Within the framework of thematic session 1, the Conference organized a panel discussion on the topic "Strategic Pillars for a New Era of Development in the Di Linh Plateau".

At the seminar, experts, scientists , and speakers raised many strategic issues for the development of the Di Linh Plateau to central ministries, departments, and Lam Dong province.

Regarding leveraging the potential and advantages of the locality, experts suggest that Di Linh needs what kind of preferential policies to develop high-tech agriculture and a green economy by 2030?

Director of the Department of Agriculture and Environment, Phan Nguyen Hoang Tan, provided information on the potential of agriculture and deep processing.

Addressing this issue, Phan Nguyen Hoang Tan, Director of the Lam Dong Department of Agriculture and Environment, emphasized that, given its geographical location as the center of the equilateral triangle of the three merged regions of Lam Dong province, the Di Linh Plateau carries a mission for the development of the entire area. To maximize the potential and advantages of this land, priority must first be given to developing agriculture linked with the application of high technology.

"

In developing the value chain, the province will strengthen linkages between stakeholders: farmers, businesses, and the government. There must be close cooperation from production and processing to product distribution to the market. We will continue to encourage factories to engage in deep processing, aiming to reduce surpluses in agricultural production.

Mr. Phan Nguyen Hoang Tan, Director of the Department of Agriculture and Environment of Lam Dong Province

According to Mr. Tan, Lam Dong will make the best use of incentives regarding taxes, land, investment in machinery, and science and technology. The province is committed to supporting investors, helping businesses obtain relevant and timely information to reduce market entry costs.

Regarding the field of science and technology, delegates hypothesized that, in its role as "conductor," the Department of Science and Technology would be involved in the formation and operation of the science, technology, and innovation ecosystem in Di Linh in the coming period.

Mr. Vo Thanh Cong, Director of the Lam Dong Department of Science and Technology, stated that, from the perspective of an advisory body to the Provincial People's Committee, the Department of Science and Technology will promote digital transformation and innovation. The Department will develop models for digital farmers, digital cooperatives, and digital communes, aiming to spread digital platforms to all segments of the population.

“We will enhance the value chain of the province's key products, as well as promote the development of the local startup ecosystem. The province will focus on developing infrastructure, establishing innovation centers, and supporting people and businesses with intellectual property…,” Mr. Cong shared.

Nicolas Leymonerie, Head of the GAEDT Science and Technology Development Organization's Lam Dong Representative Office, shared his views at the seminar.

In the healthcare sector, high-quality medical personnel play a crucial role in improving the quality of healthcare for the people. What policies and solutions is the health sector currently implementing to attract and retain skilled doctors, pharmacists, and medical professionals to work in Di Linh?

In response to this question, Ms. Huynh Thi Phuong Duyen, Director of the Lam Dong Department of Health, stated that the shortage of high-quality human resources remains a major concern and challenge for the local health sector. From now until 2030, Lam Dong needs an additional 1,500 doctors to meet the province's target for the number of doctors per capita.

The Department of Health is actively developing plans to attract doctors. The province prioritizes policies that directly attract medical professionals, providing initial financial support and allowances. The local authorities are also encouraging young people from the province currently studying or working in the medical field in other localities to return to work in Lam Dong.
