2026 marks the first year of implementing the two-tiered local government model, resulting in several new aspects compared to previous years. The Provincial Military Service Council directly supervises, guides, and inspects the commune-level Military Service Councils. The steps in the selection and recruitment of citizens for military service are directly carried out by the commune-level Military Service Councils. The Provincial Military Service Council plays a leading, guiding, and inspecting role. To ensure the handover and reception of recruits is conducted strictly, safely, and in accordance with regulations, the Provincial Military Command advises the Provincial People's Committee and the Provincial Military Service Council to organize nine recruitment points in six defense zones. To date, military service councils at all levels have followed the correct procedures, the Military Service Law, and relevant guiding documents.
- Reporter: What key solutions has the province implemented to improve the quality of young people joining the military?
- Colonel Nguyen Thanh An: The overarching guiding principle is to recruit enough people to meet the quota while ensuring quality. To effectively fulfill this requirement, we advise the Provincial Military Service Council to focus on closely managing the pool of citizens of eligible age for military service.
The Provincial Military Command closely coordinated with the police and other departments, agencies, and organizations to verify the backgrounds, especially the political standards and moral character of young people. Preliminary selection and health examinations were conducted according to proper procedures, ensuring accurate conclusions. The province prioritized the selection of citizens with health categories 1 and 2; young people who had graduated from high school, or had received vocational training, college, or university degrees. To date, 3,102 citizens (100%) have received conscription orders. The percentage of those with health categories 1 and 2 accounts for 50%, an increase of over 10% compared to 2025. Young people with college or university degrees account for 13.5%, an increase of over 3% compared to the previous year; Party members account for 2.5%. Over 90% of citizens submitted voluntary applications for military service.

- Reporter: How does the province implement policies to support the military and ensure young people feel secure when enlisting?
- Colonel Nguyen Thanh An: The province implements a comprehensive and specific policy on supporting the military. Before enlistment, localities regularly monitor the thoughts and aspirations of young people and their families; promptly reward families who comply well with the Military Service Law; and pay attention to nurturing and admitting outstanding young people into the Party.
During their military service, the province considers supporting the construction of houses for soldiers in difficult circumstances; and pays attention to health insurance for their relatives. Upon discharge, the province fully implements all regulations and policies; organizes welcoming ceremonies, gives gifts, provides vocational training cards, and offers career counseling and job placement services.
In 2026, the entire province visited and presented gifts to young people and their families with a total value of over 1.9 billion VND (an average of approximately 650,000 VND per young person); mobilized cash support of 3.6 billion VND (an average of 1.2 million VND per young person); supported the construction of 4 houses with a total value of approximately 250 million VND; and awarded 122 citizens with a total amount of approximately 64 million VND. The total expenditure for implementing the military's rear-area support policy to date is over 5.8 billion VND.
- Reporter: How are the preparations for the 2026 military enlistment ceremony being carried out to ensure solemnity and safety? Do you have any message for the new recruits before they depart?
- Colonel Nguyen Thanh An: The Military Command, in coordination with the People's Committee of An Giang province, organized 9 troop handover points in 6 defense zones; of which 2 points were selected for live broadcast on An Giang Provincial Newspaper and Radio & Television: at Hai Ba Trung Square, Long Xuyen ward and the area of the Memorial Temple for Heroes, Martyrs and Meritorious People of Kien Giang, Rach Gia ward. Preparations were carried out meticulously and according to plan; an organizing committee and subcommittees were established; coordination with departments and agencies was carried out to survey and prepare facilities, ensuring solemnity and safety.
I hope that young people will confidently enter the military environment – an environment of discipline, training, and growth. Each young person should clearly define their motivation, maintain their character, strictly adhere to discipline, and actively study and train to successfully complete their duties. I believe that the new recruits will mature and live up to the heroic traditions of An Giang province.
From now until the conscription date of March 5th, all levels of government, relevant agencies, and military service councils at all levels need to continue to pay attention to and encourage young people and their families to have peace of mind and comply with the regulations regarding time and location: March 4th, gathering at the commune level; March 5th, gathering at the 9 designated conscription points.
