On April 23, the National Assembly Standing Committee considered submitting to the National Assembly a proposal to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
Also on the same day, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.
Before proceeding with the discussion, the Standing Committee listened to the Chairman of the Delegation Work Committee of National Assembly Nguyen Thanh Hai presented a summary of the report.
Permanent Deputy Chairwoman of the National Assembly's Committee for People's Aspirations and Supervision Le Thi Nga presented a summary report on the examination of the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.
Previously, implementing Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system; the concluding opinion of the National Assembly Chairman in Notice No. 509/TB-VPQH dated March 4, 2025 on the development of the Law amending and supplementing a number of articles of the Law on Election of Deputies to the National Assembly and People's Councils, the Standing Committee of the Deputies' Work Committee urgently studied and reviewed relevant regulations and the Politburo's guiding opinions in Conclusion No. 127-KL/TW to determine the scope of the amendment of the Law on Election of Deputies to the National Assembly and People's Councils and to develop draft documents and dossiers of the Law project. The process of developing the Law project has been fully and seriously implemented in accordance with the provisions of law.
The Standing Committee of the Delegation Work Committee organized workshops to collect comments on the draft law; the Delegation Work Committee also held a plenary session to collect comments on the draft law.
Based on the comments of agencies, organizations, and full-time National Assembly deputies, the Committee has studied, absorbed, and completed the draft Law dossier to send to the Government for comments, to the Central Committee of the Vietnam Fatherland Front for comments, and to the Committee for People's Aspirations and Supervision for review.
On April 23, the National Assembly Standing Committee gave its opinions on the draft 2026 Supervision Program of the National Assembly and the National Assembly Standing Committee. Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man noted and added supervision content on the preparation for the election of the 16th National Assembly and People's Councils at all levels. According to the National Assembly Chairman, the Politburo will soon issue a directive on election work. This 9th National Assembly session will establish the National Election Council and approve action plans. The National Assembly Chairman emphasized the general requirement of ensuring democracy, transparency, publicity, ensuring voters' rights and fairness in elections. Regarding the time, the election will take place earlier than the previous term. It is expected that the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be March 15, 2026, and the first session of the National Assembly will be held on April 6, 2026. |
