In the context of the whole country accelerating the implementation of the National Digital Transformation Program and the requirements for rapid and sustainable development in the new period, Quang Ninh has early identified digital transformation as a strategic pillar, alongside administrative reform, innovation of growth models and green transformation.
Resolution No. 09-NQ/TU dated February 5, 2022, of the Provincial Party Committee on comprehensive digital transformation by 2025, with a vision to 2030, has created a solid political foundation and unified understanding and action throughout the province. Based on this, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have issued a comprehensive set of programs, projects, and action plans with specific goals, roadmaps, and targets, clearly defining responsibilities and expected outcomes. The Provincial People's Committee alone has issued 84 decisions and 104 plans directly related to digital transformation – a figure that demonstrates the meticulous investment and high level of determination.
According to Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology of Quang Ninh province, over the past four years (2022-2025), Quang Ninh province has invested heavily in digital infrastructure. The province has nearly 5,600 BTS stations, providing 4G coverage to 100% of the population; 5G coverage reaches approximately 40% of the area. 97.74% of households use fiber optic internet, and the smartphone usage rate is over 95%. The undergrounding of telecommunication cables and the sharing of infrastructure have been accelerated, both improving investment efficiency and ensuring urban aesthetics.

Three integrated data centers have been built and put into operation, effectively serving the leadership and management work of Party and government agencies, while gradually connecting and sharing with national common platforms.
In addition, software systems and digital platforms serving management and administration have been widely deployed. 100% of work files at the provincial level, 90% at the district level, and 80% at the commune level are processed entirely online. 100% of officials and civil servants from the provincial to the commune level have been provided with e-government accounts and specialized digital signatures for official use. The online video conferencing system covers 100% of communes, wards, and special zones, ensuring smooth and timely direction and operation, especially in situations requiring rapid response.
Cashless payments are developing rapidly, and Mobile Money is being widely implemented, even in rural and mountainous areas. Marketplace 4.0 models and electronic payments in electricity, water, telecommunications, healthcare, and education are becoming increasingly common.
In healthcare, Quang Ninh is one of the leading localities in implementing paperless hospitals, using identity cards to replace health insurance cards; medical examination and treatment data is interconnected, improving the quality of healthcare for the people. In education, electronic student records, electronic gradebooks, and online enrollment are implemented synchronously, gradually forming a modern digital education environment.
Student Do Bao Ngoc, class 10A4, Le Quy Don High School (Quang Hanh ward, Quang Ninh province) shared: "100% of the lessons are taught digitally, which helps us absorb knowledge more easily and comprehensively. In addition, the regular use of computers, projectors, and software helps us improve our skills in using modern technologies and equipment in our studies and daily lives."

In providing public services, Quang Ninh continues to affirm its leading position nationwide, with 100% of eligible administrative procedures being provided online throughout the entire process. Citizens are supported with public digital signatures; the process of submitting applications, making payments, and receiving results is increasingly convenient, transparent, and saves time and social costs.
Significant investment in digital infrastructure has provided a crucial boost to the development of the digital economy. The proportion of the digital economy in the province's GRDP has steadily increased over the years, from 6.68% in 2022 to 7.73% in 2025, reflecting a positive shift in the economic structure. 100% of businesses and households use electronic invoices; e-commerce is developing strongly, especially the Quang Ninh OCOP e-commerce platform, which has become an effective channel for promoting and selling local products, where 100% of the province's OCOP products are introduced, promoted, and marketed. Traceability has been widely implemented with millions of products labeled with QR codes, contributing to increasing the value of goods and boosting consumer confidence.
