BPO - Implementing the government's policy of eliminating temporary and dilapidated houses, Binh Phuoc province aims to eliminate 797 temporary and dilapidated houses for poor and near-poor households and people with meritorious services in the area by 2025. This will be achieved through various solutions, including maximizing the mobilization of resources.

Speed ​​towards the finish line

As a near-poor household with many children and insufficient land for production, Mr. Dieu Mem's family in Hamlet 4, An Khuong Commune, Hon Quan District, received support to build a solidarity house under the program to eliminate temporary and dilapidated houses in 2025. The house has an area of ​​56m², with a total construction cost of over 150 million VND, of which the local government provided 80 million VND from the provincial "For the Poor" Fund, and the rest was contributed by the family to complete the house. "Without the support of the State, my family would not have been able to build such a beautiful house. Thank you very much to the authorities at all levels," Mr. Dieu Mem shared.

Mr. Dieu Vem's family's new house in Hamlet 3, An Khuong Commune, is also nearing completion. Having a new house in his twilight years is a great source of happiness for him and his family. "My family is so happy! Thank you to the Party and the State for their concern in building this new house. For the past few days, the whole family has been very happy because we're about to have a beautiful house," Mr. Dieu Vem said excitedly.

Leaders of An Khuong commune, Hon Quan district, visited families receiving housing construction support in 2025.

According to Do Duy Minh, Secretary of the An Khuong Commune Party Committee, implementing the program to eliminate temporary and dilapidated houses, the commune's Steering Committee is determined to eliminate 14 houses in 2025, including 11 for near-poor households and 3 for households of war veterans. Based on the funds allocated by the district, the locality has mobilized more than 50 million VND from philanthropists and contributions from officials and Party members. To date, all houses have been started and 5 have been completed and handed over to the families; the remaining houses are being constructed by the contractor at an accelerated pace and will be completed by April 28th.

According to Nguyen Van Ha, Acting Chairman of the People's Committee of Hon Quan District: Thanks to the flexible application of various funding sources, especially the provincial "For the Poor" Fund, savings from the district budget, and funds mobilized from philanthropists, the steering committee for the implementation of eliminating temporary and dilapidated houses in communes and towns in the district has started construction and repair of 56 out of 56 houses for poor households and people with meritorious services to the revolution. The total cost is 3.65 billion VND, including 2 billion VND from 5% savings in recurrent expenditures, and over 1.6 billion VND from support funds according to Decision No. 21/2024/QD-TTg, the provincial budget, and mobilized funds. To date, Hon Quan district has completed 24 out of 56 houses. The steering committees in communes and towns are focusing on disbursing funds to contractors and closely monitoring the disbursement of funds to ensure the quality and progress of the projects.

"I'm so happy, my child!"

After more than 20 days of repairs, under the close supervision of the steering committee for eliminating temporary and dilapidated houses, the house of Mr. Pham Van Dien's family in Tan Long village, Bu Nho commune, Phu Rieng district, has been completed and handed over for use. Mr. Dien's family is classified as near-poor; his wife passed away, and his daughter married and moved far away, so he lives alone. The completion and handover of the house ahead of schedule has helped Mr. Dien stabilize his life sooner. "I'm so happy! The government's concern is more than enough," Mr. Dien shared his joy on the day of the house handover.

Mr. Pham Van Dien, residing in Tan Long village, Bu Nho commune, Phu Rieng district, expressed his joy that his family received support to renovate their house and that the handover was completed earlier than planned.

Mrs. Nguyen Thi Ly and her daughter, residing in Tan Phu village, Bu Nho commune, recently received a spacious new house, much to the joy of their family and neighbors. Mr. Luu Quang Trung, head of Tan Phu village, stated: "Mrs. Ly's family was previously considered disadvantaged; her daughter has intellectual disabilities, and Mrs. Ly herself lacked stable employment. Having a new house is not only a source of happiness for the family but also a joy for the local Party committee and government. In addition to the 40 million VND support for house repairs, Mrs. Ly's family also received furniture, beds, and fans from benefactors. The village will also help Mrs. Ly find employment so that she and her daughter can have a more stable life."

Philanthropists presented a donation to the family of Ms. Nguyen Thi Ly in Tan Phu village, Bu Nho commune, Phu Rieng district, on the day of handover of their house after the renovation and upgrading work was completed.

Party committees, local authorities, and philanthropists visited, encouraged, and shared joy with the family of Ms. Nguyen Thi Ly in Tan Phu village, Bu Nho commune, Phu Rieng district, who received support for house repairs.

“In 2025, Bu Nho commune will have 3 households receiving support for house repairs and 2 households receiving support for house construction under the district's program to eliminate temporary and dilapidated houses. For families repairing their houses, in addition to the 40 million VND from the State, each household will also receive 5-10 million VND from philanthropists, officials, and Party members who contribute to help people have a more stable life,” shared Tran Cong Dung, Secretary of the Party Committee of Bu Nho commune.

In 2025, after a review, the entire district had 37 households classified as poor, near-poor, and those with meritorious service to the revolution requesting support to eliminate temporary and dilapidated houses, including the construction of 20 new houses and the repair of 17 houses. On March 11, 2025, the District People's Committee issued Decision No. 564 transferring the entire 5% reduction and savings from the 2024 recurrent expenditure budget, totaling over 4.38 billion VND, to implement the elimination of temporary and dilapidated houses in the district. The total cost for building and repairing houses for 11 households with meritorious service and 26 poor and near-poor households is approximately 2.43 billion VND.

According to Bui Van Hieu, Vice Chairman of the Phu Rieng District People's Committee, 11 houses for policy beneficiaries have been started construction or renovated on schedule and are expected to be completed and put into use before April 30th. Of the 26 poor and near-poor households receiving support to replace temporary or dilapidated houses, 2 will not be completed because one household has moved elsewhere and one household no longer needs the assistance, so the project is temporarily suspended. It is expected that 100% of the houses for which construction has already begun will be completed by the end of April 2025.
