Determined to dissolve the "blood clot"

In Thanh Hoa province, many projects remain stalled for a long time, some for as long as 20 years. This not only wastes resources but also negatively impacts urban aesthetics, the investment environment, and public trust. Many people liken these projects to "blood clots."

Reviewing and resolving long-standing, stalled projects in accordance with Party regulations and State laws will not only help unlock investment resources and promote economic growth, but also improve the effectiveness of law enforcement.

Speaking at the conference announcing the decision and plan for regular monitoring of the removal of difficulties and obstacles for stalled and long-standing projects in Thanh Hoa province, organized by the Central Inspection Committee in coordination with the Thanh Hoa Provincial Party Committee on the afternoon of June 3rd, Provincial Party Secretary Le Duc Thai emphasized that removing difficulties and obstacles for stalled and long-standing projects is a very important task, with political, legal, and economic significance, and is an urgent requirement to unlock land resources, assets, and investment capital; combat waste; promote socio-economic development; and strengthen the trust of the people, businesses, and investors in the leadership and direction of Party committees and governments at all levels.

Pham Van Dinh - A Life of Revolutionary Activities
Pham Van Dinh - A Life of Revolutionary Activities(Baothanhhoa.vn) - Comrade Pham Van Dinh (alias: Phung), the younger brother of martyr Pham Van Hinh, was born in January 1924 in Cam Bao village, Co Te commune, Thach Thanh district (now Cam Bao village, Tay Do commune, Thanh Hoa province). As a child, Pham Van Dinh learned Chinese characters and attended the French-Vietnamese Primary School in Vinh Loc. Living in a family of feudal officials, with his father serving as the Chief of the commune and District Council member, but with his older brother Pham Van Hinh, a loyal soldier who bravely sacrificed his life in the Ngoc Trao war zone, Pham Van Dinh soon joined and dedicated himself to the revolution.

From June 1st to 4th, Provincial Party Secretary Le Duc Thai led a provincial delegation to conduct on-site inspections of numerous stalled and long-standing projects that pose a risk of waste and losses in Hac Thanh, Quang Phu, and Sam Son wards. Prior to this, the Provincial Party Secretary also spent considerable time inspecting key projects, including transportation projects that connect regions and inter-regions, and projects crucial for socio-economic development and national defense and security in border areas.

Following a direct inspection of stalled projects, the Provincial Party Secretary instructed Party committees, governments, departments, and localities to prioritize the handling of stalled and long-standing projects as a key political task, requiring decisive, coordinated, and effective leadership and direction. Party secretaries of communes and wards should directly lead and direct efforts to resolve difficulties for projects in their areas; proactively address tasks within their authority, strengthen coordination with relevant departments, and absolutely avoid shirking or evading responsibility. He also suggested incorporating the results of handling stalled and long-standing projects as one of the criteria for evaluating the performance of agencies, units, and their leaders, aiming for significant progress within this year.

The fact that the Provincial Party Secretary has devoted considerable time to inspecting long-standing stalled projects in the province and has issued timely directives demonstrates the determination and decisive spirit of Thanh Hoa province in quickly resolving these "bottlenecks" to unlock resources and promote the province's development.
