National Assembly Chairman Tran Thanh Man emphasized that at the 9th session of the 15th National Assembly, priority will be given to submitting to the National Assembly for consideration and decision urgent issues serving the work of reorganizing the organizational structure and government.
On the afternoon of March 31st, at the National Assembly building, National Assembly Standing Committee A meeting was held to gather opinions on the preparation for the 9th Session of the 15th National Assembly.
Through discussion, the Standing Committee of the National Assembly highly appreciated the Government , the National Assembly's agencies, the National Assembly Office, the Secretary General of the National Assembly, and relevant agencies for their proactive, diligent, responsible efforts and close coordination in preparing for the Session.
The Standing Committee of the National Assembly basically agreed with the Report of the Secretary General of the National Assembly on the preparations for organizing the Session and the proposed content, program, and list of documents for the Session.
Concluding the session, National Assembly Chairman Tran Thanh Man emphasized that, due to the large volume of work to be submitted to the National Assembly for consideration at this session, priority will be given to submitting to the National Assembly for consideration and decision only those issues that are truly urgent and serve the work. Organizational arrangements; issues related to amending laws and resolutions closely linked to socio-economic development and national development.
Regarding the adjustment of the review and approval timeline for the projects, the Chairman of the National Assembly stated that for the draft Law on Atomic Energy (amended) and the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality, the timeframe has been adjusted from providing feedback to reviewing and approving at the 9th Session; the timeframe for submitting the draft Law on Civil Judgment Enforcement (amended) has been adjusted from providing feedback at the 9th Session and approving at the 10th Session to providing feedback and approving at the 10th Session (according to the procedure at one session).
In addition, the time for considering and approving the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils has been adjusted from the 9th Session to the 10th Session.
To ensure the quality of the draft laws, the Chairman of the National Assembly requested that the Government and the Supreme People's Court urgently finalize the dossiers and documents for the draft laws in accordance with regulations, and remove five items from the planned agenda of the Session, including: the draft Law on the Press (amended); the draft Law on Water Supply and Drainage; the draft Law on Bankruptcy (amended); the draft Law on Urban Development Management; and the draft Resolution of the National Assembly on the Program for drafting laws and ordinances in 2026, adjusting the Program for drafting laws and ordinances in 2025.
The Chairman of the National Assembly requested that the agencies in charge of their respective fields coordinate closely with the Standing Committee on Law and Justice and other agencies of the National Assembly to report to the Standing Committee of the National Assembly for consideration and decision on adjusting the 2025 legislative and ordinance drafting program regarding the aforementioned related contents.
Regarding the proposed agenda for the Session, the Chairman of the National Assembly stated that the Standing Committee of the National Assembly agreed on the proposed agenda and method for conducting the 9th Session as follows: It was agreed to report and seek opinions from competent authorities to convene the Session no later than April 5, 2025; the Session will open on May 5, 2025. The National Assembly will convene in person at the National Assembly building; the Session will be conducted in two phases, with a break between phases to allow National Assembly bodies to review and revise draft laws and resolutions to be submitted to the National Assembly for consideration and approval.
The Chairman of the National Assembly instructed the Secretary General of the National Assembly to revise the proposed agenda for the Session to ensure the implementation of foreign affairs activities of the Party and State leaders; and agreed on the content and method of conducting the review of amendments and additions to some articles of the 2013 Constitution as proposed by the Secretary General of the National Assembly.
In addition, the time allotted for presenting reports and proposals will be further shortened as much as possible, as was done at the 8th Session (only 7-10 minutes, except for socio-economic and state budget issues); no time will be allocated for presenting reports on the review of draft laws and resolutions (except for socio-economic and state budget issues), and this will be reported to the National Assembly at the preparatory session; no time will be allocated for presenting reports on the work of practicing thrift and combating waste and the results of achieving the national goal on gender equality in 2024, and these will only be discussed in conjunction with the discussion on socio-economic and state budget issues.
National Assembly Chairman Tran Thanh Man also noted that the time allocated for questioning and answering questions is 1.5 days; 0.25 days will be allocated for discussion in the plenary session on some draft laws that, in practice at the 8th Session, did not have many National Assembly deputies registering to speak or drafts with clearly defined policy content and are not expected to have many complex issues.
In addition to the sessions stipulated in the Rules of Procedure of the National Assembly, live television and radio broadcasts will be arranged on Vietnam Television and Vietnam Radio for the plenary session's discussion on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Regarding preparations for the 9th Session of the 15th National Assembly, the Chairman of the National Assembly requested that government agencies, the National Assembly, and relevant agencies continue to coordinate closely and make the utmost effort and determination to complete the dossiers and documents for the contents to be presented at the Session; especially those contents to be considered and approved by the National Assembly according to the one-session procedure; and to submit them for the opinion of the Standing Committee of the National Assembly no later than the 44th Session (April 2025), avoiding postponement to the 45th Session (May 2025).
The Chairman of the National Assembly instructed the Secretary General of the National Assembly to incorporate the opinions of the Standing Committee of the National Assembly, revise and finalize the proposed content and program of the Session, and report to the Standing Committee of the National Assembly at the 44th Session; to advise on and propose the time allocation for the 44th and 45th Sessions to ensure that relevant agencies have sufficient time to incorporate and finalize documents and send them to National Assembly deputies.
In addition, the Secretary General of the National Assembly is tasked with preparing the content and coordinating with the Office of the National Assembly Party Committee to organize and facilitate the meeting between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee to exchange and agree on the contents regarding the preparation for the Session; coordinating with relevant agencies to strengthen information and communication work before, during, and after the Session, ensuring that information is complete, timely, and prompt so that National Assembly deputies and voters understand and agree with the contents considered and decided by the National Assembly.
National Assembly Chairman Tran Thanh Man also requested that the Standing Committee of the National Assembly's Ethnic Council and the National Assembly's Committees urgently prepare the contents within their respective areas of responsibility, send them to the Standing Committee of the Law and Justice Committee for compilation, and draft reports to seek opinions from competent authorities on the contents to be submitted to the National Assembly at the Session. Regarding some contents submitted for consideration at the 11th Central Committee Meeting, the presiding agency is requested to promptly incorporate feedback and finalize the documents immediately after the meeting concludes, so that they can be submitted to the National Assembly Standing Committee for consideration.
The Chairman of the National Assembly instructed the Committee on Supervision and Citizen Petitions to continue effectively implementing the work of receiving citizens; to strengthen the review and timely and decisive resolution of outstanding, long-standing, and complex complaints and denunciations at the grassroots level to limit mass and escalated complaints; and the National Assembly Office to continue proactively coordinating with relevant agencies to review and improve the preparation of conditions regarding infrastructure, technology, security, safety, etc., to ensure the best possible service for the Session.
The 9th session is scheduled to open on May 5th.
Previously, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Tung, stated that at the 9th session, the National Assembly is expected to consider and decide on: constitutional matters within its authority; 44 legislative matters; 12 groups of issues related to socio-economic development, the state budget, supervision, and other important matters; and 8 groups of issues for which reports will be submitted for National Assembly deputies to study.
Specifically, the program for drafting laws and ordinances includes three additional draft laws and four draft resolutions; and two additional items as stipulated in relevant laws and resolutions, conclusions of the National Assembly Standing Committee, and proposals from the Government, namely: the adjustment of the National Land Use Planning for the period 2021-2030, with a vision to 2050; and the establishment of the National Election Council.
According to the Secretary General of the National Assembly, 17 other specific items are expected to be added, including proposed amendments to existing regulations to further support the reorganization of the political system's apparatus.
Currently, the Standing Committee of the National Assembly has directed relevant agencies to urgently prepare documents and reports to be submitted to the competent authorities for consideration and decision on amending and supplementing several articles of the 2013 Constitution and comprehensively amending the Law on Election of National Assembly Deputies and People's Council Deputies.
To ensure timely completion of the enormous workload of the Session, including many items that need to be finished before June 30, 2025, the Secretary General of the National Assembly proposes that the Standing Committee of the National Assembly consider and decide to open the Session earlier than usual, on May 5, 2025, and to seek the opinions of National Assembly deputies on holding the Session earlier than prescribed before convening the Session.
The National Assembly is expected to hold its total working time of 35.5 days, conducted in two phases, with a 13-day break between the two phases (including three Saturdays). The National Assembly will convene at the National Assembly building.
It is planned to include three items for consideration and decision on amending and supplementing certain articles of the 2013 Constitution. Specifically, it is proposed to hold a joint discussion on the draft Resolution on amending and supplementing certain articles of the Constitution and the Resolution establishing the Committee for drafting amendments and supplements to certain articles of the Constitution simultaneously; ensuring that decisions on these two items are made by May 5, 2025.
In addition, at the session, discussions will be held in committees and in the plenary session (first time) on the draft Resolution amending and supplementing a number of articles of the Constitution at the time of sending it for public opinion; discussions will be held in the plenary session (second time) after the period for collecting public opinion has ended.
Through discussion, the delegates generally agreed with the Report of the Secretary General of the National Assembly on the preparation for organizing the 9th Session and the proposed content, program, and list of documents for the Session; they also agreed on the content and method of conducting the review of amendments and additions to some articles of the 2013 Constitution.
This session covers many important issues related to socio-economic development, national defense and security, and the building of the country's political system. In particular, the 9th session of the 15th National Assembly will also consider amending and supplementing several articles of the 2013 Constitution and amending laws related to constitutional amendments to streamline the administrative apparatus in accordance with Resolution 18-NQ/TW.
Emphasizing that the 9th Session has a very large workload, is of great importance, and is of historical significance, National Assembly Chairman Tran Thanh Man requested the Government to direct relevant agencies to actively prepare the contents of the Session, especially the draft laws to be submitted to the National Assembly for approval, and related resolutions. He also requested the Standing Committee of the National Assembly to coordinate closely with the National Ethnic Council and the Committees of the National Assembly, and to urgently implement the work in the spirit of "running and queuing at the same time" to ensure the quality and success of the 9th Session of the 15th National Assembly.
