Strengthening thrift practice and combating waste in the use of state budget

Practicing thrift and combating waste (THTK, CLP) is one of the important tasks that Party committees, authorities, sectors and units pay attention to, lead, direct, develop and implement. Thereby, it is the basis for agencies and units to determine specific thrift targets for each task in order to effectively implement and create positive changes in each agency and unit.

The top priority task in implementing THTK and CLP is to focus on propaganda to raise awareness for cadres, civil servants, public employees (CBCCVC) and people of all walks of life about this work. The Party's policies, legal regulations, and implementation plans on THTK and CLP are propagated, disseminated, and thoroughly understood through mass media so that CBCCVC and people know and implement.

The Party and the State have issued many resolutions and decisions on THTK and CLP. Implementing the resolutions and decisions of the Central Government, the Provincial People's Committee has issued plans on THTK and CLP for each year and each period and THTK and CLP in each specific field and activity, especially in the field of state budget (NSNN). Provincial departments, branches, unions, district-level People's Committees, and state-owned enterprises have also issued annual THTK and CLP programs for their units and localities; at the same time, they have organized dissemination to all civil servants, public employees, and workers.

In addition to continuing to implement central and local policies, norms and standards, the Provincial People's Committee has directed branches and levels to strengthen the effectiveness and efficiency of state management of THTK and CLP; departments, branches, localities and units regularly review legal documents on regimes, standards and norms in each field, update promptly to advise on amendments, supplements and new issuances as appropriate, as a legal basis for strict management and use of the State budget, assets and resources, ensuring the provisions of the Law on THTK and CLP.

The Provincial People's Committee submits to the Provincial People's Council resolutions related to norms, standards, and regimes for implementation in the province; projects and resolutions issued must comply with the provisions of law and the budget's balance capacity. The budget is built and assigned to agencies, units, and localities to ensure compliance with the provisions of the State Budget Law on the basis of closely following the socio-economic development goals and tasks of the province, in accordance with the budget capacity and tasks, key activities of each agency and unit; ensuring compliance with the principles, standards, and norms as prescribed, saving, and efficiency.

To ensure good implementation of the work of THTK and CLP, the Provincial People's Committee has directed all levels and sectors to manage the budget closely following the assigned estimates, timely supplement the lower-level budgets, ensure adequate resources to meet spending tasks, and spend for the right purposes and in accordance with State regulations.

The management and use of operating funds of departments, branches, and People's Committees at all levels must be associated with measures of THTK and CLP, ensuring compliance with the provisions of the State Budget Law from the stages of preparing, appraising, approving budget allocation; managing, using, controlling expenditures and settling the State budget strictly.

The Provincial People's Committee also directed agencies, units and localities to use funds in accordance with the assigned budget, ensuring strictness, economy and efficiency; proactively review sources and regular spending tasks according to the budget to speed up implementation progress; arrange spending tasks that are not really necessary, review expenditure items that cannot be implemented or have remaining budget to recover funds.

The selection of contractors for centralized procurement packages is carried out in accordance with the provisions of the Bidding Law, ensuring objectivity, publicity, transparency and economy. The work of advising on the organization of ceremonial and festival activities is being carried out in the right direction. The implementation of the financial autonomy mechanism for administrative agencies and public service units continues to be carried out.

Agencies and units have developed internal spending regulations according to the guidance of the Ministry of Finance , exploited legal sources of revenue, strictly managed expenditures, self-balanced spending, purchases, and repairs within the assigned budget, ensuring savings and efficiency, creating savings to increase income for civil servants, public employees, and workers.

Regarding the State Budget and CLP in managing state budget capital for national target programs, departments and branches advise the Provincial People's Committee to submit to the Provincial People's Council to issue resolutions on regulations on the content and level of support for the use of public funds for a number of tasks; policies to support interest rates on loans for production and business development to implement national target programs for the period 2021-2025 in Quang Tri province.

The work of formulating and allocating public investment capital plans is carried out in accordance with the Government 's regulations, instructions of central ministries and branches, and resolutions of the Provincial People's Council; closely following the medium-term public investment plan for the 2021-2025 period approved by competent authorities and in accordance with the ability to balance and integrate investment resources to promote investment efficiency.

In the management and use of working offices and means of transport; the review and rearrangement of public assets, the province has issued legal documents to meet the requirements of public asset management and use in a public, transparent and effective manner, creating a legal corridor for strict management, economical use and effective exploitation of financial resources from public assets and land.

The Provincial People's Committee has assigned the Department of Finance to preside over and coordinate with departments, branches and sectors to reorganize and handle houses and land of agencies, organizations and units under local management and inspect the current status of houses and land, develop plans to reorganize and handle houses and land of agencies and units in the province. Limit the purchase of cars and expensive vehicles and equipment when not really necessary. Transfer cars between agencies and units in accordance with usage needs and within standards and norms. Strengthen the application of IT in public asset management... contributing to the timely provision of information serving the management and use of public assets in the province.

To continue to effectively implement THTK and CLP in the field of State budget, in the coming time, the province will focus on implementing solutions such as: strengthening leadership and direction on THTK and CLP; promoting propaganda and education to raise awareness in THTK and CLP; strengthening direction, management and implementation in the fields of THTK and CLP.

Restructure the state budget revenue and expenditure in an effective manner, gradually reduce the proportion of regular expenditure, and reasonably allocate it to development investment expenditure. Strengthen supervision and transparency in the use of the state budget. Improve the effectiveness of monitoring and evaluating the implementation of public investment plans and the implementation of specific investment programs and projects.

Publicity, transparency and improving project efficiency. Strengthening supervision, inspection, auditing and examination of all stages in the investment and bidding process, especially public investment projects. Implementing publicity and improving the effectiveness of supervision of THTK and CLP. Heads of agencies and units using the State budget must carry out their public responsibilities in accordance with the provisions of law, focusing on publicizing the use of the State budget and assigned financial resources in accordance with regulations.

Promote the supervisory role of organizations and unions in agencies and units to promptly detect violations of THTK and CLP. Strengthen the supervisory role of people in monitoring and evaluating compliance with regulations on investment management.
