The service sector and public investment were bright spots driving growth. The Industrial Production Index (IIP) increased by 8.6%. Total retail sales of goods and consumer service revenue increased by 11.6%. State budget revenue achieved positive results with 319.9 trillion VND, completing 49.2% of the annual target.

Despite the achievements, Hanoi still faces many difficulties, challenges, and targets that have not met expectations. In the first quarter of 2026, the GRDP growth rate reached 7.87%, which, while quite positive, was still lower than the projected scenario of 10.23%, requiring a significant boost in the following quarters to achieve the 11% target for the whole year. Although total social investment increased by 10.1%, capital from the non-state sector only increased by 3.5%, indicating that mobilization and disbursement from the private sector is a bottleneck.

Notably, while the agriculture, forestry, and fisheries sector only achieved a growth rate of 3.73% in the first quarter of 2026; and the processing and manufacturing industry achieved 7.08% in the first quarter of 2026, the science and technology sector showed strong growth, reaching 8.02% in the first quarter of 2026, projected to reach 9.86% in the second quarter, 10.78% in the third quarter, 11.14% in the fourth quarter, and expected to end 2026 with a growth rate of over 10%.

The above figures demonstrate the crucial driving role of science and technology in the capital's economy . Therefore, developing science and technology is a key task to promote growth in the second quarter and the last six months of 2026 to achieve the 11% GRDP growth target. To achieve this, the Chairman of the Hanoi People's Committee, Vu Dai Thang, has urgently requested the completion of infrastructure in industrial parks and high-tech zones, especially the Hoa Lac High-Tech Park. He also called for the preparation of clean land and synchronized technical infrastructure to attract high-quality foreign direct investment (FDI) projects, particularly those in high-tech, supporting industries, and research and development (R&D) centers.

The Chairman of the Hanoi People's Committee also requested the City's Department of Science and Technology to take the lead and coordinate with relevant agencies to finalize and issue a list of key city-level research programs that are interdisciplinary, directly linked to the "major problems" of the Capital, focusing on key areas such as: smart cities, sustainable development, environment-energy, transportation, health, education , digital economy, public administration, and other priority areas of the Capital.

Furthermore, in the coming period, the Hanoi People's Committee will develop and implement the "Next 1,000" program to identify and nurture scientific and technological talents at all levels of education. This includes developing collaborative training programs between Hanoi's leading higher education institutions and prestigious international universities, linking training with practical needs and attractive incentive policies. The results of talent nurturing and development will be closely linked to scholarship programs for postgraduate studies and the city's scientific and technological tasks, ensuring continuity and development.
