Quang Ninh province has adjusted its targets and added tasks and solutions to achieve an economic growth (GRDP) target of 13% or more in 2026. From the early months of the year, all levels, sectors, units, and localities in the province have demonstrated a strong determination to strive to complete their tasks, create breakthroughs in socio-economic development , and effectively implement the year's theme : "Breakthroughs in economic growth; improving urban quality, and soon achieving the criteria of a centrally-governed city . "

Bustling activity at the construction sites.
Quang Ninh province has identified public investment as one of the main drivers of growth. In 2026, the province allocated 100% of the planned capital as directed by the Central Government. Of this, approximately VND 17,543 billion was provincial budget capital, and VND 3,000 billion was commune, ward, and special zone budget capital, an increase of over VND 8,643 billion compared to the amount allocated by the Prime Minister in 2025. This capital was focused on 100 completed projects, 124 ongoing projects, and 6 newly started projects. From the early months of the year, the province demonstrated a strong determination to accelerate the allocation and disbursement process, bringing capital into the economy as soon as possible.
In February 2026, the Department of Finance advised the Provincial People's Committee to issue numerous documents urging and requiring localities to develop detailed disbursement plans, clearly assigning responsibilities to leaders in charge of each project. The general principle was to avoid letting capital "sit idle" and to prevent delays due to subjective factors. Simultaneously, the Department of Finance chaired a review and rectification of shortcomings in the process of developing medium-term and 2026 public investment plans in several localities. At the same time, it requested the completion of procedures, ensuring compliance with the Budget Law and the Public Investment Law. Based on this, localities promptly urged and closely monitored the progress of projects and works in their areas to ensure timely completion.

In the early months of the year, construction sites were bustling with activity. Machinery, equipment, and personnel worked continuously, through the night, maintaining shifts to take advantage of favorable weather conditions. For example, at the project to repair, renovate, and build Quang Son Primary and Secondary Boarding School in Duong Hoa commune, the project covers a total area of 7.8 hectares, including an expansion of approximately 6.89 hectares, with a total investment of over 203 billion VND. The project is divided into two phases. Specifically, Phase 1 involves renovating and repairing some existing structures of Quang Son Ethnic Boarding Junior High School and Quang Son II Primary School to suit their intended use, such as: boarding houses, teacher's canteen, staff quarters, teacher's parking area, classrooms, administrative building, subject classrooms, and restrooms... Phase 2 involves implementing land clearance, compensation and resettlement within the boundaries, and investing in connecting technical infrastructure as approved by competent authorities; investing in the construction of new technical infrastructure to ensure the learning needs of 1,025 students, equivalent to 32 classrooms (projected by 2030), and meeting the boarding needs of 400 students and 625 semi-boarding students.
To ensure the project progresses as planned, the contractor has maintained 20 workers per shift along with machinery and equipment operating in two continuous shifts. As a result, although construction only began in mid-January 2026, many items in phase 1 of the project have already made positive progress. The contractor has completed the foundation and is currently installing the reinforcement for the main structure, ensuring completion in July 2026 and commissioning for the 2026-2027 school year.
Mr. Ha Manh Tuan, Director of the Duong Hoa Commune Service Supply Center, said: "Recognizing the importance of the project to the locality, we have directed the contractor to take advantage of favorable conditions to accelerate the project's construction progress, while strengthening supervision and promptly resolving any obstacles. The project will complete the entire rough construction phase in another month. Construction of drainage systems, sidewalks, and landscaping will be completed in May, striving to put phase 1 into use in the 2026-2027 school year."
Not only in the mountainous commune of Đường Hoa, but from the early months of the year, a bustling construction atmosphere has been taking place in almost all projects and construction sites in localities throughout the province. Specifically, at the project to renovate and upgrade the canal and service road in Cẩm Phú 8A, 8B area, Cửa Ông ward, a large number of workers have been working continuously for many days. The early completion of the project will not only meet the disbursement schedule for public investment and change the appearance of the neighborhood, but also fulfill the aspirations of the people.
Mr. Dang Van Nhung, residing in Cam Phu 8A area, Cua Ong ward, stated: "This canal used to be an open channel, making the roads in the area narrow and difficult to navigate. Currently, the ward is investing over 12 billion VND to renovate, upgrade, and build a closed canal, creating a 5-7 meter wide road. Therefore, the residents are very happy and excited because their long-held wish has come true. Not only is transportation more convenient, but the neighborhood also looks more spacious, clean, and modern."
Mr. Bui Huu Ha, Director of Dien Ha Trading Joint Stock Company, said: Due to the narrow, winding terrain, and the presence of mud, water, and waste, the construction of the project to renovate and upgrade the canal and service road in Cam Phu 8A and 8B areas has faced many difficulties. Immediately after the Lunar New Year holiday, we maintained two continuous shifts from 6 am to 9 pm with 15-20 workers. To meet the requirements for progress, quality, and aesthetics, the construction workers are all highly skilled, healthy, and experienced. We strive to complete the project by the end of May 2026 as committed to the local authorities.

In order to ensure the disbursement of public investment capital on a monthly, quarterly, and annual basis, striving to complete 100% of the allocated capital plan by December 31, 2026, along with localities, investors, and contractors, especially in key, driving, and transitional projects, have proactively concentrated human resources and equipment, taken advantage of favorable weather conditions, increased shifts, and accelerated construction progress from the very first days, months, and quarters of 2026.
For example, in the project to build an outpatient clinic at the Provincial General Hospital, after more than two months of construction, the test piles have been completed. The contractor is now focusing on mass-scale bored pile construction, aiming to complete the foundation work in May. To ensure both progress and traffic safety during construction, the contractor has rationally allocated manpower during peak hours, accelerated construction during off-peak hours, and strategically positioned machinery to exceed the planned volume and meet disbursement requirements. The project includes a 12-story building with fully equipped functional rooms, a construction area of approximately 2,827 m² , and a total floor area of approximately 29,980 m² ; the total investment is nearly 1,240 billion VND from the provincial budget. The project is expected to be completed in 2028.
Meanwhile, at the Bai Chay Hospital expansion project, the main component, the construction of a new 10-story treatment building, is being expedited by the contractor. Currently, the contractor has basically completed the construction of the wastewater treatment system, fire fighting water tank, and transformer station. The contractor is now focusing on drilling the foundation piles for the 10-story treatment building.
Mr. Nguyen Van Hung, from Thinh Phat Investment Joint Stock Company, said: "Immediately after receiving the land, we arranged equipment, machinery, and personnel to carry out the construction and expansion project of Bai Chay Hospital. Currently, the foundation piling work has reached 50% completion. We are urgently accelerating construction to complete the drilling and concrete pouring of the bored piles in March to ensure the disbursement of public investment funds according to the plan set by the investor. From there, we strive to complete and put it into use in 2027."
With decisive direction from the province, units, and localities, the urgent work spirit of the contractors, and the accelerated construction momentum on the sites from the beginning of the year, the projects have not only sped up progress but also achieved the set targets for disbursing public investment funds.
Speed up task completion.
Building on the momentum of emulation in construction, labor, and production from the early months of the year, the province will continue to direct departments, agencies, and localities to closely adhere to the 2026 growth plan with the goal of achieving 13% or more. To achieve the 2026 target, the province will continue to closely supervise to ensure the economic growth rate of 12.08% is achieved in the first quarter. This includes meticulously preparing the necessary conditions regarding land, procedures, and seedlings to effectively implement reforestation projects, strictly implementing the allocation of sea areas according to the plan, and developing a pilot plan for establishing a marine aquaculture industrial cluster in the province.

Regarding the industrial and construction sectors, Quang Ninh will continue to guide investors in completing legal procedures to ensure the conditions for commencing construction of the Hanoi-Quang Ninh high-speed railway line. At the same time, it will prepare for investment in key public and non-budgetary projects such as: the renovation and upgrading of National Highway 4B within the province; the coastal road extending from Tran Quoc Nghien Street (near pillar P4 of Bai Chay Bridge) through Binh Minh Bridge to Bang Bridge (phase 3); and the apartment complex at plot TT1 in the Cao Xanh - Ha Khanh A urban area…
The province also directed departments, agencies, and localities to enhance the effectiveness of state management in land clearance; proactively guide and support investors in implementing land-use projects and projects using domestic capital outside the state budget that have already selected investors and issued investment registration certificates in 2025, and to expedite investment procedures to promote project disbursement; and resolve difficulties for outstanding projects under the province's jurisdiction. At the same time, it will engage with investors and resolve procedures related to the issuance and adjustment of investment policies and investment registration certificates for projects in industrial parks and economic zones; complete procedures for submitting investment policy approvals and investor approvals for the Dong Trieu 2 Industrial Park infrastructure construction and business project; and support businesses in completing investment procedures to ensure the progress of bringing three new projects into production in the second quarter of 2026.
Specifically for the service sector, Quang Ninh will make thorough preparations to effectively implement the 2026 Summer Culture, Sports and Tourism Week, taking place from April 25th to May 3rd. The week is expected to attract approximately 1.3 million visitors, contributing to the target of welcoming 5.92 million visitors in the second quarter of 2026, with estimated total tourism revenue of 18,176 billion VND. This program also aims to concretize the Party's policy on developing Vietnamese culture and people in the new era, realizing the goal of making tourism a key economic sector, and building Quang Ninh into a modern, dynamic international tourism center while retaining its rich cultural identity.

To achieve the state budget revenue targets, the province directed the Tax Department, Customs Department, and localities to focus on strengthening revenue management, especially revenue from high-end services, tourism, and digital platforms and e-commerce; closely monitor the progress of investment projects both within and outside the budget in the area; thoroughly manage contractor taxes, ensuring that all financial obligations of foreign contractors and subcontractors are fully and correctly fulfilled; classify and urge the recovery of tax debts; resolutely apply coercive measures when necessary; maximize the potential from the "Smart Border Gate" model in Mong Cai - Dongxing, and revenue from port economy, logistics services, and port infrastructure fees in key areas. At the same time, accelerate the process of submitting specific land prices for projects where land clearance has been completed. Expeditiously complete the legal procedures to organize auctions for cleared land plots formed from key transportation infrastructure projects to ensure revenue from land use fees in line with the growth scenario.
To meet the disbursement targets for the month, quarter, and year, the province has directed departments, agencies, and localities to urge investors to take advantage of favorable weather conditions, and to encourage contractors to concentrate machinery and equipment, accelerate the construction progress of projects, and effectively repay advances and disburse the 2026 public investment plan. This includes accelerating the completion of investment preparation, following the principle that only projects awaiting funding can be implemented immediately; selecting capable and high-quality contractors to ensure the required progress; simultaneously implementing measures to prevent corruption and waste; and organizing monitoring and supervision of projects and works.
Local People's Committees should seriously learn from experience, strengthen discipline and order in the preparation and allocation of public investment plans, and completely overcome existing shortcomings; ensure that the construction, appraisal, and approval of medium-term and annual public investment plans fully comply with the procedures and timelines; complete the detailed allocation of public investment capital from the state budget for 2026 in accordance with regulations, develop disbursement plans for each month and quarter, and clearly assign responsibilities for monitoring and reporting.

The province will continue to urgently finalize and implement several key projects and tasks such as: the project to establish Quang Ninh city directly under the Central Government; the project to establish the Vietnam-China cross-border economic cooperation zone; the project to establish a new growth model; the project to protect, enhance, and exploit the value of the World Heritage Site - Ha Long Bay, linked with Bai Tu Long Bay… At the same time, it will accelerate the progress of the project to establish a specialized economic zone with high-tech, digital technology, data center, and innovation functional zones; the project to develop a national marine park based on Bai Tu Long National Park…
To achieve its business development goals, Quang Ninh will accelerate administrative reforms, improve the investment environment, and enhance competitiveness; focus on supporting and resolving difficulties and obstacles for people and businesses; improve technological capabilities and innovate production and business methods; review and compile data on human resources in localities within the province and the labor needs of businesses to implement solutions to support labor recruitment for businesses, especially manufacturing businesses in industrial parks. In addition, the province will maintain a program of meetings and dialogues between provincial leaders and import-export businesses, FDI businesses, and businesses implementing large-scale non-budgetary projects... to listen, exchange ideas, and resolve difficulties and obstacles.
The proactive, flexible, and creative implementation of solutions in leadership, direction, and management of economic development is a crucial prerequisite for Quang Ninh to achieve its targets in 2026, contributing to the country's double-digit economic growth, thereby successfully realizing the socio-economic development goals for the 2026-2030 period and making a strong breakthrough in the new era.
