The Eleventh Conference of the Central Committee of the 13th Party Congress concluded on April 12, 2025, after three days of intensive work and absolute consensus. This can be considered a historic conference discussing very important decisions in the new revolutionary phase of Vietnam.
The conference was a great success, especially the group of issues concerning the continued restructuring of the political system's apparatus, the reorganization of administrative units, and the organization of two-tiered local governments. These issues received high attention and support from officials, Party members, and the people, who appreciated the correct, appropriate, and popular decisions.

Opening up a new era in national development.
The successful conclusion of the Eleventh Plenum of the 13th Central Committee of the Communist Party of Vietnam marks an important step forward on the new revolutionary path, leading the country into an era of development and prosperity.
The two key areas of the conference are closely related. If the restructuring of the political system, the reorganization of administrative units, and the two-tiered local government system lay the foundation for realizing the revolution of streamlining the apparatus, then the content concerning the continued preparation for the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will serve to shape the political system's direction and consolidate its structure for national development in the new era.
I am very happy and proud to live, work, and participate in these historically significant tasks of the Party and the State. The 15th National Assembly will soon hold its ninth session to discuss and decide on important issues in order to institutionalize the results of the conference.
Like other delegates of the Hanoi City National Assembly Delegation, I will actively participate and proactively contribute my opinions with the highest sense of responsibility to contribute to the important decisions of the National Assembly, contributing to the successful implementation of the Party's policies and the success of the revolution, as affirmed by General Secretary To Lam, which is not only about reorganizing the apparatus and personnel, but also about decentralizing authority; rearranging administrative units; allocating resources; and creating space for development.
We firmly believe that, under the wise leadership of the Central Committee, the revolution to reorganize and streamline the apparatus will open up a new era in national development worthy of the people's expectations and trust.

The contents discussed and adopted by the Eleventh Conference of the Central Committee of the 13th Party Congress, in my opinion, are very correct and appropriate, continuing the revolutionary and pioneering spirit of the Communist Party of Vietnam throughout the past 95 years since its founding.
In particular, the policy of continuing to reorganize the political system's structure, streamline administrative units, and reorganize local governments into two levels is entirely correct, reflecting a strategic vision for hundreds of years to come, not just a short-term one. A cumbersome system that uses over 70% of the budget for recurrent expenditures leaves very little resources for development investment, making it very difficult for the country to develop. Therefore, the policy of reorganizing and streamlining the political system's structure, reducing the number of provinces and cities to 34, abolishing the district level, and reducing the number of communes and wards by 60-70%, is, in my opinion, very much in line with the people's wishes. A policy that is both correct, effective, and in line with the people's wishes is sure to succeed.
Now that we have established such a correct general direction, I believe that implementation is also crucial, with personnel management being the most important factor, determining all successes. We must ensure a scientific and effective approach, selecting good cadres who are dedicated, talented, and wholeheartedly committed to serving the country and its people, only then can the nation rise strongly.

I believe that the policy of continuing to strengthen the organizational structure of the political system, reorganizing administrative units and establishing a two-tiered local government system is of historical significance and is supported by the majority of cadres, Party members, and the people. Because after 40 years of reform, we not only need to overcome the limitations of the cumbersome and wasteful political system; but our country has also gained new strength and momentum, possessing all the necessary conditions to carry out this revolution.
Besides the opportunity to accelerate digital transformation and improve the efficiency and effectiveness of the administrative apparatus, the staff at all levels, especially at the strategic level, have matured and possess sufficient qualities, capabilities, and qualifications to meet the leadership and management requirements when some provincial-level units are merged, district-level units are eliminated, and commune-level units are merged; and a two-tiered local model is implemented. When the district level is eliminated, the commune level, being the closest to the people and directly leading and directing, will implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" more effectively in practice.
Going forward, in the implementation process, I believe it is necessary to focus on promoting the application of digital transformation, paying attention to mechanisms and policies to "retain" talented people, and at the same time focusing on building training and development programs for officials and public employees to improve their professional capacity and adapt to the new working model.
