Returning to Phuoc Chien in late 2024, we were truly impressed with the developed infrastructure, catching up with that of lowland communes. Internal village and inter-commune roads have been asphalted, effectively meeting the transportation needs of local people; the primary and secondary schools are solidly built, two-story and spacious; and the national power grid and clean water supply have been extended to residential areas, meeting the needs of daily life and production…
Meeting with Ms. Chamaléa Thị Liếm, Chairwoman of the People's Committee of Phước Chiến commune, she enthusiastically shared her joy about the proud development of the ATK region: The entire commune currently has 1,252 households with 5,300 inhabitants, with the Raglay ethnic group accounting for 97% of the population. In 2024 alone, farmers planted 13.4 hectares of rice, with an average yield of 5.5 tons/ha, totaling 74.4 tons. Corn was planted on 80 hectares, yielding 160 tons; various types of beans on 56 hectares, yielding 70 tons; and cassava on 32 hectares, yielding 224 tons.
Thanks to the effective implementation of national target programs and the spirit of labor and production emulation among local people, by the end of 2024, Phuoc Chien commune had only 273 poor households, accounting for 21.81%, a decrease of 12.65% compared to 2023, exceeding the target by 0.4%.
In addition, farmers have developed livestock farming, raising thousands of animals. Currently, there are 2,550 cattle and 4,794 goats and sheep. Furthermore, farmers in the commune also raise 550 high-quality, nutritious black pigs, providing significant income for many households… As a result, the lives of the farmers are relatively stable and prosperous.
According to Ms. Chamaléa Thị Liếm, the impressive transformation of Phước Chiến commune's rural landscape today is due not only to the proactive efforts of the people but also to the State's investment policies under the National Target Programs for New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719).
Over the past three years, from 2022 to 2024, the National Target Program 1719 has provided Phuoc Chien with over 15.2 billion VND in support. For projects supporting production and livelihood creation, in 2024 alone, the program allocated 2.45 billion VND, of which 2.237 billion VND has been disbursed to date, reaching 97.4% of the allocated funds. This capital has been used by the local government to provide 800 million VND for purchasing agricultural tools for 80 poor households; 1 billion VND for purchasing breeding cows for poor households; and 150 million VND for providing decentralized water storage tanks for 50 households… At the end of 2024, the National Target Program 1719 adjusted the allocation to provide Phuoc Chien with an additional 4.76 billion VND to implement Project 4, which focuses on investing in essential infrastructure to serve production and the lives of ethnic minority communities. This funding has continued to be used for upgrading and paving transportation routes in the commune, creating favorable conditions in all aspects for people's production and trade.
Thanks to the effective implementation of national target programs and the competitive spirit of local people in labor and production, by the end of 2024, Phuoc Chien commune had only 273 poor households, accounting for 21.81%, a decrease of 12.65% compared to 2023, exceeding the target by 0.4%. Many families have built spacious houses, raised their children to be successful in their studies, and become key officials in the political system and schools in the commune. Families promoting education and talent have 2-3 children graduating from university, such as Chamaléa Thơm, Pi Năng Thị Mắng, Pi Năng Thị Huệ…
Visiting families who received support in the form of livestock to create livelihoods and increase family income, Mr. Katơr Nguống in Động Thông village said that his family received two breeding cows from the local government under Project 3 of the National Target Program 1719. Although they only received the cows in mid-June 2024, they have already given birth to a calf. The family is very happy…
Ms. Chamaléa Thị Liếm, Chairwoman of the People's Committee of Phước Chiến commune, added that in the coming time, the Party committee and local government will continue to mobilize resources to support production development, diversify livelihoods, create jobs, increase income, and sustainably reduce poverty for ethnic minority people. This includes receiving and disbursing funds from the National Target Program 1719 in a transparent and fair manner, ensuring that funds reach the right people and comply with State regulations. At the same time, they will promote and encourage people to use the funds effectively and work together to build Phước Chiến into a new-style rural commune.
