(MPI) - In Resolution No. 233/NQ-CP of the regular Government meeting in November 2024, the Government assigned ministries, agencies and localities, according to their assigned functions, tasks and authorities, to urgently issue plans and prepare necessary conditions to promptly and effectively implement the laws and resolutions passed by the National Assembly at the 8th Session (shortening the time for preparing guiding documents), so that new regulations can be put into practice as quickly as possible, meeting the requirements of socio -economic development.

For laws passed under the one-session process and taking effect from December 1, 2024, January 1, 2025, January 15, 2025 and February 1, 2025, ministries and agencies need to review and proactively draft detailed regulations early to ensure they are promulgated and take effect at the same time as the law.
Focus on reviewing, promulgating according to authority or submitting to competent authorities for promulgation legal documents, removing "bottlenecks" and "bottlenecks", especially urgent and necessary issues, creating breakthroughs in the spirit of the 10th Central Conference of the 13th tenure, creating favorable conditions to welcome high-quality international investment capital and technology sources.
Thoroughly grasp the requirements for innovation in the development and promulgation of legal documents; strengthen discipline, order and control of power, prevent and combat corruption, negativity, and "group interests" in the work of law-making, and promote the responsibility of heads of presiding, coordinating, and appraising agencies in each stage and phase of the process of developing legal documents.
The Government requested ministries, branches and localities to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, determined to complete the 2024 Socio-Economic Development Plan to the highest level, creating momentum for acceleration, breakthrough, striving to achieve the growth target of 8% in 2025.
Accordingly, ministries, agencies and localities, according to their assigned functions, tasks and authorities, closely monitor the situation, fully assess new impacts from both domestic and foreign countries on our country's socio-economy to analyze, forecast, and have appropriate and effective policy responses and solutions. Proactively, flexibly, promptly and effectively operate monetary policy, closely coordinate and harmonize with a reasonable, focused and key expansionary fiscal policy and other macroeconomic policies to support production and business, and promote growth drivers.
Continue to resolutely implement state budget collection solutions with a proactive and positive spirit, ensuring correct, sufficient and timely collection, expanding the collection base and preventing tax losses, especially land use fees, e-commerce business, and via digital platforms; strive to collect state budget in 2024 exceeding at least 15% of the assigned estimate. Resolutely cut unnecessary regular expenditures to reserve for development investment and social security expenditures, ensuring efficiency, focus and key points.
Proactively grasp the market situation, balance supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market, especially for essential goods, ensure supply at the end of the year and the Lunar New Year 2025, avoid shortages, disruptions in supply, and sudden price increases.
Resolutely accelerate the disbursement of public investment capital, implement 03 National Target Programs, speed up the construction progress of key and important national works and projects; urgently complete, promulgate and deploy plans in 2024.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and authorities, to focus on leading and directing the serious, drastic and effective implementation of tasks and solutions to promote the disbursement of public investment capital, striving to achieve a disbursement rate of 95% of the plan assigned by the Prime Minister .
Direct investors and project management boards to promptly complete documents, legal procedures, and acceptance records of completed volumes to send to the State Treasury as a basis for control, payment, and refund according to regulations.
Urgently accept the volume, make payments to contractors, ensure disbursement of the 2024 capital plan according to regulations; do not let the volume that has been performed but not paid remain, do not let payment accumulate at the end of the year.
Strengthening the examination, review and direction of final settlement of completed projects according to regulations.
Localities allocate detailed capital plans for 2025 for National Target Programs, prioritize arranging sufficient local budget capital for implementation, and accelerate the disbursement progress of capital sources for National Target Programs from the beginning of 2025.
Urgently complete and approve the planning of Hanoi Capital and Ho Chi Minh City, national sectoral planning, and the planning implementation plan must be completed by 2024.
Highly focus on implementing solutions to develop industrial and agricultural production and key sectors; ensure national energy and food security; accelerate national digital transformation, develop digital economy, green economy, circular economy, creative economy, new industries and fields, high technology; strongly develop the market and stimulate domestic consumption, expand export markets; synchronously implement tasks and solutions to serve the year-end and Lunar New Year 2025.
Along with that, focus on developing culture - society, ensuring social security, improving the material and spiritual life of the people; proactively preventing, combating and promptly overcoming the consequences of natural disasters, responding to climate change. Proactively implement solutions to strengthen labor market connectivity, especially between provinces in key economic regions with provinces in the Northern Midlands and Mountains, and the Mekong Delta to overcome local labor shortages, ensuring balance between labor supply and demand.
Resolutely deploy the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025" to achieve the goal of eliminating all temporary and dilapidated houses in 2025.
Ministries, agencies and localities, according to their assigned functions, tasks and authority, shall step up propaganda work from now until the 14th National Party Congress, emphasizing major topics such as: new confidence, new spirit; the country's foundation, potential, position and international prestige; opportunities, challenges and historical responsibilities of the Party to lead the country forward in the new era; education, orientation of ideology and public opinion on the fight against corruption, waste and negativity; strengthening the fight against wrong and hostile viewpoints./.
