Joyful songs celebrating spring

A new spring is arriving in every home and village. In the joyful spirit of welcoming the new year, village performing arts groups – the core of the cultural and artistic movement in these localities – are enthusiastically practicing songs to celebrate the spring.

The vibrant pace of life in the village.

With the arrival of spring, the land and sky are brimming with vitality, awakening the vibrant cultural rhythm in every community.

In the Bắc Hà White Plateau, the Hồng Mi Folk Arts Club, with 20 members, is diligently practicing performances to celebrate the Party and the Lunar New Year.

Having been active since 2019, the club has performed hundreds of times for tourists , conferences, and seminars, but performing during the Lunar New Year still brings very special emotions to its members.

Ms. Vang Thi Anh Dai, a member of the club, shared: “Every weekend, we are at the night market to perform. The year-end markets are very crowded and lively, and everyone is very happy.”

The Bắc Hà commune will soon be organizing the 2026 Spring Festival with the theme "Gathering of Excellence - Aspiration for Greater Heights". Ánh Đài and the members of the Hồng Mi Folk Arts Club are actively practicing, hoping to be part of the vibrant spring festivities.

Visiting the highlands of Y Tý at the end of the year, the cold fog seems to be dispelled by spring nights filled with crackling campfires.

To the rhythmic sounds of music, members of the Y Tý Folk Arts Club and tourists immerse themselves in the Xòe dance and weaving dance, each step rhythmic, the shoulder tilt, and the hand movements graceful.

Ms. Ly Xa Go, Head of the Y Ty Folk Arts Club, said: The club was established in 2023 with 24 members, mainly participating in the commune's political events, and regularly performing once a week on Saturday evenings at the cultural market. Recently, members have also started performing for tourists at homestays in the area.

"The last days of the year are very busy, but if the commune summons us, we are also ready to participate in cultural and artistic programs celebrating the Party and the New Year," Ms. Gơ confided.

In Hop Thanh commune, the villages are also becoming more vibrant with songs and dances. After a busy day of work, members of the Hop Thanh Commune Cultural Club gather to practice and prepare for the New Year's festival programs.

Ms. Tran Thi Hung, the club's chairperson, said: "Normally, the club meets once a week, but when busy, we practice once a month. We hope that our national cultural identity will always be cherished and preserved."

More motivation to spread the song and melody.

The activities of folk art clubs and troupes contribute to creating a colorful cultural landscape of the ethnic communities in Lao Cai , strengthening community bonds and fostering solidarity in building an increasingly rich cultural and spiritual life.

However, with approximately 3,000 clubs in 99 communes and wards, it would be very difficult for them to operate effectively without sufficient funding.

Mr. Giang A Hai, Chairman of the Hong Mi Folk Arts Club in Bac Ha commune, shared: "Most of the club members are young people. For each performance, each person receives a fixed fee and an additional monthly allowance of 400,000 to 500,000 VND."

"We believe that the club's activities must generate income in order to be sustainable," Giàng A Hải affirmed.

Concerned with maintaining and expanding cultural and artistic clubs at the grassroots level, the People's Council of Lao Cai province (formerly) issued Resolution No. 06/2021/NQ-HĐND stipulating a number of policies to support tourism development in the province during the 2021-2025 period, including support for folk art clubs and groups at tourist destinations.

Subsequently, according to Resolution No. 12/2024/NQ-HĐND dated July 10, 2024, of the Provincial People's Council on amending some contents of the Regulations on some policies to support tourism development in Lao Cai province, 2021-2025 period, the Provincial People's Committee allocated a budget of 975 million VND for 11 folk art clubs and troupes at tourist destinations in Bao Yen, Bac Ha, and Sa Pa districts to support folk art clubs and troupes at tourist sites.

In the former Yen Bai province, in 2024 alone, support was provided for the establishment and maintenance of 230 amateur performing arts groups and cultural and artistic clubs, with a total funding of nearly 2.9 billion VND.

Following the provincial merger, in order to further encourage and promote the activities of core cultural, artistic, and sports clubs at the commune and ward levels, the Lao Cai Provincial People's Council issued Resolution 39/2025/NQ-HĐND dated December 29, 2025, on support policies for this model. Accordingly, Lao Cai province will provide each commune and ward with a one-time grant of 150 million VND to purchase equipment for establishing the club, along with certain mandatory conditions. To maintain operations, these clubs will receive 30 million VND annually. The resolution takes effect from January 9, 2026.

Mr. Duong Tuan Nghia, Deputy Director of the Department of Culture, Sports and Tourism of the province, said: "In recent years, the mass arts movement in the province has flourished thanks to the attention of all levels and sectors."

Numerous training courses, folk song and dance classes, and arts festivals and performances are organized, creating a platform for groups to interact and learn from each other. Some areas also receive support with costumes and sound equipment, helping to make activities more organized.

With the timely support from Resolution 39 of the Provincial People's Council, the quality of the movement will be further improved, providing more motivation for people to remain committed to traditional arts and culture in the long term.
