Consideration of the proposal to shorten the term of the 15th National Assembly

On April 23, the Standing Committee of the National Assembly considered and submitted to the National Assembly a proposal to shorten the term of the 15th National Assembly and the term of People's Councils at all levels for the 2021-2026 period.

Also on the same day, the Standing Committee of the National Assembly gave its opinion on the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.

Before proceeding with the discussion, the Standing Committee heard from the Chairman of the Committee on Delegate Affairs. National Assembly Nguyen Thanh Hai presented a summary of the report.

Deputy Chairwoman of the Standing Committee on Citizen Petitions and Supervision of the National Assembly, Le Thi Nga, presented a summary of the report on the review of the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.

Previously, in implementing Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo and the Secretariat on conducting research and proposing further restructuring of the political system's organizational apparatus; and the conclusions of the National Assembly Chairman in Notice No. 509/TB-VPQH dated March 4, 2025, on the drafting of a Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies, the Standing Committee of the National Assembly's Delegation Affairs Committee promptly researched and reviewed relevant regulations and the Politburo's guiding opinions in Conclusion No. 127-KL/TW to determine the scope of amendments to the Law on Election of National Assembly Deputies and People's Council Deputies and to develop the draft document and project files for the Law. The process of developing the draft Law has been fully and seriously implemented in accordance with the provisions of the law.

The Standing Committee of the National Assembly's Delegation Affairs Committee organized workshops to gather feedback on the draft law; the National Assembly's Delegation Affairs Committee also held a plenary session to solicit opinions on the draft law.

Based on the feedback from agencies, organizations, and specialized National Assembly deputies, the Committee has studied, incorporated, and finalized the draft Law project, submitting it to the Government for comments, the Central Committee of the Vietnam Fatherland Front for comments, and simultaneously sending it to the Committee on Citizen Petitions and Supervision for review.

On April 23, the Standing Committee of the National Assembly gave its opinion on the proposed monitoring program for 2026 of the National Assembly and the Standing Committee of the National Assembly.

Speaking at the session, Politburo member and National Assembly Chairman Tran Thanh Man noted the need to add the monitoring of preparations for the 16th National Assembly elections and People's Councils at all levels.

According to the Speaker of the National Assembly, the Politburo will soon issue a directive on election work. This 9th session of the National Assembly will establish the National Election Council and approve its operational plans.

The Speaker of the National Assembly emphasized the general requirement to ensure democracy, transparency, openness, protection of voters' rights, and fairness in elections.

In terms of timing, the elections will take place earlier than in the previous term. It is expected that the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term will be held on March 15, 2026, and the first session of the National Assembly will take place on April 6, 2026.
