The Party's "Eyes and Ears" at the Grassroots Level: Part 1

From construction projects...

Mr. Pham Van Hung, Deputy Head of the Community Investment Monitoring Board and a member of the People's Inspection Committee of Minh Duc commune (Tu Ky district), took us to visit the administrative building of the commune's primary school, which is currently under construction. Lifting a corner of a tarpaulin covering about 100 cubic meters of construction sand, Mr. Hung explained: "This is the sand used for leveling that doesn't meet the standards as stated in the approved documents. The construction unit intended to use it, but we discovered it, drew up a report, and requested that it be replaced with different sand."

Mr. Hung walked over to where the construction workers were working and reminded them, "Last time, while installing the roof reinforcement for this project, we discovered that the ties were placed incorrectly in the load-bearing zone. We had to remove and re-tie them, which wasted a lot of time and affected the construction progress. For the remaining work, please follow the instructions," Mr. Hung urged.

Minh Duc commune has five ongoing construction projects, mainly related to the renovation and upgrading of roads and schools. The commune's People's Inspection Committee has 11 members and also participates in the Community Investment Monitoring Committee. "The members take turns monitoring the constructions daily. We have a thorough understanding of the construction documents before the projects begin, so violations rarely occur," said Nguyen Van Tuan, Vice Chairman of the Fatherland Front Committee of Minh Duc commune and Head of the People's Inspection Committee.

In Minh Tan commune (Nam Sach district), we were impressed by the beautiful, newly upgraded and renovated main roads. We learned that throughout the road construction process, members of the People's Inspection Committee, who also oversee community investment, were always present at the construction site.

Mr. Nguyen Dinh Chien, Head of the People's Inspection Committee of the commune, recounted: When constructing the commune's main road from the health station to the entrance gate of Hung Thang village, he discovered that the construction unit had filled in the existing drainage ditch. If it wasn't restored, it would cause flooding during storms. Mr. Chien petitioned the Party Committee, the government, and the construction contractor, who then had to restore the ditch. When constructing the commune's main road from the post office to the beginning of Mac Xa village, he noticed that some sections of the road base, although conforming to the design, were still shallow. With heavy traffic, cracks could easily occur later, so he requested that the road be lowered and compacted more tightly, and his request was granted...

A leader of a ward in Hai Duong City (who wished to remain anonymous) revealed: "Recently, a fairly large construction project in our area was forced to temporarily halt construction while still in the foundation phase to change both the contractor and the construction unit due to deviations from the design and the use of substandard materials... The local Community Investment Monitoring Board discovered these violations."

...to incidents arising within the community

Mr. Nguyen Van Long, Chairman of the Fatherland Front Committee of Tu Ky town, recounted to us many issues arising in the community that were discovered by the People's Inspection Committee. These included a household in La Tinh Nam area who arbitrarily leveled land and built a boundary wall and embankment encroaching on the irrigation canal system serving agricultural production; a unit constructing underground power lines in An Nhan Tay area that did not follow the design, damaging roads and breaking the drainage system; several households violating regulations on the construction of graves and encroaching on land; and the case of Mr. Nguyen Van Soa, a member of the People's Inspection Committee in An Nhan Tay area, who monitored and discovered dozens of households illegally excavating rice fields at night... Mr. Long stated: "All these incidents were discovered early by the committee members, who promptly recommended solutions. Their role and responsibility at the grassroots level are extremely important."

Last year, a citizen in Vinh Mo village, Le Hong commune (Thanh Mien district) filed a complaint alleging that the former Party Secretary and Village Head had misused funds intended for those participating in land consolidation and reallocation. The commune's People's Inspection Committee investigated and determined that those involved in land redistribution did not receive any payment but contributed to the village. The Party Secretary used the money to purchase a table tennis table for the village, not for personal use, but this was not widely publicized. After the disclosure, the villagers felt satisfied and no longer had any objections.

Mr. Bui Quang Tho, Head of the People's Inspection Committee of Le Hong commune, said: "We receive and resolve all issues, no matter how small, from the people. That's why the situation in the locality has remained stable for many years."

Our research in various parts of the province revealed that numerous problems frequently arise within communities, ranging from land and environmental violations to security and order issues and family conflicts. However, whether the issues are large or small, they do not escape the watchful eyes of the members of the People's Inspection Committee. They are always quick to grasp the situation and recommend solutions to the Party Committee and the government, addressing any problems that arise at the grassroots level.

These forces also participate in mediating and resolving thousands of conflicts at the grassroots level each year. As a result, political security, social order and safety, and the well-being of the people in Hai Duong remain stable.

From 2019-2023, the People's Inspection Committees in Hai Duong discovered and recommended 5,717 cases, of which 5,587 were considered and resolved by the government and relevant agencies (achieving 97.7%), recovering 1,234 m² of land and over 166 million VND for the State; they also monitored 1,265 projects, recommended solutions to 9 projects with violations, and successfully mediated 3,422 cases at the grassroots level.
