Dong Tam hamlet (Dong Dat commune, Phu Luong district) is home to 76 households with 330 inhabitants, 80% of whom are ethnic Mong people. This area has faced many difficulties in community life. The old community center was small, dilapidated, and unsuitable for holding Party branch meetings, community gatherings, or organizing traditional cultural activities for the local people.

Funded by the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas (Program 1719) for the period 2021-2030, Dong Tam hamlet will receive investment for the construction of a new cultural center with an area of ​​150m2, at a total investment of 700 million VND (of which 600 million VND is from Program 1719, and the people contribute 100 million VND and labor). To date, the construction is approximately 80% complete and is expected to be finished and put into use in the third quarter of this year.

Mr. Ly Van Sai, head of Dong Tam hamlet, happily shared: "The old community center was just a temporary structure; it leaked when it rained, making every village meeting a struggle. Now, with the government's support in building a new one, the villagers are very happy. Everyone is contributing to ensure the project is completed soon. With a spacious community center, the hamlet will have a place to hold meetings, cultural activities, teach the Hmong language to our children, and preserve our ethnic customs."

Along with Dong Tam, Lien Phuong hamlet (Van Lang commune, Dong Hy district) benefits from the Resettlement Area Project for ethnic minority people to avoid landslide risks, implemented under Program 1719. The resettlement area covers more than 21,500m², with a total investment of over 14.8 billion VND, and is scheduled to be put into use from the beginning of 2025.

To date, 29 households have moved into the resettlement area and are now settled, confidently engaging in production, developing their economy, and gradually rising out of poverty.

Mr. Ngo Van Phung's family is one of the first households to complete their new house in the Lien Phuong resettlement area. He shared: "Before, my family lived high in the mountains, and during the rainy season, we were always worried about the risk of landslides. Now we have a new, sturdy house of nearly 60 square meters, with electricity and running water, and a place for the children to study. The construction cost was nearly 240 million VND, of which the government contributed 60 million VND. My wife and I are very happy and will work hard so that our children can have a better future."

With a total disbursed capital of 841 billion VND after more than 4 years of implementation, Program 1719 has contributed to creating positive and measurable changes.

The most outstanding achievement of the program is poverty reduction. The poverty rate in 110 communes in ethnic minority and mountainous areas has sharply decreased to 3.16%, averaging a reduction of 2.18% per year, exceeding the targets set by the Prime Minister and the Provincial People's Committee. In particular, the number of extremely difficult communes has decreased from 15 to 6, reaching 60%, exceeding the central government's target by 10%.

Along with poverty reduction, there has been a significant improvement in income. The average income of ethnic minority households throughout the province in 2024 reached VND 51.07 million/person/year, 1.8 times higher than in 2020. With this growth rate, it is expected that by the end of 2025, the income level will reach VND 57.6 million, doubling compared to 2020 and achieving the set target.

Socio-economic infrastructure has also been comprehensively invested in, creating a solid foundation for development. All communes have paved or concrete roads leading to their centers; 100% of hamlets in ethnic minority and mountainous areas have hardened roads leading to the commune center, facilitating travel and goods transportation.

Infrastructure projects serving the local population also received special attention. All schools and health centers were built solidly, ensuring quality education and healthcare for the people.

Over 97% of households have access to clean drinking water, while 100% of households have access to the national power grid, eliminating the problem of electricity shortages.

The spiritual life of the people has also been improved through investment in cultural infrastructure. To date, 98.8% of villages have community centers, creating conditions for traditional cultural and educational activities; 100% of communes are connected to radio, television, and modern communication networks, narrowing the information gap between mountainous regions and other areas.

With the decisive involvement of Party committees and authorities, and the unanimous support of the people, Program 1719 is opening up new opportunities for ethnic minority communities in Thai Nguyen to gradually escape poverty, achieve sustainable development, and preserve and promote their traditional cultural identity. This contributes to creating a sustainable development momentum for the 384,000 ethnic minority people in Thai Nguyen province.
