Increase budget revenue from land-related taxes.

(LĐ online) - The Provincial People's Committee has recently issued a document requesting departments, agencies, and localities to strengthen revenue collection from land-related sources within the province.

This area handles administrative procedures at the Lam Dong Provincial Public Administrative Service Center.

According to the report, total state budget revenue collected up to March 12th was 3,296 billion VND, reaching 24% of the central government's projected target, 23% of the local government's projected target, and 107% compared to the same period last year. Besides the achievements, state budget revenue from land-related activities has not yet met the set targets, with some localities having lower collection rates than the provincial average, such as Da Lat City (5%), Bao Loc City (4%), Di Linh District (8%), and Da Huoai District (9%).

To enhance the responsibility of departments, agencies, and localities in managing and collecting land-related revenue in the province in the coming period, the Provincial People's Committee assigns the Department of Finance, the Department of Agriculture and Environment, and the People's Committees of districts and cities to clearly identify revenue collection as one of the top priorities in 2025; to uphold a high sense of responsibility, proactively and effectively implement the assigned tasks in a comprehensive, decisive, and efficient manner; to focus on resolving difficulties and obstacles within their authority, and to propose measures and solutions for collecting and preventing revenue loss in areas and localities with low collection rates.

Expedite the process of determining, appraising, and approving/submitting for approval land lease rates and specific land prices in the area, ensuring quality, adherence to procedures, and adherence to legal regulations. Avoid delays that could affect land-related procedures for citizens and businesses, the progress of state budget revenue collection, and the implementation of investment projects, thereby mobilizing and unlocking resources to promote socio -economic development in the province, in accordance with the directives of the Provincial People's Committee.

Review projects that are behind schedule or have outstanding land use fees; focus on guiding and resolving difficulties and obstacles in the implementation of the Land Law, the Real Estate Business Law, the Construction Law, and their implementing regulations, in order to ensure the progress of collection and completion of revenue targets from land lease fees and land use fees.

In addition, promptly address obstacles related to mineral resource planning, district-level regional planning, etc., to promote the real estate market and ensure that investment projects in the area are implemented on schedule. Strictly control compliance with legal regulations on construction planning and land use planning; resolutely handle, in accordance with the law, cases of unauthorized construction, illegal construction, and construction on agricultural land without changing the land use purpose.

Closely coordinate with the tax authorities in managing revenue collection and combating budget revenue losses; urge and coordinate the timely recovery of tax debts, especially those related to land for projects that have received land allocation decisions, have no obstacles, but whose investors have not implemented or have implemented slowly, or have not fully fulfilled their financial obligations to the state budget...
