectively coordinated activities in line with national development orientations, regional development plans, and national sectoral plans. Accordingly, in the planning process, Ha Tinh has strengthened cooperation, exchanged experiences, and contributed opinions to the draft plans of other provinces. Currently, all three provinces have had their provincial plans for the period 2021-2030, with a vision to 2050, approved by the Prime Minister; relevant units of the three localities regularly exchange information during the implementation of tasks under the national master plan, the Southern Thanh Hoa - Northern Nghe An regional construction plan, and the Southern Nghe An - Northern Ha Tinh regional construction plan. Coordinate the proposal of regional linkage contents in the process of developing the North Central and Central Coastal Region Planning for the period 2021-2030, with a vision to 2050, ensuring the maximization of the potential and advantages of localities within the regional, inter-regional, and national overall linkages.

The implementation of key inter-regional infrastructure projects has also been promoted, such as: the North-South East Expressway project, the coastal road, the upgrading of National Highway 1, Cua Hoi Bridge, Tho Tuong Bridge, and Yen Xuan Bridge; basic infrastructure for comprehensive development of the provinces of Nghe An, Ha Tinh, Quang Binh, and Quang Tri (ADB); improving urban infrastructure to mitigate the impacts of climate change for the four coastal provinces of North Central Vietnam (AFD); and the Nghi Son, Cua Lo, and Vung Ang - Son Duong seaport systems have been gradually upgraded, facilitating trade and import/export activities for businesses in the sub-region and neighboring provinces.
Ha Tinh and other provinces are also closely coordinating to promote the attraction of investment resources into the South Thanh Hoa - North Nghe An and South Nghe An - North Ha Tinh regions according to the approved plan; attracting investment into key coastal economic zones (EZs) prioritized for the development of deep-water ports in the region such as: Nghi Son EZ (Thanh Hoa), Southeast EZ (Nghe An) and Vung Ang EZ (Ha Tinh); developing border economic zones, industrial parks and industrial and commercial development areas. The cooperation program for the period 2023-2025 in the field of labor between the three provinces is implemented to coordinate and share information and experience in analyzing and forecasting human resource needs, labor market information, connecting labor supply and demand, job placement, cooperation between vocational schools, etc.

Tourism development has made a significant impact on regional linkages by promoting the connection of tours and routes associated with the "Central Vietnam Heritage Route," effectively promoting the motto "Three localities - one destination - many experiences." The three provinces continue to promote the connection of key destinations: the Lam Kinh Historical Site (Thanh Hoa) connecting with the Kim Lien Historical Site, the Truong Bon National Historical Site (Nghe An), the Nguyen Du Memorial Area, and the Dong Loc Crossroads Historical Site (Ha Tinh)... to create new values.
Ha Tinh province has consulted with ministries and agencies to finalize and submit to the Prime Minister for consideration and approval the plan for implementing the provincial planning, with specific outlines of key tasks and solutions such as: completing the synchronous system of planning and development mechanisms and policies; identifying programs and projects to implement the plan; developing the province's land use plan for the periods 2021-2025 and 2026-2030; and mobilizing resources to implement the plan. Accordingly, the entire political system, every citizen, and the business community will continue to focus on implementing the provincial planning with the focus on "4 key sectors, 3 urban centers, 3 economic corridors, and 1 growth engine center". At the same time, emphasis will be placed on deeper and broader cooperation with provinces and cities with many similarities across the country, especially those in the North Central and Central Coastal regions.
Synchronized policies have created leverage for the Vung Ang Economic Zone to develop in the right direction, with the pillars being metallurgy, energy, processing, manufacturing, logistics center and seaport services, trade and services.
Initially, the province will review and issue mechanisms and policies to concretize the contents related to Resolution No. 26-NQ/TW, linking them with the implementation of the Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring consistency and synchronization with the National Master Plan, regional plans, and plans of neighboring localities. It will mobilize investment resources to enhance the effectiveness of cooperation in the development of inter-provincial plans for South Nghe An - North Ha Tinh and South Ha Tinh - North Quang Binh. It will proactively implement government programs and plans related to the overall development of the region and the development space of the North Central sub-region; providing support and sharing with localities in the region and sub-region to achieve common goals for regional development according to Resolution No. 26-NQ/TW.
Closely coordinate with ministries, sectors, and localities in the region, especially Nghe An, Quang Binh provinces and the North Central region, to build a regional linkage mechanism to coordinate and connect regional development, attract investment, and share key infrastructure systems, especially in the fields of transportation, energy, information and communication, digital economy, urban development, human resource training, tourism and services, logistics, environment, and climate change adaptation. Continue to improve the investment and business environment; build appropriate mechanisms and policies to encourage enterprise development and attract resources to effectively exploit potentials and strengths, especially deep-water seaports, marine economic sectors, and the Vung Ang Economic Zone. Effectively implement the Project on developing clusters of marine economic sectors associated with building strong marine economic centers by 2030, approved by the Prime Minister in Decision No. 892/QD-TTg dated July 16, 2022.

Clearly defining the pillars, directions, goals, and development solutions, Ha Tinh continues to unite, work together, and resolutely create a new breakthrough to realize the goals set forth in the Resolution of the 19th Provincial Party Congress, the Provincial Planning for the period 2021-2030, and the action program implementing Resolution No. 26-NQ/TW: building Ha Tinh into one of the development hubs of the North Central and Central Coastal regions; striving to achieve the New Rural Area standard by 2025, with per capita income higher than the average of the North Central provinces; becoming a relatively prosperous province by 2030, ranking among the top 20 provinces and cities with the highest Gross Regional Product (GRDP) in the country; and becoming a modern, comprehensively and sustainably developed, high-income industrial province by 2050. The people of Ha Tinh have a high standard of living and a harmonious development in terms of intellect, physical health, morality, and cultural identity.
