(NLĐO) - According to Minister of Home Affairs Pham Thi Thanh Tra, following the Central Committee meeting, there will be a national conference to implement the merger of provinces and reorganize the commune level.


Regarding the restructuring and reorganization of administrative units at all levels and the establishment of a two-tiered local government model, Minister of Home Affairs Pham Thi Thanh Tra stated that after the Politburo meeting agreed on the principle, the Government Party Committee sent the proposal to ministries, sectors, and localities for comments, then compiled and reported it to the Central Committee, expected in mid-April 2025.

According to Minister Pham Thi Thanh Tra, following the Central Committee meeting, there will be a national conference to implement the merger of provincial-level administrative units and the reorganization of commune-level administrative units.

With the above plan, the leaders of the Ministry of Interior emphasized that ministries and agencies need to focus on issuing relevant guiding documents within their authority and responsibility, as a basis for implementing the merger and restructuring after the Central Committee meeting.

Regarding the reorganization of district and commune-level administrative units, Ms. Pham Thi Thanh Tra stated that we have experience from previous implementations, so this is not a difficult task. Based on that experience, the upcoming reorganization will expand the scale of mergers at the provincial level and reorganize commune-level administrative units.

The head of the Ministry of Interior stated that following the Politburo meeting, all relevant issues, including the number of provincial-level administrative units to be reorganized and merged, have been clarified. Simultaneously, the two-tiered local government model (provincial and sub-provincial levels) has also been clearly defined. Therefore, the reorganization of commune-level administrative units (grassroots level) will take place in the near future.

Currently, there are 10,035 commune-level administrative units nationwide. Ms. Pham Thi Thanh Tra stated that in the near future, these will be reorganized to reduce the number to approximately 2,000 communes, with each commune being almost like a small district. Matters related to the reorganization of commune-level administrative units fall under the authority of the National Assembly Standing Committee and can be implemented immediately after the Central Committee meeting.

Therefore, the relevant documents need to be prepared urgently, and ministries and agencies should send them to the Ministry of Interior soon to prepare for the national conference following the Central Committee meeting. Also related to the completion of legislation, Ms. Pham Thi Thanh Tra said that the Standing Deputy Prime Minister Nguyen Hoa Binh has also directed an urgent review.

Accordingly, the review must be carried out very quickly to compile and send to the Ministry of Justice, proposing that the Government submit to the National Assembly a resolution to address issues related to specialized laws on the organization of administrative units at all levels.
