To realize the country's strong aspirations for progress in the new era and to understand the responsibility of a provincial capital city and a driving force for growth, Ha Long City is determined to achieve an economic growth rate of 18.8% in 2025 (an increase of 2% compared to the target approved in Resolution No. 88-NQ/TU of the City Party Committee on the direction and tasks for 2025).

On the afternoon of February 17th, the Standing Committee of the Ha Long City Party Committee held a conference to implement solutions to achieve the city's economic growth target for 2025.

According to the new growth scenario, the value of agricultural, forestry, and fisheries production will increase by 9.5%; industry and construction by 17.1%; and services by 23%. Total social investment will increase by over 10%.

To realize the set goals, from the beginning of the year, city leaders have continuously met and worked directly with major domestic investors such as Vingroup, BIM Group, Thanh Cong Group , IGGHALONG Joint Stock Company, Global Financial Investment Consulting Joint Stock Company... and also foreign investors from Japan, China... to listen, share and resolve difficulties and obstacles in the process of implementing projects as well as the wishes of businesses regarding research, exploration and investment in new projects.

Mr. Nguyen Ngoc Lam, Vice Chairman of the City People's Committee, stated: For Ha Long City, the biggest growth driver is identified as public investment and attracting non-budgetary investment. Regarding non-budgetary investment, the city currently has 182 projects underway and 37 new projects. To accelerate the progress of these projects, the city is closely monitoring 22 land plots for project bidding and 15 land plots for land use rights auctions; guiding investors to submit proposals for land use rights transfers for 11 agricultural production development projects and waste recycling projects. In particular, the city is ensuring that the Thanh Cong Automobile Factory begins production as planned. Through discussions with investors, if these difficulties are resolved soon, the city will be able to absorb a significant amount of capital in the coming period. For example, the Ha Long Green Project, with an investment of over 10 billion USD, will be completed within 3 years once obstacles are removed, thereby triggering dozens of other satellite projects. Similarly, BIM Group has committed that if the 5 projects it is currently implementing in the city proceed smoothly, it will invest approximately 18,500 billion VND in these 5 projects in 2025-2026 alone.

For this year's 114 public investment projects, resolving bottlenecks and obstacles affecting disbursement progress, such as land clearance, planning, and land for embankment, has been identified by the city as a key task for the entire political system. To date, 12 projects have been completed and are finalizing procedures for handover and commissioning; 3 projects are under construction and are expected to be completed in Q1/2025; 4 projects have had their final accounts approved and will be completed in Q1/2025; 78 projects are under construction and on schedule; 14 projects are facing land clearance issues, adjustments to investment policies, and project adjustments; and 3 projects are expected to commence in April 2025.

For projects facing obstacles, the city has reviewed and categorized them into groups to implement timely solutions. Specifically, for projects delayed due to procedural issues, based on approved zoning plans, the city will expedite the preparation and approval of detailed plans as a basis for project implementation; for projects facing land clearance issues, appropriate solutions will be proposed through adjusting the project scale and implementing enforcement procedures; and for projects completing infrastructure, the focus will be on resolving and definitively addressing issues related to land filling, mineral extraction, and connection to electricity and water infrastructure. The city aims to shorten the project timeline by approximately 30%.

In the service sector, to ensure a growth rate of up to 23%, the city will organize diverse activities, events, and festivals to attract tourists year-round, stimulating tourism demand according to the "Ha Long - City of Festivals" project. Simultaneously, it will focus on solutions to increase the average spending of tourists, with a focus on high-spending international tourists, thereby increasing total tourism service revenue through upgrading traditional tourism events and activities that have become branded (Ha Long Carnival), developing new and attractive tourism products such as hot air balloon tours, sightseeing cruises, building a Ha Long culinary map, and accelerating the Aeon Mall Ha Long shopping center project. The goal is to attract 11.5 million tourists with total revenue exceeding 26,500 billion VND in this sector.

In the agricultural sector, the city will actively and effectively implement tasks and solutions to overcome the consequences of Typhoon Yagi, restoring agricultural production, restocking livestock, reforestation, and promoting solutions in areas with significant growth potential, such as planting approximately 180 hectares of fruit trees and attracting investment in 11 agricultural projects combined with tourism and services, covering over 1,400 hectares, with a total estimated investment of nearly 1,700 billion VND. Simultaneously, the city will expedite the process of allocating sea surface areas to households and businesses, with completion expected in the second quarter of 2025.

The Ky Thuong Commune Water Treatment Plant project is expected to be completed by the end of March 2025.

Comrade Vu Quyet Tien, Member of the Standing Committee of the Provincial Party Committee and Secretary of the City Party Committee, affirmed: Ha Long City accounts for approximately 41.7% of the province's GRDP. Therefore, the city has always clearly defined its role as a leading locality in all assigned tasks. With a growth rate of 18.8%, this growth rate requires revolutionary changes to unlock potential and create momentum for breakthrough development for the city. However, with extremely favorable conditions from the central government, including the completion of institutional reforms, the removal of psychological bottlenecks among officials in implementing tasks, and a Ha Long government that dares to think, dares to act, and dares to take responsibility before the people, we are confident that we will achieve the set goals.
