Among the many new points in the draft regulations for university admissions in 2025, a notable one is that universities considering high school transcripts will be required to use the academic results of the entire 12th grade year. This will limit the practice of universities conducting early admissions before the school year ends, avoiding negative impacts on students preparing for the high school graduation exam, and ensuring fairness in the admissions process.

Regarding the draft regulations, concerning the 20% limit on early admissions, some argue that this 20% restriction is primarily administrative. In response, Ms. Nguyen Thu Thuy, Director of the Higher Education Department ( Ministry of Education and Training ), stated: The draft regulations require the equivalent conversion of admission scores between different admission methods, along with the requirement that the early admission score must not be lower than the admission score in the general admission round. This automatically limits the scale of early admissions. The 20% limit is based on the practical experience of student admissions in recent years, aiming to focus early admissions on students with outstanding abilities and academic achievements, minimizing the impact on students' studies in their final semester of 12th grade and their preparation for the high school graduation exam. The most important thing is to create fairness among candidates when applying, as not all students are eligible to participate in early admissions before completing the 12th grade.

According to Associate Professor Vu Duy Hai, Head of the Admissions and Career Guidance Board (Hanoi University of Science and Technology), the draft regulations basically do not significantly affect the university's admission methods. The 20% allocation for early admission and talent-based admission is a rate that Hanoi University of Science and Technology has implemented for many years. Regarding the conversion of scores for different methods, Professor Hai believes that the proposed plan will create many advantages for candidates and society.

Associate Professor Vu Duy Hai analyzed: The Ministry of Education and Training's regulation on early admissions only affects the time of announcement of admission results to candidates; the essence remains unchanged. Previously, candidates could know the results from March, April, or May, but with the new regulation, candidates can only know the results after the nationwide virtual filtering system announces them, usually in August. Thus, candidates are not affected in their use of admission results, only the time of knowing the results is different. As for lower-ranked universities, this will make competition more fierce. Candidates will be able to apply to all universities in the system according to the admission principle, so they may be admitted to most of the top-ranked universities, while fewer candidates will apply to lower-ranked universities, thus affecting the enrollment scale of those universities. If the Ministry of Education and Training's draft regulations for university admissions in 2025 are implemented, the allocation of quotas will no longer be very meaningful, as all admission methods will share the same score.

Associate Professor Tran Thien Phuc, Vice Rector of the University of Technology (Vietnam National University Ho Chi Minh City), stated that when applying for early admission, students have not yet completed their high school education. The decision to abolish early admission will create a more level playing field, where all candidates compete based on the same frame of reference: the results of the high school graduation exam. Furthermore, focusing on the high school graduation exam will more accurately reflect the quality of teaching and learning at the high school level. In the past, the mentality of "early admission means no need to worry about the graduation exam" has significantly affected students' motivation to study, especially in the second semester of 12th grade.

According to the Ministry of Education and Training, 2025 will be the first year that students studying under the new general education program will participate in university entrance examinations. Therefore, the reform of admission regulations aims to meet the requirements of the 2018 general education program, creating a positive impact on teaching and learning at the high school level, especially in grade 12. Stricter regulations on early admission, the requirement that if using academic transcripts for admission, the academic results of the entire grade 12 year must be included, and the unified minimum quality assurance threshold for health and education majors... all aim to ensure fairness for applicants.
