Mr. Duong Thanh Binh, Chairman of the National Assembly's Committee on Citizen Petitions and Supervision, stated that voters and the people believe that with the involvement of the entire political system, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a great success. The elected deputies will uphold a sense of responsibility and dedication, fulfilling their role as representatives of the people's will and aspirations; contributing to major policy decisions and building a socialist rule of law state in Vietnam, of the people, by the people, and for the people.

But voters are also wondering, what mechanisms will be in place to monitor the implementation of candidates' promises after they are elected, so that those promises are translated into action?

Promises must be kept, and promises must be seen through to the end.

Regarding the issue raised, Ms. Nguyen Quynh Lien, Member of the Presidium, Head of the Democracy, Supervision and Social Criticism Committee, and Vice-Chair of the Democracy and Law Advisory Council of the Central Committee of the Vietnam Fatherland Front, shared that the Action Program is considered a " political commitment" of the candidate, serving as a basis for voters, the people, and the Vietnam Fatherland Front to monitor and evaluate the activities of elected representatives throughout their term.

To ensure that candidates "walk the talk" after being elected, Ms. Lien stated that the Vietnam Fatherland Front will continue to play its role as a bridge between the people and the Party and the State. It will strengthen its oversight and support activities to ensure that the responsibilities of elected representatives are linked to concrete actions and results after the election, not just the selection process. Accordingly, the Front will continue to closely coordinate with relevant agencies in organizing voter participation in oversight from the beginning of the term, through monitoring the implementation of each representative's action program.

“At the same time, the Fatherland Front will strengthen thematic and sectoral supervision, especially on issues of concern and frustration to voters such as administrative reform, anti-corruption, practicing thrift, combating waste, ensuring social security, and resolving complaints and denunciations. The Fatherland Front will continue to promote its role in gathering and reflecting the opinions and recommendations of voters, with a focus on applying information technology and digital platforms to expand channels for receiving feedback, helping people easily reflect, monitor, and supervise the activities of their representatives,” Ms. Nguyen Quynh Lien shared.

Monitoring promises

Dr. Nguyen Thi Viet Nga, Deputy Head of the Standing Delegation of the National Assembly Deputies of Hai Phong City, stated that in each election, voters not only choose an individual to represent them in the parliament, but also entrust them with a significant political mandate: the belief that commitments made to the people will be fulfilled through concrete actions throughout their term. Therefore, monitoring the implementation of promises made by elected representatives is essential to ensure the authenticity of their representative activities and to strengthen voters' trust in elected bodies.

Based on her experience as a representative in two terms of the National Assembly (14th and 15th), Ms. Nga believes that, first and foremost, the most important oversight mechanism remains the direct supervision of voters. National Assembly representatives and People's Council representatives must maintain close contact with voters through regular meetings and channels for feedback and suggestions from the people. During these meetings, voters have the right to ask questions and compare the action programs committed to during election campaigns with what the representatives have actually done and are currently doing. This close monitoring by voters is the most accurate "measure" of the responsibility of their representatives.

Another factor that needs to be promoted is the transparency and accountability of representatives. In the current context of digital transformation, representatives have more opportunities to publicly disclose information about their activities: from participating in discussions and questioning in parliament, to policy recommendations and proposals, or issues pursued to protect the rights of voters. When these activities are widely publicized in the press and on digital platforms, voters will have more basis to monitor and evaluate them.

"In my opinion, the most important thing is still the self-awareness and political responsibility of each delegate. Promises to voters are not just slogans in an election campaign, but a commitment of honor. Once they have received the trust of the people, each delegate must always remind themselves that behind that ballot are the expectations of tens of thousands of voters," Ms. Nga stated.

Drawing from his experience as a former National Assembly representative, Mr. Ngo Sach Thuc, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, stated that when candidates present their action programs, it is essentially a "public promise."

"As a voter, if a candidate fails to fulfill their promises after being elected, the voter has the right to report this to the representative and relevant authorities. Therefore, voters themselves must be clearly aware of their rights and responsibilities in monitoring the promises made by candidates during the election campaign," said Mr. Ngo Sach Thuc.

Associate Professor Dr. Vu Hao Quang, Chairman of the Advisory Council for Comprehensive Analysis of Public Opinion - Vietnam Fatherland Front Committee of Hanoi City, believes that voters not only exercise their right to choose representatives on election day, but also monitor and supervise representatives throughout their term. This supervision is demonstrated through voter contact, through the implementation of action programs, speeches in parliament, and through questioning the results that the representative will bring. In addition, there is the supervisory mechanism of the Fatherland Front at all levels over elected representatives. In the coming period, the role of the Fatherland Front will become increasingly important in monitoring and supervising the action programs of each National Assembly representative, People's Council representative, as well as the activities of elected bodies before the people.
