Practicing thrift and combating waste is one of the important tasks that Party committees, governments, and various sectors and units are paying attention to, leading, and directing the development and implementation of. This serves as a basis for agencies and units to determine specific savings targets for each task, thereby ensuring effective implementation and creating positive changes in each agency and unit.

The top priority in implementing thrift and anti-corruption measures is to focus on raising awareness among officials, civil servants, and all segments of the population about this work. Party guidelines, legal regulations, and implementation plans on thrift and anti-corruption are disseminated and thoroughly explained through mass media so that officials, civil servants, and the public are aware of and implement them.

The Party and State have issued numerous resolutions and decisions on thrift and anti-waste measures. In implementing these central resolutions and decisions, the Provincial People's Committee has issued annual and phased plans on thrift and anti-waste measures, focusing on specific areas and activities, especially in the field of state budget. Provincial departments, agencies, and organizations, district-level People's Committees, and state-owned enterprises also issue annual thrift and anti-waste programs for their respective units and localities; and simultaneously disseminate them to all officials, civil servants, and employees.

In addition to continuing to implement central and local policies, norms, and standards, the Provincial People's Committee has directed all sectors and levels to strengthen the effectiveness and efficiency of state management in thrift and anti-corruption; departments, sectors, localities, and units regularly review legal documents on regimes, standards, and norms in each field, and promptly update them to advise on amendments, additions, and new regulations to ensure suitability, thereby providing a legal basis for the strict management and use of state budget, assets, and resources, in accordance with the Law on Thrift and Anti-Corruption.

The Provincial People's Committee submits to the Provincial People's Council for promulgation resolutions related to norms, standards, and regulations for implementation within the province; the projects and resolutions issued ensure compliance with legal regulations and the budget's balancing capacity. Budget estimates are prepared and allocated to agencies, units, and localities in accordance with the Law on State Budget, based on the province's socio-economic development goals and tasks, consistent with budget capacity and the key tasks and activities of each agency and unit; ensuring adherence to principles, standards, and norms as prescribed, while being economical and efficient.

To ensure the effective implementation of the thrift and anti-corruption work, the Provincial People's Committee has directed all levels and sectors to manage the budget closely according to the allocated budget estimates, promptly supplementing the budgets of lower levels, ensuring sufficient resources to meet expenditure tasks, and spending for the right purposes and in accordance with State regulations.

The management and use of operating funds by departments, agencies, and People's Committees at all levels must be linked to measures for thrift and anti-corruption, ensuring compliance with the provisions of the State Budget Law from the stages of budget preparation, appraisal, approval and allocation; to the management, use, expenditure control, and strict settlement of the state budget.

The Provincial People's Committee also directed agencies, units, and localities to use funds strictly according to the allocated budget, ensuring efficiency, economy, and effectiveness; proactively review the source and tasks of regular expenditures according to the budget to accelerate implementation progress; rearrange expenditure tasks that are not truly necessary, review expenditures that cannot be implemented or have remaining budget to recover funds.

The selection of contractors for centralized procurement packages was carried out in accordance with the Law on Bidding, ensuring objectivity, openness, transparency, and cost-effectiveness. The planning and organization of ceremonies and festivals were implemented as directed. The implementation of financial autonomy mechanisms for administrative agencies and public service units continued.

Agencies and units have implemented the development of internal spending regulations according to the guidance of the Ministry of Finance , effectively utilizing legitimate revenue sources, strictly managing expenditures, balancing spending, procurement, and repairs within the allocated budget, ensuring savings and efficiency, and creating savings to increase income for officials, civil servants, and employees.

Regarding the implementation of thrift and anti-corruption measures in the management of state budget capital for national target programs, the departments and agencies advised the Provincial People's Committee to submit to the Provincial People's Council for promulgation resolutions on regulations on the content and level of expenditure support for the use of recurrent expenditure for a number of tasks; and policies on interest rate support for loans to develop production and business implementing national target programs in the 2021-2025 period in Quang Tri province.

The planning and allocation of public investment capital is carried out in accordance with the regulations of the Government , the guidelines of central ministries and agencies, and the resolutions of the Provincial People's Council; closely following the medium-term public investment plan for the period 2021-2025 approved by competent authorities and in line with the ability to balance and integrate investment resources to maximize investment efficiency.

In the management and use of office buildings and transportation, and in the review and reorganization of public assets, the province has issued legal documents that meet the requirements for managing and using public assets in a transparent, efficient manner, creating a legal framework for strict management, economical use, and effective exploitation of financial resources from public assets and land.

The Provincial People's Committee has assigned the Department of Finance to take the lead in coordinating with other departments and agencies to reorganize and handle the houses and land of agencies, organizations, and units under local management, and to inspect the current status of houses and land, and develop a plan for reorganizing and handling the houses and land of agencies and units in the province. The purchase of automobiles and expensive equipment and vehicles should be limited when not truly necessary. Automobiles should be transferred between agencies and units according to usage needs and within established standards and norms. The application of information technology in public asset management should be strengthened... contributing to the timely provision of information to serve the management and use of public assets in the province.

To continue implementing effective thrift and anti-corruption measures in the field of state budget management, in the coming period, the province will focus on implementing solutions such as: strengthening leadership and guidance on thrift and anti-corruption; promoting propaganda and education to raise awareness in thrift and anti-corruption; and strengthening direction, management, and organization of implementation in all areas of thrift and anti-corruption.

Restructure state budget revenue and expenditure towards efficiency, gradually reducing the proportion of recurrent expenditure and allocating funds appropriately for development investment. Strengthen supervision and ensure transparency in the use of state budget funds. Improve the effectiveness of monitoring and evaluating the implementation of public investment plans and specific investment programs and projects.

Publicly and transparently address and improve the efficiency of projects. Strengthen supervision, inspection, auditing, and investigation of all stages in the investment and bidding process, especially for public investment projects. Implement transparency and improve the effectiveness of monitoring the implementation of budget allocation and cost-effectiveness. Heads of agencies and units using state budget funds must fulfill their responsibility to disclose information in accordance with the law, focusing on disclosing the use of state budget funds and other allocated financial resources as prescribed.

Promote the supervisory role of organizations and associations within agencies and units to promptly detect violations of regulations on thrift and anti-corruption. Strengthen the supervisory role of citizens in monitoring and evaluating compliance with regulations on investment management.
