At the conference, Mr. Truong Van Liep, Director of the Tay Ninh Provincial Department of Finance, stated that 2025 will be the first year that the Vietnam Chamber of Commerce and Industry (VCCI) applies the PCI 2.0 index. A key new feature of this index is the expansion of its assessment scope from the business environment to the private sector development ecosystem, with a greater focus on the quality of business support, access to resources, level of fair competition, and the effectiveness of implementing reform commitments.

According to the published results, Tay Ninh's PCI score in 2025 reached 58.54 points, placing it in the "relatively low" group, 5.36 points lower than the national median and 5.41 points lower than the median of the Southeast region. Analysis of the score structure shows that the province has 2 out of 9 indicators in the leading group nationwide: the cost of complying with administrative procedures and legal institutions.
Accordingly, in the administrative procedure compliance cost index, the province achieved 8.86 points, ranking second out of 34 provinces and cities. This result shows positive changes from administrative reform, reducing the time businesses spend working with state agencies and limiting overlapping inspections and audits. However, the quality of online public services still needs improvement, as the percentage of businesses that conveniently complete online procedures remains lower than the national median.
Regarding the legal institution index, Tay Ninh scored 7.91 points, ranking 3rd out of 34 provinces. Businesses highly appreciate the ability to protect their legitimate rights and interests, as well as the fairness and objectivity of judicial rulings. This is an important foundation contributing to strengthening investor confidence.
Nevertheless, the percentage of businesses willing to use the courts to resolve economic disputes remains low, indicating the need to further enhance trust and effectiveness of formal legal mechanisms in business operations.
Although Tay Ninh has two leading indicators nationwide, seven out of nine component indicators of the PCI (Provincial Competitiveness Index) are still close to or below the median. The three biggest bottlenecks are access to resources, business support policies, and a proactive government.
This result shows that the province's investment and business environment still has many limitations that need to be addressed soon. This requires all levels and sectors to be more decisive in administrative reform, improving the quality of governance, and working alongside businesses to improve competitiveness and create momentum for the sustainable development of the private economic sector.

Speaking at the conference, Mr. Le Van Han, Chairman of the People's Committee of Tay Ninh province, stated that the PCI and BPI results for 2025 clearly reflect the shortcomings that need to be addressed. Although Tay Ninh was honored by the VCCI as one of the top 3 localities with outstanding reform achievements in the 20 years of PCI implementation, this should not be a reason for complacency but rather a driving force for continued and stronger innovation.
Besides the Provincial Competitiveness Index (PCI), the results of the Business Performance Index (BPI) for 2025 also reveal many challenges. Tay Ninh achieved 4.01 points, ranking 24th out of 34 provinces and cities. Although the province has a higher rate of newly established businesses and the number of operating businesses per capita than the national median, the performance of the private sector remains limited. Average revenue per worker is lower than the national median, labor growth is negative, and the percentage of profitable businesses is only 44.56%.
To substantially improve the investment and business environment, Chairman of the Tay Ninh Provincial People's Committee Le Van Han requested relevant departments and agencies to urgently develop plans to improve the Provincial Competitiveness Index (PCI) and the Provincial Competitiveness Index (BPI) by 2026; strengthen monitoring and handling of business requests; innovate support policies towards practicality and effectiveness; and remove bottlenecks in access to capital, land, and planning information.
At the same time, the province will tighten administrative discipline and order, strictly handle acts of harassment and inconvenience to businesses; and use the level of business satisfaction as one of the criteria for evaluating the responsibility of the head of the agency.

The Chairman of the People's Committee of Tay Ninh province emphasized that the PCI and BPI are not just ranking numbers but also reflect the quality of governance, the effectiveness of business support, and the vitality of the private sector. With a wider development space after the merger, Tay Ninh has many advantages to attract investment, but these advantages only truly become competitive strengths when the government operates efficiently, transparently, and works alongside businesses.
"Tay Ninh province is committed to continuing to remove bottlenecks, improve the investment and business environment, and create the most favorable conditions for the development of the private economy in the new phase," affirmed Mr. Le Van Han, Chairman of the People's Committee of Tay Ninh province.
