Civil servants still get salary increases
After the restructuring, many localities have questions about the implementation of salary and allowance regimes.
Deputy Director of the Department of Wages and Social Insurance ( Ministry of Home Affairs ) Tong Van Lai said that the National Assembly Standing Committee has issued a resolution, the Prime Minister has issued a decision, and the Government Steering Committee also has two documents with detailed directions and many contents, including the issue of wages and allowances.

These documents clearly state that during the process of restructuring the apparatus, cadres, civil servants, public employees and workers whose salaries are directly affected by the budget will have their current salary and allowance regimes retained.
Currently, the salary policy is implemented according to Resolution 730/2004/NQ-UBTVQH11 of the National Assembly Standing Committee; Decree 24/2023/ND-CP stipulating the basic salary level and Decision 128-QD/TW on the salary regime for cadres, civil servants and public employees of agencies and units under the Party, the Front and mass organizations.
According to Mr. Tong Van Lai, the salary policy includes: Salary level according to the grade (ie salary coefficient multiplied by the basic salary); salary increase regime and allowance regime. The documents guided by the National Assembly, the Government and the Steering Committee include all of these contents.
Thus, the Deputy Director of the Department of Wages and Social Insurance informed that the cadres and civil servants affected by the restructuring will continue to receive their salary. The salary increase for this group will still be implemented normally if they meet the prescribed conditions.
Develop regulations related to 2 types of allowances
There are currently 18 types of allowances. Specifically, these are the following allowances: Leadership position; seniority beyond the framework; concurrent; regional; special; attraction; mobile; toxic, dangerous; job responsibility; serving security and defense; seniority; professional responsibility; professional incentives; special allowances for the armed forces; long-term work in particularly difficult areas; public service; Party and mass organization work; internal political protection and commune-level position responsibility.
"According to the spirit of the guiding documents, not all cadres and civil servants are entitled to these allowances. Those who are receiving any of these allowances, when the organization is reorganized and their jobs or positions change, will continue to receive those allowances," said the Deputy Director of the Department of Wages and Social Insurance.
Regarding allowances, according to Mr. Lai, there are two types of allowances that are widely applied and have a direct impact on the process of reorganizing the apparatus, especially at the commune level. These are regional allowances and special allowances.
Regarding regional allowances, before the organizational arrangement, the whole country had 4,397 communes out of a total of more than 10,000 communes enjoying this allowance. Special allowances were applied to 255 out of more than 10,000 communes.
"After rearranging the communes, the State has not yet regulated allowances for these cases because the number is too large and too complicated," said the leader of the Department of Wages and Social Insurance.
The Ministry of Home Affairs has compiled statistics and is developing a very specific plan for regulations related to these two types of allowances after restructuring the apparatus.
Mr. Lai said that the Department has reported to the Minister of Home Affairs the options after reviewing and will seek opinions from 34 provinces and cities. Localities will continue to review the above two types of allowances to develop new options. The most suitable allowance level will be proposed for the new commune area based on practice and science.
