(NLĐO) - Nghe An province has just issued a document requesting agencies and localities subject to restructuring to temporarily suspend the implementation of renovation and repair of their office buildings.
On March 4th, the People's Committee of Nghe An province announced that it had issued a document temporarily suspending the renovation and repair of office buildings; the purchase and lease of assets; the advance of investment capital for projects; and the overall reporting of the implementation status and total outstanding debt in localities during the implementation of the plan for reforming and reorganizing the organizational structure.
Construction on the model for the Con Cuong District People's Committee headquarters in Nghe An province, with a total investment of over 110 billion VND, has been temporarily halted to avoid waste.
Accordingly, in implementing the Conclusions of the Politburo and the Secretariat: No. 126-KL/TW dated February 14, 2025, on some contents and tasks to continue arranging and streamlining the organizational structure of the political system in 2025; and No. 127-KL/TW dated February 28, 2025, on conducting research and proposing further arrangements for the organizational structure of the political system, during the implementation of the plan for reforming and arranging the organizational structure in Nghe An province, the Chairman of the Provincial People's Committee, Le Hong Vinh, has the following comments:
The agencies, units, and localities subject to restructuring are instructed to temporarily suspend the implementation of renovation and repair of office buildings, procurement of assets and equipment, and leasing of new assets during the implementation of the Plan for Innovation and Reorganization of the organizational apparatus in Nghe An province until the Plan is completed or new guidance is issued (except in cases of genuine necessity, in which case the agency or unit must report to the competent authority for consideration and decision).
The advance payment of capital investment for basic construction projects using state budget funds under the Nghe An provincial budget will be suspended from March 4, 2025. Payments will only be made for completed work as stipulated. Simultaneously, the repayment of advances for items meeting the required conditions will be expedited. Any agencies or units that continue to make advance payments will be held fully responsible before the Provincial People's Committee and the Chairman of the Provincial People's Committee.
The People's Committees of districts, cities, and towns shall conduct a comprehensive review, classification, and reporting on the implementation status of projects in their areas from all funding sources to clearly identify the number of outstanding and unfinished projects, the number of completed projects that have not yet been finalized, and the outstanding debt (clearly stating the investment policy, the funding agency, the capital structure, and the amount of debt from different levels of the budget) up to the reporting date. The report must be completed and submitted to the Provincial People's Committee and the Department of Finance before March 6, 2025. The Department of Finance will compile the report and submit it to the Provincial People's Committee on March 6, 2025.
Implement the handling of assets, finances, and state budget during the restructuring of the state apparatus in the province according to Official Letter No. 637/UBND-KT dated January 23, 2025, of the Provincial People's Committee.
The Department of Finance shall take the lead, in coordination with the Department of Construction, the State Treasury, investors, construction investment project management boards, and relevant units, to direct, urge, monitor, inspect, and supervise the implementation by agencies, units, and localities, and promptly advise the Provincial People's Committee during the implementation process, ensuring efficiency, practicing thrift, and preventing waste.
