Briefly presenting the report, Minister of Finance Nguyen Van Thang said that the issuance of a new Resolution replacing Resolution No. 35/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city to clear "bottlenecks", create breakthroughs, have great spillover effects in the Red River Delta and contribute more to the economic growth rate of the whole country is necessary and consistent with the goals set by the Politburo in Resolution No. 45-NQ/TW, Conclusion No. 96-KL/TW.
The National Assembly's draft Resolution stipulates 6 major policy groups with 41 specific policies, including: Investment management (2 policies); State finance and budget management (4 policies); Planning, urban, natural resources and environment management (9 policies); Science and technology and innovation management (8 policies); Income of cadres, civil servants and public employees under the management of Hai Phong city (1 policy); Establishment and mechanisms and policies in the new generation Free Trade Zone in Hai Phong city (17 policies).
In particular, the draft Resolution stipulates a number of preferential policies in the new generation Hai Phong Free Trade Zone such as: Simplifying administrative procedures in investment and business procedures; import and export procedures; immigration procedures, temporary residence and work permits (Clause 1); Land procedures, construction investment (Clause 2, Clause 3); Optimizing investment incentives on land rent, water surface rent, tax (Clause 5); Other investment and business activities in the Hai Phong Free Trade Zone (Clause 6, Clause 7).
Chairman of the Economic and Financial Committee Phan Van Mai presented the audit report at the meeting.
Presenting the audit report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Committee agreed to issue a Resolution to replace Resolution 35 on specific policies for the development of Hai Phong City.
Regarding the establishment of a new generation free trade zone in Hai Phong, the Standing Committee of the Committee believes that this is a big issue, not only economic in nature but also related to national defense, security, order and social safety. Therefore, the Standing Committee of the Committee proposes to clarify: Impact on economic growth, budget, society; regional spread...; Risk management mechanism, monitoring mechanism to ensure openness while maintaining financial safety, economic security, social order; supplementing a periodic monitoring system; Responsibility in implementation of relevant individuals and organizations.
Regarding tax incentives in the KTTMTD, the Standing Committee of the Committee agrees with the application of corporate income tax incentives because they are similar to those applied to the Economic Zone; however, the application period is longer. Therefore, the Standing Committee of the Committee suggests considering the incentive period. In case enterprises are subject to the global minimum tax, they must pay taxes according to the corresponding regulations. Regarding personal income tax incentives, the Draft does not limit the application period, so it is recommended to specify clearly to have a basis for implementation.
National Assembly Chairman Tran Thanh Man suggested that policies on decentralization and delegation of power need to be expressed more clearly and strongly in the draft resolution.
Speaking at the session, National Assembly Chairman Tran Thanh Man emphasized the guiding spirit of the Politburo and General Secretary To Lam that "locality decides, locality acts, locality is responsible", the Central Committee, the National Assembly, and the Government create and supervise. Therefore, the National Assembly Chairman suggested that policies on decentralization and delegation of power need to be expressed more clearly and strongly in the draft resolution.
Regarding the proposal to allow Hai Phong city to convert the land use purpose of rice cultivation on a scale of over 500 hectares, National Assembly Chairman Tran Thanh Man said that it should be considered and studied further on a larger scale, especially after Hai Duong province merged with Hai Phong city. Along with that, there should be more preferential financial and budgetary sanctions; allowing the issuance of special bonds such as green bonds and infrastructure bonds with preferential interest rates.
