Cao Bang Province Digital Transformation Workshop 2025

Overview of the Conference

Attendees included representatives from the Provincial Fatherland Front Committee; members of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation, and Project 06 of Cao Bang province; representatives from the Culture and Social Affairs Committee of the Provincial People's Council; representatives from several central agencies located in the province; leaders of Thuc Phan, Nung Tri Cao, and Tan Giang wards; and leaders from various units and departments in the province. Representing the Ministry of Science and Technology (MST) was Mr. Le Doan Danh, Deputy Director of the Vietnam Public Telecommunications Service Fund. The workshop was held in person and online, connecting participants to communes throughout the province.

Chairman of the Provincial People's Committee Le Hai Hoa delivered the opening speech at the workshop.

In his opening remarks at the workshop, Mr. Le Hai Hoa, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that the Cao Bang Provincial Digital Transformation Workshop 2025 is a timely and necessary event in the context of the whole country promoting the development of science and technology , innovation, and digital transformation. It is also an opportunity for the province to frankly assess the current situation, clearly identify the direction and methods of digital transformation suitable to Cao Bang's conditions in the coming time. The workshop aims to concretize the goals and tasks in the Provincial Party Committee's Action Program No. 29-CTr/TU and the Provincial People's Committee's Decision No. 1139/QD-UBND. He emphasized that the application of artificial intelligence must be substantive and true to its nature, not intended as a technological demonstration or replacement of humans, but as a tool to support improved management and operational efficiency; in which human resources and the responsibility of the leaders remain the decisive factors.

The Chairman of the Provincial People's Committee requested: genuine digital transformation, linking the responsibility of the head of each unit to the results of digital transformation, aiming for the practical application of AI for citizens and businesses. All levels and sectors must act synchronously and decisively, avoiding formalism, absolutely preventing situations where investments are made but not utilized, where data is available but not exploited, and building standardized, interconnected data to avoid localized situations that affect the province's digital transformation progress…

MISA Joint Stock Company presented a paper at the Conference.

At the conference, delegates heard four main presentations: Dr. Tran Nguyen Cac (Posts and Telecommunications Institute of Technology) presented "Understanding AI correctly for effective and responsible application in administration and state management"; VNPT Group presented "Application of artificial intelligence – a key solution to improve the efficiency of local government operations at two levels in Cao Bang"; MISA Joint Stock Company presented "Make in Vietnam AI-based digital platform to promote science and technology development, innovation and digital transformation in Cao Bang province"; and Viettel Group presented "Application of artificial intelligence in improving work efficiency at the commune and ward levels". The presentations focused on clarifying a substantive approach to AI, linked to administrative reform, improving operational efficiency, and suitable to the practical conditions of Cao Bang province.

Through the workshop, delegates gained a basic understanding of AI and its application in daily work, while also exploring a roadmap for AI deployment to improve public service efficiency, reform administrative procedures, and promote digital transformation in the province. The workshop also aimed to strengthen connections between experts and technology businesses, promote cooperation in implementing digital solutions, effectively utilize digital data, and ensure information security, contributing to the development of a digital government, digital economy, and digital society.

Concluding the workshop, Ms. Nong Thi Thanh Huyen, Director of the Department of Science and Technology, affirmed that in the coming time, the Cao Bang Department of Science and Technology is committed to implementing four key areas: Coordinating with relevant departments to select highly feasible technological solutions that are suitable to the province's conditions and resources and can be applied immediately; Developing a detailed plan for the standardization and integration of data exploitation, considering data as the core resource of digital transformation and a prerequisite for successful AI application; Collaborating with technology companies in training and transferring digital skills to help the province's workforce master the technology; Advising the Provincial People's Committee on a technology ordering mechanism to create conditions for businesses to partner with the province in the long term towards the goal of sustainable development in digital transformation. It is believed that, following this workshop, leaders of departments and agencies will be more proactive and decisive, clearly identifying the need for AI application within their units and considering this a key task in their work plans for the coming years.
