In accordance with Clause 2, Article 80 of the Law on Promulgation of Legal Documents and Clause 3, Article 9 of the Rules of Procedure of the National Assembly Session, the Secretary General of the National Assembly, Bui Van Cuong, has issued a document regarding the publication of the National Assembly's Resolution on the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050.

5 key issues

Accordingly, on June 28, 2024, at the 7th session of the 15th National Assembly, Resolution No. 139/2024/QH15 on the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050, was voted on and approved.

Accordingly, the Resolution defined the planning scope; set forth viewpoints, objectives, vision, key tasks, and breakthroughs; and established guidelines for spatial arrangement and zoning for each area. Simultaneously, the Resolution outlined solutions and resources for implementing the plan, as well as a list of proposed national key projects and their priority order for implementation during the period 2021-2030, with a vision to 2050.

In general, the Resolution has identified the National Marine Spatial Planning as a framework, comprehensive, integrated, multi-sectoral, dynamic, and open plan that leads; concretizes the Party's guidelines and orientations, and the State's laws on the management, exploitation, and use of marine space to build Vietnam into a strong maritime nation, rich from the sea, with sustainable development, prosperity, security, and safety in accordance with the spirit of the Resolution of the 13th National Congress of the Party, the 10-year Socio-Economic Development Strategy 2021-2030, Resolution No. 36-NQ/TW dated October 22, 2018, of the Eighth Plenum of the Central Committee of the 12th Party Congress on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045, and concretizes the National Master Plan; and is consistent with the National Land Use Planning.

The overall objective of the National Marine Spatial Planning is to establish a foundation for the rapid and sustainable development of the marine economy, contributing to the formation and development of strong marine economic sectors, creating many effective livelihoods for the people; ensuring national defense, security, foreign relations and international cooperation, maintaining independence, sovereignty , sovereign rights, jurisdiction and national interests at sea; effectively managing and exploiting resources, protecting the environment, conserving biodiversity and marine cultural values, and gradually making Vietnam a strong maritime nation, prosperous from the sea. Based on this, the National Marine Spatial Planning will rationally allocate and arrange marine space for various sectors and fields in a sustainable manner, harmoniously combining interests and minimizing conflicts in the exploitation and use of marine spatial resources in each specific area.

To achieve the goal of making Vietnam a strong maritime nation, prosperous from the sea, as set forth in Resolution No. 36-NQ/TW dated October 22, 2018, of the 12th Central Committee on the strategy for sustainable development of the marine economy to 2030, with a vision to 2045, the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050, provides development orientations for marine economic sectors, especially new marine economic sectors. The Resolution also outlines five key issues and four breakthroughs that are crucial, have a wide-ranging impact, and create momentum for development.

Specifically, the first priority is to improve institutions and policies, including developing criteria and regulations for handling issues arising from overlapping and conflicting areas of use in the exploitation and use of marine space; perfecting policies for the development of clean, renewable energy and new marine economy; and issuing guidelines and regulations for the implementation of marine space use zoning at the local level.

The second focus is on building maritime infrastructure; with particular emphasis on key areas such as seaports and transportation connecting seaports with inland areas, maritime communication, and digital economic infrastructure.

The third focus is on building cultural institutions in coastal and island areas; organizing effective maritime cultural activities, improving the cultural and social lives of residents in coastal and island regions; and organizing propaganda and raising awareness and responsibility for building a strong maritime nation, prosperous from the sea. The fourth focus is on controlling and managing sources of pollution and addressing environmental pollution hotspots; restoring degraded ecosystems to increase the area for marine conservation and protection.

The fifth focus is on strengthening basic research on marine and island resources and the environment; establishing a digitized database on the sea and islands; and enhancing the training of marine personnel and scientific and technological research to serve new marine economic sectors.

Four breakthrough areas

Firstly, focus on building a logistics infrastructure and service system linked to the development of the shipbuilding and maritime transport industry, multi-purpose, dual-use, synchronized, and modern coastal and island infrastructure, creating momentum to attract resources, promote sustainable development of marine economic sectors, ensure national defense, security, foreign relations and international cooperation, and meet the requirements for responding to natural disasters, climate change, sea level rise and marine environmental incidents.

Secondly, we need to develop sustainable, responsible, and innovative marine and island tourism, linked to the development of green and smart island cities.

Thirdly, promote the development of the fisheries economy in a green, circular, low-carbon, and resilient direction, prioritizing the development of marine aquaculture and offshore fishing, linked to marine conservation and marine culture.

Fourth, rapidly and sustainably develop clean, green energy sources from the sea, prioritizing the development of offshore wind power, ensuring national energy security, defense, and security; conduct comprehensive research and assessment of the potential and development of the oil and gas industry, solid minerals, and construction materials on the seabed.

7 solutions for each sector

To facilitate the implementation of the Plan, the Resolution also outlines solutions for each sector.

Specifically, regarding mechanisms and policies for managing maritime space: review relevant legal regulations and plans to ensure consistency; develop a set of criteria and policies for a strong maritime nation, prosperous from the sea.

Regarding science, technology, and the environment: developing and applying marine science and technology; increasing investment in technical infrastructure and organizing basic surveys of marine environmental resources; issuing technical standards and solutions to prevent marine environmental pollution.

Regarding investment mobilization: encourage domestic and foreign investment to develop marine economic sectors, while continuing to improve and further enhance the investment environment.

Regarding human resource development: developing high-quality human resources with in-depth expertise in marine and ocean affairs.

Regarding monitoring the implementation of the plan: strengthen the monitoring and strictly handle acts of illegal use and exploitation, causing environmental pollution or resource degradation.

Regarding international cooperation: promoting international cooperation in various fields such as basic research, renewable energy development and new marine economic sectors; search and rescue; marine scientific research; environmental protection...; at the same time, stepping up negotiations and signing of maritime boundary delimitation agreements, and participating in international treaties and agreements on the sea.

Regarding communication and awareness raising: strengthen communication and education to raise awareness among organizations and individuals about marine spatial planning.

Furthermore, the Resolution also outlines a basic roadmap for implementing key national projects in the coming period. The implementation of these projects must comply with the legal regulations on public investment, be consistent with the practical development requirements of the country, and align with the goals and directions set forth in this Resolution.

The National Assembly's adoption of the Resolution is an important step, providing a legal basis and guiding direction for the implementation of the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050. This Resolution serves as the basis for developing the Plan for implementing the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050, and for formulating and adjusting relevant national sectoral plans, regional plans, provincial plans, plans for special administrative-economic units, urban plans, rural plans, and technical and specialized plans in accordance with the provisions of the Planning Law.
