Deputy Prime Minister Ho Duc Phoc emphasized this spirit when concluding the meetings on the draft decrees stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance (after the merger, reorganization, and streamlining of the organizational structure) and Vietnam Television.

On February 7th, Deputy Prime Minister Ho Duc Phoc chaired a meeting on the draft Decree stipulating the functions, tasks, powers, and organizational structure of Vietnam Television (VTV) and the draft Decree stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance (after the merger, reorganization, and streamlining of the organizational structure).

Regarding the draft Decree stipulating the functions, tasks, powers, and organizational structure of VTV, the Deputy Prime Minister requested ministries and agencies to provide feedback on the contents that have not yet reached a high level of consensus in order to finalize the draft Decree for submission to the Government for promulgation according to the plan.

Reporting at the meeting, Mr. Nguyen Thanh Lam, General Director of VTV, stated that according to the latest plan, after restructuring, VTV will reduce its number of departments from 27 to 22, including those assisting the General Director and specialized units, ensuring a streamlined structure in accordance with the target ratio (18.5%).

At the meeting, representatives from the Government Office, the Ministry of Interior, the Ministry of Justice, the Ministry of Information and Communications, and the Ministry of Finance exchanged views and reached a high level of consensus with VTV's explanation, especially regarding its mission and organizational structure; they acknowledged that VTV had implemented its work very systematically, in accordance with the Party's guidelines and legal regulations.

Concluding the meeting, Deputy Prime Minister Ho Duc Phoc highly appreciated the report and explanations from VTV and the opinions of representatives from various ministries and agencies.

Emphasizing several points related to the number of units under VTV, including VTV Times; the implementation of foreign television broadcasting tasks; VTV's financial operating mechanism; and the handling of assets after taking over the functions and tasks of television stations… The Deputy Prime Minister requested VTV to incorporate the feedback, finalize the draft Decree, and submit it to the Government according to the plan.

* At the meeting on the draft Decree stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance (merging the Ministry of Finance with the Ministry of Planning and Investment; merging the Vietnam Social Security; transferring some functions and tasks of the State Capital Management Committee at enterprises and the National Financial Supervision Committee to the Ministry of Finance), Deputy Minister of Finance Nguyen Duc Chi reported, clearly stating the viewpoint on building the decree to ensure the correct implementation of the Party and State's guidelines, directions, and policies on streamlining the apparatus and improving the effectiveness and efficiency of state management in financial management.

Inheriting and restructuring the functions, tasks, and powers of the Ministry of Finance, the Ministry of Planning and Investment is regulated by Decree No. 14/2023/ND-CP and Decree No. 89/2022/ND-CP, ensuring comprehensive coverage of state management in the fields of finance-budget, economy-investment, and other related areas.

The restructuring and consolidation of organizations and units within the Ministry of Finance and the Ministry of Planning and Investment will ensure the principle of one organization performing multiple tasks, with one task assigned to only one unit for primary responsibility; the Vietnam Social Security will be merged into a single entity under the Ministry of Finance; and the internal organizational structure of Vietnam Social Security will be restructured to ensure efficiency and effectiveness.

The model of general departments at all levels will be terminated, transforming them into departmental-level units under the Ministry; building a streamlined internal structure, reducing advisory and internal management units, eliminating intermediate levels, and ensuring sufficient authority to perform assigned functions and tasks.

Based on the merger of the Ministry of Finance and the Ministry of Planning and Investment, a review of the functions and tasks of the units under the two ministries, and a plan for the arrangement of the two ministries after the merger and acquisition, along with the transfer of functions and tasks from related units, the Ministry of Finance reports on the plan to merge administrative organizations with overlapping functions and tasks from 10 units into 5 units; to merge administrative organizations with interconnected, related, or similar functions from 20 units into 8 units; and to maintain the status of administrative organizations that are independent in terms of professional expertise or have specific characteristics (12 units).

The Ministry of Finance's report outlines the plan for restructuring public service units under the Ministry of Finance and the Ministry of Planning and Investment (public service units under the Government's authority); the plan for reorganizing general departments and equivalent agencies under the Ministry (General Department of Taxation, General Department of Customs, General Department of State Reserves, State Treasury, State Securities Commission, General Department of Statistics) into administrative organizations equivalent to departments under the Ministry; and the merger of Vietnam Social Security into the Ministry of Finance to create a single entity.

According to preliminary calculations, after the merger of the two ministries and the incorporation of Vietnam Social Security into the Ministry of Finance, the number of units will decrease by approximately 3,600, equivalent to 37.7% compared to the current number of units and organizations under the Ministry of Finance, the Ministry of Planning and Investment, and Vietnam Social Security.

This includes a reduction of 2 ministerial-level agencies; 6 general departments; 98 departments, bureaus and equivalent units under ministries; 336 departments, bureaus and equivalent units under general departments; and approximately over 3,100 units from the division, sub-department and equivalent levels under ministries and bureaus downwards…

Speaking at the meeting, Minister of Planning and Investment Nguyen Chi Dung stated: The Ministries of Planning and Investment and Finance have coordinated very well, promptly and seriously implementing the directives of the Central Government and the Government on restructuring and streamlining the apparatus and agreeing on a plan; currently, there are no remaining points of disagreement in the draft Decree.

Minister Nguyen Chi Dung emphasized: "Organizational restructuring and streamlining is a very big and important issue, especially in the new context as we prepare to enter a new era. To achieve this, we need a strong, efficient, effective, and smooth-running apparatus, from top to bottom and horizontally to successfully achieve the set goals."

Minister Nguyen Chi Dung emphasized that the restructuring and organization of the new Ministry of Finance should inherit the functions and tasks of the two ministries and related agencies, ensuring that no tasks are omitted or overlapped, and that operations are smooth and efficient.

At the meeting, Minister Nguyen Chi Dung, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh, leaders of the Government Office, the Ministry of Interior, the Ministry of Justice, the Ministry of Finance, etc., also raised opinions on reviewing and amending legal documents related to the organizational structure of the Ministry of Finance; organizing the statistical sub-department system; organizing departments in some special cases; arranging staff, workplaces, and resolving benefits and policies for those affected by the organizational restructuring….

The opinions emphasized that personnel arrangements must ensure openness, transparency, rationality, fairness, and the right person for the right job; effective propaganda and ideological work must be carried out for officials, civil servants, and employees at agencies and units... along with the need to quickly implement solutions to ensure the necessary physical conditions so that the new Ministry of Finance can immediately begin operations, functioning smoothly, synchronously, and effectively.

Concluding the meeting, Deputy Prime Minister Ho Duc Phoc commended and highly appreciated the sense of responsibility of the Ministry of Finance, the Ministry of Planning and Investment, and other relevant agencies in coordinating and drafting the Decree, achieving a high level of consensus and agreement.

Deputy Prime Minister Ho Duc Phoc also gave his opinion on issues related to the merger of Vietnam Social Insurance; the organization of departments in some special cases; the organization of the system of statistical and specialized inspection agencies; public service units; the reception, arrangement and placement of personnel, and ensuring the provision of facilities… for the operation of the new Ministry of Finance.

The Deputy Prime Minister requested the two ministries and relevant agencies to continue reviewing and ensuring that no functions, tasks, or scopes of work are overlooked so that the new apparatus can operate smoothly and effectively.

The Deputy Prime Minister highly appreciated the pioneering and revolutionary spirit of the Ministry of Finance, the Ministry of Planning and Investment, and related agencies in developing plans and streamlining the organizational structure (proposing a reduction of up to 46% of the number of departments).

Emphasizing that the new Ministry of Finance is the "core" and "lifeblood" of the economy, Deputy Prime Minister Ho Duc Phoc requested that "once the arrangements are complete, the work must proceed."
