Decisive and systematic approach to Party building in Ky Anh town.

With the implementation of various solutions, the quality of Party branch activities in Ky Anh town ( Ha Tinh province) has improved, and people's trust in the Party's leadership has been enhanced.

The impetus from Resolution 02

During the 2015-2020 term, the political system of Ky Anh town focused on resolving outstanding issues and obstacles following its separation (from Ky Anh district). Entering the 2020-2025 term, the Party committee and government have prioritized the building and strengthening of the Party organization and the political system with specific, systematic, and decisive steps and approaches.

Resolution 02-NQ/ThU has helped to strengthen grassroots Party organizations in communes, wards, and units.

In early 2021, Resolution No. 02-NQ/ThU of the Standing Committee of the Ky Anh Town Party Committee on "Improving the quality of Party committee and branch meetings, 2021-2025" was officially issued, marking the town's strong determination in Party building work.

In accordance with the resolution, each month, each block will select one Party branch to hold a model meeting with the full participation of the Party branch secretaries in the block and representatives from the Standing Committee of the City Party Committee. After the model meeting, there will be a conference to review the experience related to organizing the meeting, such as preparation, chairmanship, discussion, etc.

Along with model branch meetings, Party committees also organize model meetings to enhance their leadership and guidance in task implementation. In particular, Party branches also conduct thematic meetings. Each session selects a key issue facing difficulties in the area or unit for analysis, discussion, and assignment of specific tasks to Party members, linked to emulation and reward programs.

The Hoang Xuan Han road has been widened from 3m to 11m thanks to the vigorous efforts in propaganda and mobilization by the Hung Nhan residential area Party branch.

Although located in the central ward of Ky Anh town, the main road, Hoang Xuan Han, which runs through Hung Nhan residential area, is only about 3 meters wide, spanning 1.2 km. Mobilizing residents to donate land and property to widen the road was a task set for the Party Committee and government of Hung Tri ward in general, and the Party Committee of Hung Nhan residential area in particular. Based on Resolution 02, Hung Nhan residential area quickly organized a model meeting combined with a thematic discussion, with the participation of the secretaries of the rural Party branches.

Ms. Dau Thi Quynh Nga, Secretary of the Hung Nhan Residential Area Party Branch, said: “At the thematic meeting, the issue of land clearance was thoroughly analyzed and discussed, with many contributions from party members in the branch and suggestions and shared experiences from other party branches. Based on these opinions, the branch proposed fundamental solutions and assigned each party member to persuade families along the route.”

Thanks to decisive and persistent efforts, all 62 households voluntarily donated land and assets with a total value (converted into money) of over 1 billion VND. From a width of 3m, Hoang Xuan Han road has been widened to 9m, meeting the transportation and trade needs of the people.

In summary, since the issuance of Resolution No. 02-NQ/ThU, Ky Anh town has organized over 500 model meetings, along with over 500 post-meeting debriefing sessions. These model and thematic meetings have significantly improved the quality of Party branch activities. Many difficulties and obstacles have been discussed and addressed promptly, especially in areas such as Party member development, land clearance, rural development, and the construction of civilized urban areas.

According to Phan Duy Vinh, Permanent Deputy Secretary of the Ky Anh Town Party Committee: “Resolution 02 has attracted the attention of the entire political system to Party building work. The resolution has fostered the internal strength of Party branches and members in discussions and contributions; and honed many skills for the team of Party branch secretaries. In particular, the resolution contributes to strengthening the leadership role of Party committees at all levels down to the grassroots Party branches. Through this, many issues arising in practice are both listened to and resolved, thereby increasing people's trust in the Party's leadership. In the past period, the town has had no complaints or petitions submitted to higher levels, and the implementation of projects has been very smooth. Accordingly, in 2023, the town handed over land for 20 out of 47 projects affecting over 2,000 households; 81 out of 86 outstanding issues have been resolved, including many thorny issues...”.

Significant progress has been made in Party building within enterprises.

Along with improving the quality of Party branch activities, the development of Party members and Party organizations in enterprises is also a success of Ky Anh town.

Based on a review and assessment of the number of businesses in the area, the town proceeded to classify them and sent officials to each business to understand their operations, concerns, and aspirations. At the same time, they disseminated information, encouraged, and discussed with business owners the necessity and role of Party organizations within their enterprises.

Despite being newly established in November 2023 with only 5 party members, the Party Branch of Kingbee Kindergarten, under Gia Viet DCR Joint Stock Company, has already begun to operate in an orderly manner.

Mr. Tran Van Long, Director of Gia Viet DCR Joint Stock Company, shared: "As a company operating in the education sector, we recognize our role and responsibility towards the political system. The formation of Party organizations and other mass organizations will contribute to strengthening the company's ties with local Party committees and authorities, as well as providing effective guidance for the company's operations."

The establishment of the Party organization has contributed to creating a foundation for promoting more orderly and stable teaching and learning activities at Kingbee Kindergarten.

It is known that since the conference summarizing the 5-year implementation of Resolution No. 07-NQ/TU dated April 27, 2018, of the Standing Committee of the Provincial Party Committee on strengthening Party building and people's organizations in enterprises in Ha Tinh province, the Ky Anh Town Party Committee has established 2 new Party organizations and developed 26 Party members in enterprises. From mid-2022 to the present, the Ky Anh Town Party Committee has consolidated, reorganized, and improved the quality of operation for 6 Party organizations in enterprises.

According to Phan Duy Vinh, Permanent Deputy Secretary of the Ky Anh Town Party Committee: In order to effectively implement Resolution No. 07-NQ/TU, Ky Anh Town has focused on establishing Party organizations in enterprises to link enterprises with the implementation of the local political tasks, and then to work alongside Party organizations to resolve difficulties and obstacles. The town prioritizes the development of Party organizations in enterprises in important areas where the Party's leadership role is necessary. Party organizations will contribute to building a culture within enterprises based on organization, principles, unity, and solidarity for sustainable development.
