A mission that endures over time.
During his lifetime, President Ho Chi Minh always emphasized the role and mission of culture and art: "Culture illuminates the path for the nation to follow"; "Culture and art are also a battlefront; you are soldiers on that battlefront." He also clearly stated that literature and art cannot stand outside, but must be within the economy and politics , a "spiritual battlefront," closely connected with the people, truthfully reflecting the reality of the revolution, guiding people towards truth, goodness, and beauty, and fostering noble ideals of life.
Taking President Ho Chi Minh 's viewpoint as a guiding principle, the Party has consistently maintained the view that culture is the spiritual foundation of society, both a goal and a driving force for development. This is affirmed in the Central Committee Resolution No. 5 of the 8th Party Congress on "Building and developing Vietnamese culture imbued with national identity"; and Resolution No. 33-NQ/TW on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development." In particular, the role of literature and art is clearly affirmed in Resolution No. 23-NQ/TW of the 10th Party Congress: "Literature and art are very important fields... and are one of the great driving forces directly contributing to building the spiritual foundation of society and the comprehensive development of Vietnamese people."
In fact, throughout history, literature and art have "borne a significant part," excellently fulfilling the mission of encouraging patriotism, praising the glorious victories and achievements of the nation, and instilling faith in the revolutionary path chosen by the Party and President Ho Chi Minh.
In Thanh Hoa province, Ho Chi Minh's thought on the role of literature and art has been creatively applied and gradually integrated into daily life. Resolution No. 17-NQ/TU of the Provincial Party Committee on building and developing Thanh Hoa's culture and people in the new era sets the goal: "Building Thanh Hoa people who are comprehensively developed, patriotic, moral, civilized in lifestyle, law-abiding, and aspiring to build their homeland and country." This is the overarching direction for Thanh Hoa's literature and art to focus on reflecting, encouraging, and spreading. Accordingly, Thanh Hoa's artists and writers constantly adhere to reality and actively create. Many works of literature, music , fine arts, photography, theater, etc., have reflected the historical and revolutionary traditions, the spirit of solidarity, and the people in labor, production, and building their homeland and country.
Alongside professional creative work, the mass cultural and artistic movement and the preservation of cultural heritage continue to be maintained and developed widely. Many grassroots cultural activities, such as festivals, art festivals, and mass performances, have become a spiritual "glue," not only educating patriotism but also nurturing and promoting traditional moral values and community solidarity.
It can be affirmed that when literature and art are placed in the right position within the overall strategy for cultural and human development, they will unleash their power in guiding, educating, and shaping human character, consolidating national unity, and creating a solid spiritual foundation for sustainable development.
Innovation, leading the way in sustainable development values.
Entering a new stage of development, with many intertwined opportunities and challenges, the market economy, international integration, and digital transformation create powerful driving forces for development, but also raise numerous issues regarding ethics, lifestyles, cultural identity, and cultural dilution. In this context, culture, as well as literature and art, are faced with the requirement to both inherit traditional values and innovate strongly to meet the new demands of reality, promote the role of guiding values, combat evil and deviations, spread ethical standards and healthy lifestyles, and awaken the aspiration for contribution and social responsibility.
The draft document for the 14th National Congress of the Communist Party of Vietnam clearly reflects the overarching viewpoint on the development of Vietnamese culture and people. Culture and people are placed at the center of development. The strength of culture and people is leveraged as an endogenous resource and a powerful driving force for development; the tradition of patriotism, the aspiration for development, and the spirit of solidarity are strongly revived; and the resilience and intelligence of the Vietnamese people and the great national unity are fostered.
This perspective demonstrates the strategic vision in the Party's development thinking. At the same time, it calls for a strong renewal of cultural development thinking towards a comprehensive, synchronized approach, closely linked to human development and the building of national unity. This is a crucial foundation for building and developing literature and art commensurate with the nation's cultural history and the process of reform.
For Thanh Hoa province, a land rich in historical, cultural, and revolutionary traditions, this task is of particular significance. Promoting the role of literature and art not only enriches cultural and spiritual life, guides social spirit, cultivates character, fosters pride in the homeland, and inspires aspirations for development, but also preserves and promotes historical and cultural values, creates resources for the development of tourism and the cultural industry, and builds the image of the people and land of Thanh Hoa in the era of integration.
