According to the organizing committee, to implement electronic health records (EHRs) for military personnel throughout the armed forces, the General Department of Logistics and Technical Services organized training sessions to introduce and standardize procedures for managing, caring for, and protecting the primary health of soldiers in accordance with current regulations of the Ministry of National Defense , after being digitized into an information technology software system. Simultaneously, guidance was provided on how to effectively and appropriately utilize the records to serve the regular professional tasks of agencies and units.

Over the course of one day, 68 trainees will be introduced to the basic contents of current legal regulations related to military personnel health records by officers from the Treatment Department (Military Medical Department). They will also receive guidance from instructors of the Military Industry and Telecommunications Group ( Viettel ) on creating, updating, managing, and using the military personnel electronic health record software database.

The training content is divided into four modules: Introduction to several legal documents regulating the management, protection, and care of soldiers' health, applicable to the military personnel health record system; guidance on exploiting, using, and creating the initial database of the military personnel health record software, following the procedures issued in Circular No. 1017/HD-QY dated March 27, 2025, of the Military Medical Department; guidance on integrating and linking medical examination and treatment data from the hospital's medical examination and treatment management software to the military personnel health record software, ensuring synchronization, accuracy, and updating between medical systems inside and outside the military; and finally, guidance on managing the military personnel health record software, supporting users at the unit level to manage and operate the system smoothly, and promptly resolving any issues during use at the facility.

In his opening remarks at the training course, Colonel Tran Duy Hung requested that the organizing committee strictly adhere to the planned schedule and program, ensuring safety in all aspects, especially information security. He urged instructors and presenters to deliver concise, easy-to-understand, easy-to-apply, and clear content so that it can be applied appropriately to the specific characteristics of each unit after the training. He also emphasized that participants must thoroughly understand the content, apply it flexibly and appropriately to the practical realities of their respective agencies and units, and be fully capable of mastering the use of the introduced software after the training.

Colonel Tran Duy Hung also noted that agencies, units, and individuals involved in the management, exploitation, and use of the military personnel's electronic health record software system must strictly comply with regulations on personal data protection and current regulations on security, safety, and confidentiality.
