Students attended extra classes at the Vietnam-Russia Cultural Enrichment Center before the center was temporarily closed.

Reportedly, on the afternoon of April 24th, the school board of Van Yen Secondary School in Ha Dong district conducted a surprise inspection at a tutoring center located about 100 meters from the school and discovered that several teachers from the school were directly tutoring their own students.

This activity violates Circular 29 of the Ministry of Education and Training, which came into effect on February 14th. The Ministry of Education and Training stipulates that teachers in schools can provide extra tutoring at centers, but they are not allowed to provide extra tutoring to students they teach in regular classes and charge fees for it.

Previously, the Hanoi Department of Education and Training stated that upon receiving information about some teachers currently working at several public secondary schools appearing as lecturers, and with images of students participating in extra classes at the Vietnam-Russia Cultural Training Center on Chua Lang Street, Dong Da District, the department requested the Dong Da District Department of Education and Training to coordinate with relevant units to investigate and verify the matter, and discovered several violations.

The inspection team documented the shortcomings of the tutoring center. They decided to temporarily suspend the operation of the Vietnam-Russia Cultural Enrichment Center from 12 PM on April 23rd, and simultaneously required the center to notify parents and fulfill its financial obligations upon cessation of classes, ensuring the rights of parents are protected.
