This afternoon, February 4th, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien chaired a working session with relevant departments and agencies to review the content of the Plan for implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science and technology, innovation, and digital transformation (S&T, innovation, and digital transformation) at the national level before submitting it to the Provincial Party Standing Committee.

According to the draft Plan for implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo of the Provincial People's Committee, the overall objective of the plan is to realize the goal of breakthrough development in science and technology, innovation, and digital transformation, creating the main driving force for socio-economic development, preventing the risk of falling behind, and enabling the country to develop rapidly and become prosperous in the new era.
The development of science and technology, innovation, and digital transformation must be based on the actual situation, ensuring the best exploitation and utilization of the province's existing potential and advantages. The specific goal by 2030 is for the province's science and technology and innovation potential and level to reach an advanced level in many important fields; and for the technological and innovation capabilities of businesses to reach above-average levels nationwide.
The vision for 2045 is for science and technology, innovation, and digital transformation to develop steadily, contributing to making Quang Tri a province with a strong economy in the North Central and Central Coastal regions, with the main structure being industry and services.
The draft plan also clearly identifies seven main groups of tasks and solutions, focusing on raising awareness, making breakthroughs in innovative thinking, creating new momentum and enthusiasm throughout society for the development of science and technology, innovation, and digital transformation; perfecting institutions and turning them into a competitive advantage in the development of science and technology, innovation, and digital transformation; increasing investment and improving digital infrastructure; developing and utilizing high-quality human resources, etc.
Participating in the discussion and contributing opinions at the working session, representatives from various departments and agencies stated that, based on the implementation of Government Resolution No. 03/NQ-CP dated January 9, 2025, on the issuance of the Government's action program to implement Politburo Resolution No. 57-NQ/TW dated December 22, 2024, and the Provincial Party Committee's implementation plan, it is necessary to further clarify some contents related to targets, implementation procedures, potential, and level of science and technology in the locality to supplement and refine the draft in a way that accurately reflects the actual situation.
At the same time, in addition to local budgets, it is necessary to mobilize other social resources to invest in and develop science and technology, innovation, and digital transformation in a sustainable and planned manner; implement solutions to support and protect people in cyberspace at a basic level, and build digital trust.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized: The development of science and technology, innovation, and digital transformation is a comprehensive revolution in all fields, contributing to serving the cause of industrialization and modernization in the current context of a socialist-oriented market economy and international integration.
The Vice Chairman of the Provincial People's Committee requested that departments and agencies continue to advise the Provincial People's Committee on finalizing the draft plan; and add some content related to the implementation of the "Digital Literacy Movement" to change perceptions and improve digital skills for organizations and individuals.
Simultaneously, we must adhere closely to Government Resolution No. 03/NQ-CP dated January 9, 2025, to ensure that targets and directions are properly aligned with the local situation and practical conditions. Initially, we need to develop a framework plan and conduct research and consultation on establishing an innovation and digital transformation fund to effectively implement the plan outlined in the coming period.
