"Reorganize military commands and border guard forces according to the merged provinces."

On the morning of April 2nd, General Secretary To Lam, Secretary of the Central Military Commission, chaired the 13th Conference of the Central Military Commission for the 2020-2025 term to consider and provide feedback on the Project on organizing local military forces to be "lean, efficient, and strong," meeting the requirements of the tasks in the new situation.

At the Conference, the Standing Committee of the Central Military Commission reported on the content of the Project on organizing local military forces to be "lean, efficient, and strong," aiming to implement the resolutions and conclusions of the Central Committee and the Politburo on continuing to reorganize and streamline the organizational structure of the political system, reorganize administrative units at all levels, and build a two-tiered local government.

According to the report, the Standing Committee of the Central Military Commission and the Ministry of National Defense have proactively provided guidance and assigned tasks to research agencies to propose plans for organizing local military units when reducing administrative units at the provincial and commune levels, and abolishing the district level.

In his concluding remarks at the conference, General Secretary To Lam, Secretary of the Central Military Commission, noted that the plan for organizing local military forces to be "lean, efficient, and strong," meeting the requirements of tasks in the new situation, must be consistent with the strategies on military and national defense and the national defense guidelines.

The General Secretary emphasized the need to ensure that the Army truly serves as the core force in firmly defending the Fatherland.

Based on the results of implementing the resolutions and conclusions of the Politburo, the General Secretary requested the continued restructuring of local military organizations and Border Guard forces in accordance with the Party and State's policies, ensuring they are "lean, efficient, and strong," reducing intermediate layers, and truly serving as the core in building and implementing the national defense policy, people's war, and firmly protecting national sovereignty and border security.

In principle, the General Secretary emphasized the need for restructuring in accordance with the general policies of the Party and the State; restructuring the Provincial Military Commands and Provincial Border Guard Commands according to the provinces being merged.

The adjustment process, as requested by the General Secretary, must be comprehensive, synchronized, and consistent with the national defense guidelines, people's war strategy, the strategy for protecting the Fatherland, and the strategy for protecting national borders.

In addition, it is necessary to ensure command and unity in building a comprehensive and solid defense zone, maintaining stability; and after adjustments, to better fulfill assigned functions and tasks.

The General Secretary suggested that, regarding objectives, it is necessary to build local military organizations and provincial border guard forces that are truly revolutionary, regular, elite, and modern, with a rational organizational structure suitable to the requirements of national defense in the new situation.

According to the General Secretary, this must be the core force in building a national defense posture integrated with a people's security posture, building a comprehensive regional defense potential, and firmly protecting the Fatherland.

On behalf of the Central Military Commission, General Secretary To Lam instructed the Standing Committee of the Central Military Commission to incorporate the conclusions of the Central Military Commission and direct the completion of the draft plan for submission to the Politburo for consideration and decision.

After the Politburo approved the Project, the General Secretary requested the drafting of a Resolution by the Central Military Commission to lead the implementation of the Project; directing relevant agencies to research and adjust the people's war art, regional defense operations, and training materials to suit the new organizational structure.

In addition, the General Secretary instructed the Standing Committee of the Central Military Commission to direct relevant agencies to research and propose amendments and additions to the system of legal documents related to the military and national defense fields; and to continue researching the organization of the commune/ward military command to suit the scale of the commune-level administrative unit, local national defense and military tasks, and current socio-economic development conditions.
