Examining the progress of the Dien Chau expressway.

Despite unfavorable weather conditions, construction of the Dien Chau – Bai Vot expressway section through Ha Tinh province is still underway as the completion deadline is approaching.

During this period, due to frequent cold fronts, the weather in Ha Tinh province is rainy and temperatures are low. Despite these unfavorable conditions, contractors are still deploying manpower and machinery to carry out construction work on the Dien Chau - Bai Vot section of the North-South Expressway project in Duc Tho district (Ha Tinh province).

Along the 4.84km stretch of the Dien Chau - Bai Vot expressway through Ha Tinh province, the Hung Duc bridge, the overpass at the National Highway 8 intersection, and the rest stop are important components of the project.

At the overpass project at the National Highway 8 intersection, the construction contractor, Dai Hiep Co., Ltd., is intensively compacting the crushed stone base layer on the two sections of the approach roads to the bridge and constructing the bridge deck. The compaction of the crushed stone base layer has been interrupted by the weather. If the rain is not too heavy, the contractor can still proceed normally.

According to engineer Vuong Dao Chau of Dai Hiep Co., Ltd., when the weather clears up, the company can begin paving the bridge surface and the access roads to the overpass with asphalt concrete. If everything goes smoothly, the overpass on National Highway 8 could be opened for technical traffic in early January 2024. Putting the overpass into operation will alleviate congestion on the service road previously used for the project's construction.

At the Hung Duc bridge project connecting Hung Nguyen district ( Nghe An province ) with Duc Tho district (Ha Tinh province), the piling, concrete pouring for the abutments, and casting of bridge girders have been basically completed. Currently, the contractor is installing the super-T bridge girders at the final "joints" on the nearly 4.1km long bridge.

The Dien Chau - Bai Vot expressway has 31 bridges, of which Hung Duc Bridge is the largest, measuring 4.1 km in length and costing over 1,200 billion VND. The bridge spans the Lam River – a river with a large catchment area and steep slope – requiring the contractor to use many large barges with modern machinery and equipment during construction.

For sections of the bridge where the bridge girders have been installed, the contractor assigns teams to proceed with the construction of the bridge railings.

The contractor is hoping to complete the Hung Duc bridge before the Lunar New Year of the Year of the Dragon to meet the overall project schedule of completion in May 2024. Upon completion, Hung Duc will be one of the longest road bridges in Vietnam.

According to the plan, the Dien Chau - Bai Vot expressway should be completed by May 2024. With the deadline fast approaching and the overall project progress falling short of expectations, Phuc Thanh Hung Joint Stock Company – the project's operator and manager – is directing contractors to concentrate manpower and machinery to accelerate construction progress with the goal of meeting the set deadline.

Therefore, despite unfavorable weather conditions in the area recently, the contractor has overcome difficulties and deployed sufficient personnel and machinery to carry out the project.

If the Dien Chau - Bai Vot expressway is completed on schedule, from May 2024, people from Ha Tinh traveling to Hanoi and other northern provinces and cities can use National Highway 8, passing through the interchange, and then access the expressway.

The North-South Expressway Eastern section, phase 2017-2020, specifically the Dien Chau - Bai Vot section, has a total length of over 49 km, passing through three districts in Nghe An province (44.4 km) and Duc Tho district, Ha Tinh province (4.9 km). It is one of three component projects invested under the public-private partnership (PPP) model.

In the phased construction, the project will have 4 lanes and a roadbed width of 17m, with sections where the roadbed is excavated and embanked having a width of 32.25m. In the completed phase, the project will be expanded to 6 lanes with a roadbed width of 32.25m.

The project has a total investment capital of over 11,157 billion VND in the phased implementation, of which 5,090 billion VND is mobilized by investors and over 6,067 billion VND is state capital.

The project commenced in 2021 and is expected to be completed in May 2024. The payback period for the operational costs is 16 years, 6 months, and 8 days.
