This loan is expected to be a solid foundation to help reformed offenders improve their lives.

After serving her 24-month prison sentence and returning to her hometown, Ms. Vang Thi May from Phieng Lao village, Muong Hum commune, was determined to rebuild her life. With an initial loan of 100 million VND approved by the Social Policy Bank at a preferential interest rate, Ms. May renovated her pigpens and bought 7 pigs (a local black pig breed) for breeding. Thanks to good care, her pigs are healthy, grow quickly, and she has already sold 3 of them, earning some money to repay the bank. After selling the remaining pigs, her family will continue to reinvest the proceeds to expand the pigpens and develop the herd.

Thanks to policy-based funding, Mrs. Vang Thi May from Phieng Lao village, Muong Hum commune, has been able to develop her family's economy and stabilize her life.

Another case of loan disbursement is that of Mr. Phàng Páo Ly from Bản Phố village, Dền Thàng commune. Since his release from prison and return to his hometown, he has been encouraged by his family and neighbors, and further supported by the widespread dissemination and implementation of Decision No. 22/2023/QĐ-TTg. After discussing his options for starting a new life, he was included in the list by the People's Committee and the commune police, and the Loan Advisory and Loan Team met to review and approve his loan from the credit program for those who have completed their prison sentences.

With a loan of 100 million VND over a 5-year period, at an interest rate equivalent to that for poor households, Mr. Pao Ly's family used it to buy buffaloes for production. This resource has given him the strength to recover in life, focus on his work, and reintegrate into the community.

Mr. Phàng Páo Ly from Bản Phố village, Dền Thàng commune, received a loan of 100 million VND to buy buffaloes for production.

Decision No. 22/2023/QD-TTg demonstrates the humanitarian spirit of the Party and the State, helping those who have committed offenses overcome their feelings of guilt, find employment upon returning to their localities, and gradually reintegrate into the community and stabilize their lives. This decision stipulates two groups of eligible borrowers: those who have completed their prison sentences and those granted amnesty; and production and business establishments employing individuals who have completed their prison sentences. Specifically, those who have completed their prison sentences can borrow a maximum of 4 million VND per person per month for vocational training and a maximum of 100 million VND per person for production, business, and job creation. The interest rate is the same as the interest rate for loans to poor households as stipulated in each period.

Mr. Vuong Van Thang, Deputy Director of the Social Policy Bank of Bat Xat District, said: "Identifying this as a major policy with high humanitarian value, preferential loan capital meets practical needs, creates jobs, and supports livelihoods for those who have unfortunately made mistakes or violated the law, giving them the opportunity to reform, have a stable life, rebuild their lives, and soon become useful citizens for society. In the past, implementing Decision No. 22/2023/QD-TTg, the Social Policy Bank of Bat Xat District has promptly coordinated with the local government to widely inform and disseminate information to the people in the area so that they understand the policies of the Party and the State and can access preferential loan capital."

By May 2024, the District Social Policy Bank had disbursed loans to two individuals who had completed their prison sentences and met the eligibility criteria for loans under Decision 22 of the Prime Minister , enabling them to develop their businesses and stabilize their lives, totaling 200 million VND.

Immediately after accessing the disbursed funds, most borrowers were guided and encouraged by local authorities, organizations, and the commune police to use the loan funds for the intended purpose and ensure effectiveness. In the coming time, the District Social Policy Bank will continue to coordinate the review of loan applications for eligible individuals in need. At the same time, it will cooperate with local authorities, organizations, and the police force to monitor the use of loan funds, ensuring the program is implemented for the right purpose, targeting the right beneficiaries, and achieving effectiveness.

The police and local authorities visited and encouraged borrowers to use the loan funds for the intended purpose and ensure effectiveness.

It is evident that the effective implementation of Decision No. 22/2023/QD-TTg dated August 17, 2023, of the Prime Minister on credit for those who have completed their prison sentences is an effective solution not only to provide rehabilitated individuals with the motivation to actively develop economically, reintegrate into the community, and build new lives, but also to effectively prevent crime and maintain security and order. A life rebuilt brings more peace and happiness to every home and every village in the mountainous district of Bat Xat.
