(Baohatinh.vn) - Recently, the widespread accumulation of waste along the right bank of the Lam River and the area at the foot of the dike passing through Xuan An 6 village, Nghi Xuan commune (Ha Tinh province) has caused great frustration among many residents.

The right bank dike of the Lam River in Nghi Xuan commune ( Ha Tinh province) plays a crucial role in flood control, rescue, and relief efforts. Ironically, the section of the dike passing through Xuan An 6 village is currently becoming an unauthorized dumping ground for waste. All kinds of waste, from plastic bags and packaging to bottles, are scattered haphazardly along the dike passing through Xuan An 6 village. In hot weather, garbage decomposes quickly, and flies and gnats multiply in large numbers. Mr. Ho Sy Linh (Xuan An 6 village, Nghi Xuan commune) expressed his concern: “The illegal dumping of garbage has been going on for a long time. Previously, waste was mainly dumped at the foot of the dike. Notably, in the past few weeks, many people have been dumping directly onto the dike surface, blocking the path and making it very difficult for residents to move around.”
Mr. Nguyen Dinh Thang (from Xuan An 6 village - the man in the black shirt) said: "Every time we go for a walk here, we are very uncomfortable because of the strong, foul smell. Although the villagers have complained to the local authorities, there has still been no definitive solution." In many places, garbage is dumped on the embankment, creating an unsightly and aesthetically displeasing scene. Broken glass, bottles, and household waste are scattered around, posing a potential safety risk to pedestrians and vehicles passing by.
Besides causing environmental pollution, many residents are concerned that dumping garbage and waste on the vulnerable dike could hinder rescue and relief efforts in the event of natural disasters, heavy rains, and floods.
Right at the foot of the dike is a temporary waste collection area. Here, some people are also illegally burning trash, causing smoke, dust, air pollution, and affecting the surrounding environment. This spontaneous burning of trash also makes waste collection and transportation to the processing plant difficult. (In the photo: The road leading to the collection area is congested with trash).
Construction materials and household items were scattered all over the road leading to the storage area.
According to local residents, the accumulated waste has led many people to burn it on their own initiative. Mr. Nguyen Van Long from the Nghi Xuan Commune General Service Center stated: “Although our unit has implemented waste collection and treatment, due to limited personnel and the frequent occurrence of illegal dumping, it is very difficult to control and thoroughly address the problem. Furthermore, the large volume of waste generated and the insufficient transportation capacity lead to prolonged accumulation and stagnation. Previously, our unit mobilized machinery for collection and treatment, but after only a short time, waste reappeared.” Residents want not just temporary enforcement campaigns, but strong solutions to put an end to the long-standing problem of illegal dumping.
Authorities have established inspection teams and intensified propaganda and reminders to curb this situation; however, enforcement still faces many difficulties. In the future, the locality will consider installing cameras at locations where illegal dumping frequently occurs; and encourage people to promptly report cases of illegal waste dumping so that functional forces can take appropriate action. In addition, the locality will also mobilize machinery and vehicles to collect construction waste, clear garbage collection points, and restore clear embankment corridors.
