However, even after 15 years, the project remains unfinished. This delay affects people's daily lives and transportation, compromises traffic safety, and wastes public funds.

Anyone traveling on National Highway 1A, the Van Dien - Ngoc Hoi section, will feel the lack of safety. The road surface is shrouded in dust, and next to it is a road widening project that is still under construction. The section of road under construction is dug much lower than the road surface, with some places having standing water like ponds, and loose soil and rocks scattered everywhere.

At the beginning of April 2025, reporters from HanoiMoi Newspaper observed that construction machinery was scattered around, and the construction site was in disarray and unfinished.

Mr. Nguyen Van Chien, whose house faces directly onto the project road, said: "The prolonged construction project has isolated the families here. The road to our houses has to be leveled and temporarily built up, making it very precarious and dangerous, especially at night. Many people have had accidents while passing through the construction site to get to their homes."

Sharing the same frustration, Ms. Trinh Thi Yen, whose house is also located along the road next to the project, said: "When it rains, the roads are flooded due to clogged drains, and when it's sunny, the dust is suffocating. This is also a huge waste of resources because the road is not being used for its intended purpose, and the construction machinery and equipment are damaged."

Further investigation by the reporter revealed that the project to upgrade and renovate National Highway 1A, the Van Dien - Ngoc Hoi section, was approved by the Hanoi People's Committee in Decision No. 2419/QD-UBND dated May 22, 2009, with the Department of Transport (now the Department of Construction) as the investor. On July 19, 2010, the Hanoi People's Committee officially issued Decision No. 3553/QD-UBND approving the project.

However, the project has been delayed due to issues related to land compensation and site clearance. According to Document No. 3443/KL-TTTP (P4) dated July 26, 2019, from the City Inspectorate, the land area to be acquired for the project is 185,747 m2 located in the four communes of Tu Hiep, Ngu Hiep, Ngoc Hoi, and Lien Ninh. The total number of households, individuals, and organizations whose land is being acquired is 797 cases (including 29 organizations and 768 households and individuals). In 2019, approximately 53% of the land area had been cleared. The remaining area of ​​the project is still facing obstacles. Specifically, from 2016 to 2019, the Thanh Tri District People's Committee received 448 petitions and complaints regarding compensation, support, and resettlement plans. The District People's Committee resolved and responded to 442 of these complaints.

In fact, by 2019, the project had completed the construction of half of the road's cross-section on the areas where land had been cleared. The remaining half of the road could not be constructed because 450 households whose land was expropriated had submitted petitions and complaints regarding compensation and support. The reasons for the citizens' complaints and petitions were clearly stated by the City Inspectorate in Conclusion No. 3443/KL-TTTP (P4) dated July 26, 2019, as follows: The Department of Planning and Architecture advised and submitted to the City People's Committee for issuance Decision No. 04/2005/QD-UB dated January 13, 2005, approving the red line boundary of National Highway 1A, without considering updating the road's planning according to Decision No. 239/CT dated September 16, 1983, of the Council of Ministers. This resulted in the road's planning having three sections with localized widening from 46m to 50m to 56m, which is inconsistent with the 1983 approved plan.

In 2016, the Prime Minister issued Decision No. 519/QD-TTg approving the Hanoi Capital Transport Planning until 2030, with a vision to 2050, in which National Highway 1A, the section from Giai Phong - Ngoc Hoi - Ring Road 4, has a length of 13km, a cross-sectional width of 46m along the entire route, and no sections requiring localized widening.

Due to the discrepancy in road width within the project, the City Inspectorate has requested the City People's Committee to consider and direct relevant departments, agencies, and local authorities to resolve the issue. In particular, the Thanh Tri District People's Committee must learn from its experience in approving 60 compensation and resettlement plans that did not comply with regulations, and simultaneously develop adjusted compensation and resettlement plans for these households.

Speaking with a reporter from Hanoi Moi Newspaper, Vu Hoai Son, Director of the Land Development Center of Thanh Tri District, said that to date, there are still 9 households whose land has not been cleared for the project. On April 10, 2025, the district proceeded with the forced land clearance for 7 households, while the remaining 2 households are still being persuaded and encouraged to hand over their land for the project.

The public is hoping that the project will be restarted and completed soon, creating favorable conditions for people's travel and lives, and avoiding prolonged periods of unfinished construction and wasteful spending.
