Merging villages and residential areas presents an opportunity to reshape cultural spaces, preserve identity, strengthen community cohesion, and create momentum for sustainable development.

In Lam Binh commune, the reorganization of villages and residential areas is being implemented urgently. From the current 22 villages, the locality expects to have only 10 villages after the merger, a reduction of 12 villages. This means that the number of cultural centers, sports fields, and other facilities serving community activities will change significantly.

Comrade To Viet Hiep, Secretary of the Party Committee of Lam Binh commune, said: “We are currently reviewing the current status of each community center, assessing its location, size, and ability to meet the needs of the people in order to select a suitable location to serve as the main community center for the new village. For community centers that are no longer the main community center, the commune will study the possibility of converting their function or continuing to use them to serve community activities of each residential cluster, avoiding wasting assets that have been invested in by the State and the people.”

The merger of villages does not mean the elimination of cultural spaces deeply ingrained in people's lives. On the contrary, it is an opportunity to reorganize cultural activities in a richer way, promoting the traditional values ​​of each community. Old cultural centers, if still in good condition, can become venues for folk art clubs, places for teaching traditional languages, writing systems, and crafts, or locations for organizing ceremonies and festivals that reflect the unique identity of each ethnic group.

Rebuilding cultural spaces after mergers doesn't necessarily mean constructing new buildings; what's more important is making existing institutions truly "alive" in community life. A cultural center that is regularly used for meetings, cultural activities, organizing folk culture classes, or preserving historical artifacts and documents of the village will always have value, regardless of changes in name or administrative boundaries.

Preserving cultural identity strengthens community bonds.

Located at the foot of the Tay Con Linh mountain range, the two villages of Tung Qua Lin and Chung Phung in Tan Tien commune have 151 households, mainly ethnic Mong people, with over 60% of households classified as poor or near-poor. Despite the many difficulties in their lives, the people here remain united and preserve the traditional cultural values ​​of their ethnic group. Following the central government's policy of merging villages and residential areas, after consultation meetings, 100% of the residents of the two villages agreed to the merger. This consensus not only reflects their faith in the correct policies of the Party and State but also their desire to build a new, more cohesive community that will develop together.

Mr. Vang Minh Quan from Chung Phung village shared: “We all strongly agree with the merger plan. Even if the name or boundaries change, the good customs and traditions of the Mong people will still be preserved. The villagers also hope that after the merger, the village will have better conditions for economic development and a better cultural life.”

Along with improving organizational structures, the reconstruction of cultural spaces needs to be placed at the center. Currently, communes and wards are reviewing, rearranging, and upgrading cultural facilities such as cultural centers, sports fields, and community libraries to suit the new population size. In addition, special attention is being paid to preserving traditional cultural values. The names of old villages, historical relics, traditional festivals, and positive customs need to be preserved and promoted in a way that is appropriate to the new conditions.

The development of village regulations and conventions should be based on consensus and respect for cultural values ​​deeply ingrained in community life. Along with this, the role of village elders, community leaders, and influential figures should continue to be promoted. They are not only guardians of customs and traditions but also bridges that help different groups understand each other better and share responsibility in building a new community. Organizing cultural, artistic, and sporting activities, solidarity festivals, and hobby clubs should also be prioritized. These activities, though simple, act as a glue, bringing people closer together and fostering a spirit of unity and sharing.

For a province with a rich historical tradition and diverse cultural identity like Tuyen Quang , paying attention to the cultural space after the merger will contribute to making each new village and residential area not just an administrative unit, but truly a common home where people share, bond, and develop sustainably. This is also the deepest and most humane goal of the current process of reorganizing and streamlining the grassroots administrative apparatus.
