However, after 15 years, the project is still not completed. This delay affects people's daily life and travel, causes traffic insecurity and wastes budget resources.

Anyone traveling on National Highway 1A, Van Dien - Ngoc Hoi section, feels unsafe when traveling here. The road surface is full of dust, next to it is the road expansion project of the unfinished project. The part of the road under construction is dug much lower than the road surface, there are places where water stagnates like ponds, and the soil and rocks are scattered.
At the beginning of April 2025, Hanoi Moi Newspaper reporters recorded that construction machinery was scattered, and the project was messy and unfinished.
Mr. Nguyen Van Chien, whose house faces the project, said: "The prolonged construction project has isolated families here. The road leading to the house has to be leveled and temporarily embanked, which is very unstable and dangerous, especially at night. Many people have had accidents when passing through the construction site to get to their homes."
Sharing the same frustration, Ms. Trinh Thi Yen, who also lives on the road next to the project, said: "When it rains, the roads are flooded due to clogged sewers, and when it's sunny, the dust is suffocating. This is also a huge waste of resources because the roads are not used for the right purpose, and construction machinery and equipment are damaged."
Learning more, the reporter learned that the project to upgrade and renovate National Highway 1A, Van Dien - Ngoc Hoi section, was approved by the Hanoi People's Committee in Decision No. 2419/QD-UBND dated May 22, 2009, with the Department of Transport (now the Department of Construction) as the investor. On July 19, 2010, the City People's Committee officially issued Decision No. 3553/QD-UBND approving the project.
However, the project is behind schedule due to issues related to land compensation and site clearance. According to Document No. 3443/KL-TTTP (P4) dated July 26, 2019 of the City Inspectorate, the land area to be recovered for the project is 185,747m2 in the area of 4 communes Tu Hiep, Ngu Hiep, Ngoc Hoi, Lien Ninh. The total number of households, individuals, and organizations whose land was recovered is 797 cases (including 29 organizations, 768 households, individuals). In 2019, about 53% of the land area was cleared. The remaining area of the project is still stuck. Of which, from 2016 to 2019, Thanh Tri District People's Committee received 448 petitions and complaints about compensation, support, and resettlement plans. The District People's Committee resolved the complaints and responded in writing to 442 petitions.
In fact, by 2019, the project had completed construction of half of the route cross-section on the cleared areas. The remaining half of the route could not be constructed because 450 households whose land was recovered submitted petitions and complaints about compensation and support. The reason for the people's complaints and recommendations was clearly stated by the City Inspectorate in Conclusion No. 3443/KL-TTTP (P4) dated July 26, 2019: The Department of Planning and Architecture advised the City People's Committee to issue Decision No. 04/2005/QD-UB dated January 13, 2005 approving the red line of National Highway 1A without considering updating the route planning according to Decision No. 239/CT dated September 16, 1983 of the Council of Ministers, leading to the route planning having 3 local expansion sections from 46m to 50m to 56m, which is inconsistent with the planning approved in 1983.
In 2016, the Prime Minister issued Decision No. 519/QD-TTg approving the Hanoi Capital Transport Planning to 2030, with a vision to 2050, in which National Highway 1A, Giai Phong - Ngoc Hoi - Ring Road 4 section has a length of 13km, the entire cross-section width is 46m, with no local expansion.
With the difference in road width of the project, the City Inspectorate has requested the City People's Committee to review and direct departments, branches and local authorities to resolve the above issue. In particular, the Thanh Tri District People's Committee must learn from experience in approving 60 compensation and resettlement support plans that are not in accordance with regulations, and at the same time have an adjusted compensation and resettlement support plan for these households.
Speaking to reporters of the Hanoi Moi Newspaper, Director of the Thanh Tri District Land Fund Development Center Vu Hoai Son said that up to now, the project has 9 households that have not yet cleared their land. On April 10, 2025, the district has forcibly cleared 7 households, and the remaining 2 households continue to propagate and mobilize to hand over land for the project.
Public opinion hopes that the project will soon be restarted and completed, creating favorable conditions for people's travel and living, avoiding the situation of unfinished construction and prolonged waste.
