According to the Ministry of Education and Training , preschool education is currently facing many difficulties, the most significant of which is the shortage of preschool teachers in many localities, and the policies supporting preschool teachers are not commensurate with the situation. Therefore, to move towards universal education for children aged 3-5, these obstacles need to be addressed promptly.

At the recent consultation meeting on the draft Resolution of the National Assembly on universal preschool education for kindergarten children, Deputy Minister of Education and Training Nguyen Thi Kim Chi stated that the policy of universal preschool education for children aged 3-5 has been expressed in documents of the Party and the Government. Given the current situation and the needs of this educational level, the Ministry of Education and Training has advised the Government to develop a draft Resolution of the National Assembly on universal preschool education for children aged 3-5. Over the past period, the Ministry of Education and Training has developed, evaluated, and organized numerous workshops and conferences, and at this time, a draft Resolution of the National Assembly on universal preschool education for children aged 3-5 has been completed.

In reality, the biggest obstacle to achieving universal preschool education remains the high rate of preschool teachers leaving their jobs. Recruitment of preschool teachers in some localities is not meeting demand due to the immense workload, long working hours, and low income of preschool teachers.

Previously, the Ministry of Education and Training stated that the projected shortage of preschool teachers by 2023 is over 55,000 positions. The Politburo has allocated over 13,000 positions under Decision No. 72; and the remaining over 26,000 positions will be allocated by the Politburo in the period from 2024-2026. However, as of August 2023, there are still approximately 28,000 unused positions in provinces and cities that have not yet been filled.

By 2030, the country will lack more than 39,000 classrooms and need thousands of additional sets of teaching equipment and supplies. The projected funding required to supplement infrastructure and equipment is over 32 trillion VND, requiring an additional 6 trillion VND per year.

In the draft Resolution currently under development, the Ministry of Education and Training stipulates mechanisms and policies to ensure resources for the universalization of preschool education for children aged 3-5. These include policies for disadvantaged children; policies and mechanisms for preschool administrators and teachers; and policies and mechanisms for investing in disadvantaged areas and promoting the development of non-public preschool education through social mobilization.

Recently, contributing his opinions on the draft Resolution of the National Assembly on universal preschool education for children aged 3-5, Professor Dr. Nguyen Van Minh - former Rector of Hanoi Pedagogical University - noted the need for policies on training, fostering, and recruiting preschool teachers, especially in areas with industrial zones and export processing zones. He also emphasized the need for specific and detailed regulations on the socialization and investment in infrastructure for preschool education.

Mr. Vo Van Minh, Deputy Director of the Quang Tri Department of Education and Training, analyzed that this is the opportune and necessary time to issue a National Assembly Resolution on universal preschool education for children aged 3-5, and that resources need to be focused on developing the set goals. According to Mr. Minh, the rate of structural improvement for preschool education is the lowest among all levels of education. If priority is not given to allocating resources to eliminate temporary classrooms and improve school infrastructure, the set goals will not be achieved, and the risk of inequality in access to education may also arise...

Many delegates argued that the participation and contributions of non-public preschools play a crucial role in the universalization of preschool education for children aged 3-5. Deputy Minister of Education and Training Nguyen Thi Kim Chi emphasized the role of decentralization and delegation of authority to localities in implementing universal preschool education for children aged 3-5. Furthermore, it is necessary to strengthen communication efforts to ensure that all segments of the population understand the approach to universalization, thereby creating opportunities for children to be ready for school. Accordingly, the Preschool Education Subcommittee of the National Council for Education and Human Resource Development will synthesize opinions and proposals from localities to gather as much data as possible to advise the Ministry of Education and Training on finalizing the draft in the near future.

Currently, the whole country has 4,556,771 children aged 3-5 years old being cared for in 15,256 public kindergartens and 17,444 public educational institutions. The enrollment rate for children aged 3-5 years old in kindergartens is 93.6%. The proportion of private kindergartens accounts for 20.8%.
