Hanoi - the heart of the country
Hanoi holds the position and role of the capital of the entire country. Hanoi is not only the center of political , economic, cultural, and educational activities, but also a symbol of the nation's development, unity, and prosperity. It is considered the heart of the country, where all important aspects of life converge and spread throughout the nation.

Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045, sets the goal for Hanoi to become a "Cultural - Civilized - Modern" city by 2030, becoming a center and driving force for the development of the Red River Delta region, the Northern key economic region, and the whole country. It aims for deep international integration, high competitiveness with the region and the world, and development on par with the capitals of developed countries in the region.
Regarding the vision for 2045, Hanoi is envisioned as a globally connected city with a high standard of living and quality of life, achieving a GRDP per capita of over US$36,000; with comprehensive, distinctive, and harmonious economic, cultural, and social development; a model for the entire country; and a level of development comparable to that of capitals in developed countries in the region and around the world.
To achieve the above goals, truly special mechanisms are needed to create momentum for Hanoi's accelerated development. This is addressed in the Draft Law on the Capital City (amended), which is being considered for approval by the National Assembly at its 7th Session, 15th National Assembly, this morning (June 28). Alongside the Draft Law on the Capital City (amended), the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the Adjusted General Planning of Hanoi Capital City to 2045, with a vision to 2065, are also being presented to the National Assembly for comments at the 7th Session.
Opportunities for the capital city to develop rapidly and sustainably.
With the upcoming approval of the amended Capital City Law by the National Assembly, it will contribute to a new phase of development for the capital city of a country with over 100 million inhabitants.
Considered a law on decentralization and delegation of power, the draft Law on the Capital City (amended), submitted to the National Assembly for approval, has fully institutionalized a unique mechanism for the Capital City to achieve breakthroughs; it has a clear mechanism for decentralization and delegation of power, granting more responsibility and authority to Hanoi to decide on issues related to its specific conditions. The provisions have been stipulated more specifically and in detail regarding the delegation of responsibility and power to the Capital City, prioritizing its application within the legal system.
According to Representative Hoang Van Cuong (Hanoi City National Assembly Delegation), the amended Law on the Capital City must have mechanisms and regulations to attract the best resources and expertise from across the country to the capital, creating an image that represents the entire nation. The draft law is fundamentally well-developed, especially in the spirit of decentralization, empowerment, and responsibility given to Hanoi to fulfill its missions and create a breakthrough in development.
According to Deputy Speaker of the National Assembly Nguyen Khac Dinh, the draft Law on the Capital City (amended) is a separate law specifically for Hanoi, which is both the administrative capital and a special urban area of the country. The draft law submitted to the National Assembly for approval stipulates specific mechanisms and special incentives that are significantly superior to the current legal system; it also assigns significant responsibilities to Hanoi in the construction, development, management, and protection of the capital city. These specific, outstanding, and prioritized mechanisms and policies, along with the accompanying responsibilities, are consistent with the exceptionally important position and role of the capital city.
Sharing the same view, delegate Truong Xuan Cu (Hanoi City National Assembly delegation) stated that the draft Law on the Capital City (amended) has been thoroughly researched, and National Assembly delegates have contributed their opinions very responsibly. The National Assembly's approval of the Law will create a legal basis for the rapid and sustainable development of the Capital City, and it is expected that Hanoi will enter a "new era".
“The capital city is the political, economic, and cultural center of the entire country. Administratively, the capital city has unique characteristics and is also special. Because the capital city is not just for Hanoi, this revised draft law will create a breakthrough for Hanoi's rapid development, as well as create momentum for the development of the whole country,” shared delegate Truong Xuan Cu.
According to delegate Truong Xuan Cu, to achieve this goal, policies must be groundbreaking and unique, so that the development of the capital city will not face administrative procedural obstacles. The amended Law on the Capital City helps ensure that Hanoi's development complies with the law while still maintaining its unique characteristics.
"I hope that after the amended Capital City Law is passed by the National Assembly, it will quickly come into effect, and then the opportunity for the Capital City to develop rapidly and sustainably will be very feasible," Representative Truong Xuan Cu expressed.
Meanwhile, Deputy Chairwoman of the National Assembly's Law Committee, Nguyen Phuong Thuy, stated that the amended Capital City Law focuses on addressing the limitations that Hanoi has faced over the years, such as resource mobilization, investment, planning, and policies for the development of culture, education, health, and social welfare. In particular, it offers strong solutions to help the city overcome current shortcomings in landscape, urban development, transportation, and environmental pollution.
The draft Law on the Capital City (amended) was first discussed at the Sixth Session of the 15th National Assembly, with 115 comments in group and plenary sessions, and 7 written comments. At the Seventh Session, the National Assembly held a second plenary session to discuss the draft Law on the Capital City (amended), with 26 spoken comments and 5 written comments.
From the discussions, it was evident that National Assembly deputies highly appreciated the quality of the preparation of the draft law submitted to the National Assembly. At the same time, National Assembly deputies provided in-depth analysis, clarified many contents, and made specific proposals for further research and revision of certain articles and clauses in the draft law to ensure feasibility, improve the quality and effectiveness of its implementation, and guarantee the unique, superior, and groundbreaking nature of the policy, creating momentum for the construction and development of the capital city, befitting its status in the new era.
