A journey to be proud of.

In January 2004, coinciding with the re-establishment of Dak Nong province, the Dak Nong Department of Construction was officially established. The entire department shouldered the responsibility of advising and managing in the fields of construction, architecture, planning, and technical infrastructure development for the newly established region.

In its early days, the unit faced numerous difficulties: a small organizational structure, inadequate facilities, and a shortage of personnel... Through tireless efforts, the collective of officials and employees of the Department of Construction united and worked together to overcome challenges, gradually stabilizing the organization and effectively implementing assigned tasks.

The large-scale and systematic development of Gia Nghia urban area owes a great deal to the contributions of the Dak Nong Construction industry.

Over the past 21 years, under the close leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and in close coordination with various departments, agencies, and localities, the Department of Construction has achieved many great accomplishments.

First of all, in the field of urban planning and development, Dak Nong has achieved many results. From a province with only 6 district-level units and no type IV urban areas, Dak Nong now has 9 urban areas. These include 1 type III urban area, 3 type IV urban areas, and 5 type V urban areas.

The province's urbanization rate increased from 7% in 2004 to 26.2% in 2024. Currently, all districts and Gia Nghia city have approved general urban plans.

Despite limited local budgets, the rate of coverage of zoning plans and detailed planning in localities has been steadily increasing. This provides a foundation for attracting investment in the province's socio -economic development.

The field of urban and rural transport infrastructure has also recorded many achievements. Dak Nong has invested in opening new roads, upgrading and expanding existing ones across its districts and cities.

Roads through urban centers have also been invested in and constructed. As a result, the appearance of cities in the province is becoming increasingly modern and attractive. To date, the entire province has 4,683 km of roads.

Of that total, 3,278 km are paved and concrete roads (accounting for 70%). Many large and important projects on the national highway system have been implemented. District roads, roads to commune centers, and roads within villages and hamlets have received focused investment.

The transportation sector has been developing rapidly. Infrastructure at bus and train stations has received attention, repair, and construction investment. Transportation vehicles have been replaced and supplemented to meet the travel and goods transportation needs of the people. Currently, there are 9 bus stations in the area, including 1 type 3 bus station; 7 type 4 bus stations; and 1 type 6 bus station.

Furthermore, the Dak Nong Department of Construction has always proactively innovated its management thinking and promoted the application of information technology. The unit also focuses on administrative reform and improving the efficiency of services provided to the people and businesses.

Inspection, monitoring, and supervision of construction quality and labor safety are also being increasingly strengthened, contributing to ensuring sustainable development and compliance with the law in construction activities in the area.

Great responsibility, high duty.

In the current context, construction technology is constantly innovating, and technical requirements are becoming increasingly stringent. This demands that every official and employee in the construction sector in general, and the Dak Nong Department of Construction in particular, continuously learn, innovate, and strive to meet these new expectations.

According to Phan Nhat Thanh, Director of the Dak Nong Department of Construction, as it enters a new phase of development, the Dak Nong Department of Construction is determined to continue improving the effectiveness of state management in the construction sector.

The unit will accelerate digital transformation and promote the development of green and smart cities. The entire sector will continue to advise on investment in upgrading transportation routes, especially national and provincial highways, thereby creating linkages for development in various regions. A synchronized, sustainable, and climate-resilient technical infrastructure system will be the focus of the entire sector.

We will focus on training and developing a team of cadres with strong political convictions, in-depth expertise, and professional conduct, meeting the requirements of the tasks in the new situation.

According to Mr. Thanh, to achieve this, the entire sector is focusing on accelerating the progress of preparing, appraising, and approving regional plans, urban master plans, and rural construction plans.

The Department of Construction will strengthen planning management to ensure harmonious and sustainable development, avoiding overlapping and fragmented planning.

The Department of Construction also focuses on the construction of urban technical infrastructure, especially in central urban areas. The entire sector concentrates on developing transportation systems, water supply and drainage, waste treatment, and public works serving the people.

The Department will strengthen the management of construction order and quality in the area by improving the effectiveness and efficiency of inspection and supervision of construction order.

According to Phan Nhat Thanh, Director of the Dak Nong Department of Construction, throughout the formation and development of the construction industry, the Dak Nong Department of Construction has always identified people as the central factor determining success.

Therefore, the unit always thoroughly understands Ho Chi Minh's ideology on personnel work, especially the view of "using people like using wood".

"We have consistently focused on improving the organizational structure and arranging and deploying staff in a scientific, rational, and appropriate manner to meet the requirements of each stage. Using people is like selecting precious wood. We must know how to choose, train, nurture, refine, and utilize them at the right time and in the right place to maximize effectiveness in all tasks," Mr. Thanh affirmed.

Entering a new phase, the tasks are numerous and the responsibilities are significant. The Department of Construction will focus on implementing a comprehensive set of solutions. The unit will review and streamline its organizational structure to ensure efficient and effective operation.

The entire sector implements personnel arrangement and placement based on an accurate assessment of each individual's capabilities, strengths, and moral character.

The sector will prioritize the training and development of staff, creating opportunities for talented young staff to advance. The unit will conduct a comprehensive assessment of the functions, tasks, and operational efficiency of its subordinate units. It will clearly identify overlaps and duplications between agencies and units to serve as a basis for mergers and streamlining.

The Department of Construction is promoting the merger of units with similar functions and overlapping operations, aiming to create agencies of a more reasonable scale and greater efficiency.

The formation of specialized units in specific fields such as planning, construction, technical infrastructure, and construction quality management will be promoted to enhance specialization and reduce administrative layers.

“We will conduct a screening process, assigning the right people to the right jobs, and improving the quality of our staff. Training and development, especially in digital skills and modern management, will be prioritized. All of this aims to build a team of officials and employees with strong political convictions, impeccable moral character, and increasingly high professional qualifications, meeting the requirements of the province's new development phase,” said Phan Nhat Thanh, Director of the Department of Construction.

It can be said that, with a tradition of unity, creativity, and a spirit of continuous innovation, the Dak Nong Department of Construction is determined to continue striving and making positive contributions to the cause of building Dak Nong province into an increasingly prosperous, civilized, and modern place.

The Dak Nong Department of Construction currently has 8 specialized departments and 1 affiliated board, including: the Department Office; the Planning and Finance Department; the Department Inspectorate; the Technical Infrastructure and Housing Management Department; the Transportation, Vehicle and Driver Management Department; the Architectural Planning and Urban Development Department; the Construction Quality Management Department; the Economic and Construction Management Department; and the Dak Nong Construction Maintenance and Consulting Project Management Board. The entire unit currently has 110 officials, civil servants, and employees.
