To attract tourists to Sam Son this summer, the city of Sam Son has been focusing on building an image of a safe, friendly, and hospitable tourist destination, with many systematic and serious solutions and approaches.

Sam Son's tourism image has improved significantly in recent years. Besides its modern urban appearance, the main factor driving this change is the improved tourism culture and service quality. To achieve this, the Party Committee, government, Fatherland Front, political and social organizations, and wards and communes in the area have actively and responsibly participated. Simultaneously, the city has promptly and seriously inspected, monitored, and handled violations in the service and tourism sector. As a result, price gouging, harassment of tourists, and begging and street vending at all tourist areas and attractions have been controlled, rectified, and largely eliminated, aiming to restore a cultured and civilized tourism environment to Sam Son.

Service quality is considered the "key" to tourist satisfaction. Therefore, to improve tourism service quality in 2024, the city organized 8 training courses, attracting 2,414 participants. The trainees included members of the Youth Union Executive Committee, city and commune/ward cultural officials; business owners, hotel and guesthouse owners, restaurant owners, employees directly involved in business activities, receptionists, housekeeping staff, and service staff at hotels and restaurants. The trainees received basic knowledge and skills in state management of tourism; tourism management plans for the city in 2024; regulations on food safety and hygiene, disease prevention methods; and skills in explaining and introducing scenic spots, entertainment venues, and festivals in the city. Although the issue of price gouging has been managed and significantly improved by the city government, this does not mean the city is relaxing its efforts. On the contrary, the city continues to strictly implement price management measures for goods and services every year. Accordingly, services such as accommodation; photography; transportation (electric cars, rickshaws, canoes, tandem bicycles); beach chair rentals; rental of swimming floats, swimsuits, freshwater showers; entertainment (roller coasters, bumper cars, inflatable bouncy castles, superhero roller coasters); food and beverage goods and services; entertainment (karaoke, massage, traditional massage)... all have specific price regulations. Furthermore, the city also requires organizations and individuals trading in goods not included in the aforementioned categories to display prices in appropriate and clear forms (printed, pasted, or written on boards, paper, or packaging of goods, at the point of sale) to facilitate observation and identification by customers and competent state management agencies.

For tourism accommodation establishments in the city, it is required that they have all the necessary business licenses (signage, business registration, certificate of security and order, certificate of fire safety, certificate of food safety and hygiene, environmental protection plan or confirmation as prescribed). They must also provide invoices or receipts before payment. There must be a price list for each room type and prices of goods and services. A table menu listing the names, quantities, and prices of food and beverages must be provided. A contract or agreement for room rental must be used. Rooms, dining areas, and restrooms must meet the criteria of being bright, clean, and aesthetically pleasing. No extensions or awnings that encroach on sidewalks or roads are permitted. If these establishments violate regulations such as forcing guests to eat or stay in the same room, transferring guests, selling guests; taking back rooms before the agreed-upon time; cutting off water or air conditioning for guests; Selling goods at prices higher than regulated; indiscriminately discharging wastewater and waste; engaging in uncivilized behavior and language... will be punished according to the provisions of the law. At the same time, depending on the severity of the violation, the city will apply additional forms of punishment such as temporarily suspending business; revoking business licenses; and publicizing violations through mass media and city information systems.

To ensure security and order in the area, the city has also established 5 tourism order management teams, with 110 participants, in Truong Son ward (2 teams) and one team each in Bac Son, Trung Son, and Quang Cu wards. These tourism order management teams are tasked with maintaining order in tourism businesses and activities; preventing all types of crimes and other legal violations 24/7. They also receive reports and information about crimes, conduct preliminary investigations and verifications, and forward them to the competent investigative agencies. In addition, they coordinate with the urban regulations inspection team in managing urban order, encroachment on roads and sidewalks; managing vagrants and beggars, those selling groceries from pushcarts, those selling seafood from bicycles, street vendors, massage parlors, those renting mats and inflatable floats on the beach, children's bicycles and rickshaws, fishing, and statue painting, etc.

To build a civilized, courteous, and friendly image for Sam Son tourism, the city has also implemented a "Code of Conduct for Civilized Tourism" for local residents. Simultaneously, it actively encourages tourism businesses to renovate and upgrade their infrastructure, equipment, and environmental hygiene. Furthermore, it encourages businesses to improve the quality of existing products and services and develop promotional packages with incentives and quality guarantees, as well as new tourism products and services geared towards green, safe, and attractive tourism. The city continues to promote tourism linkages within the province and nationwide; connecting tours from Sam Son to the Ho Dynasty Citadel, Lam Kinh, Ben En, Cam Luong Fish Stream, Ham Rong Historical Site, etc.; and from Sam Son to other provinces and internationally.
