In August, when visiting Trang Bang, Go Dau... it is easy to see the urgent construction atmosphere on many infrastructure projects. From the Ho Chi Minh City - Moc Bai expressway construction site, Ring Road 3 to provincial roads, everywhere is the image of machines operating continuously, workers working diligently regardless of the harsh sun or storms.
It is no coincidence that Tay Ninh has become one of the localities with the highest public investment disbursement rate in the country in the first 7 months of 2025.
Behind that bustling rhythm is the determination of the entire provincial political system: to speed up the disbursement of investment capital to develop infrastructure, opening up new development space.

Up to now, compensation, support and resettlement plans are being drafted according to the regulations and policies of the State and the province so that people have capital to rebuild their houses.
“ We also hope that the State will pay attention to supporting households whose houses and residential land are cleared, creating conditions for resettlement or being able to buy another piece of land to build a house. Compensation payments will be made to hand over the site early, relocate to a new place to stabilize life and the project will also be constructed on schedule,” said Mr. Khuong.
Mr. Tran Minh Tam, Chairman of Trang Bang Ward People's Committee, said that the Ho Chi Minh City - Moc Bai expressway project not only contributes to completing the regional traffic connection system, reducing the load on National Highway 22, but also creates a great driving force for urban, industrial, commercial and service development of Tay Ninh province in general and Trang Bang in particular.
In the list of key projects, Component Project 4 (DATP4) - compensation, support, and resettlement of the Ho Chi Minh City - Moc Bai expressway section through Tay Ninh is considered key. With a planned capital of VND1,504 billion, the project is responsible for clearing 26.3 km of road through the province, involving more than 2,200 households.
By the end of July 2025, Tay Ninh had paid VND 2,073.5 billion, reaching nearly 92% of the advanced funds, corresponding to more than 1,480 households. Compared to the approved plan, the value of funds paid reached 67.84%. This is an impressive figure, showing that the compensation, support and resettlement work was organized methodically, quickly and transparently.
Not only stopping at compensation, the construction progress of resettlement areas is also being accelerated, ensuring that when people hand over their land, they will have new and stable housing. Thanks to that, the expressway project is expected to start construction in the third quarter of 2025, opening up the expectation of connecting Tay Ninh - Ho Chi Minh City in less than 1 hour of travel.
Belt 3 - Inter-regional infrastructure breakthrough
Along with the expressway, the Ring Road 3 - Ho Chi Minh City section through Tay Ninh is also becoming a bright spot in terms of disbursement. With a total investment of VND 4,208 billion for 6.8 km, the project has completed 100% of the site clearance and resettlement arrangements.
Construction packages were deployed simultaneously, of which DATP7 (VND 3,040 billion) reached nearly 78% of the volume, the fastest among the component projects. Notably, the intersection between Ring Road 3 and the Ho Chi Minh City - Trung Luong and Ben Luc - Long Thanh expressways has been completed, and some branches will be opened to traffic from May 2025. This is an important step to connect inter-regions, reducing traffic pressure at the gateway to Ho Chi Minh City.
According to plan, the section through Tay Ninh will be basically completed in 2025 and put into operation on April 30, 2026 - a meaningful milestone.

Not only national-scale projects, many provincial road and trunk road infrastructure projects are also making breakthroughs thanks to timely capital disbursement such as: Provincial Road 830C: capital of 1,000 billion VND, disbursed 819 billion VND, reaching nearly 82%;
Truong Chinh Street (DT.781 - 30/4 Street) has spent 342 billion VND/435 billion VND, reaching 79%. Projects leading to the bridge on DT.827E, land clearance for DT.830E, or resettlement areas are also being quickly resolved.
In particular, many problems regarding material sources and land at key routes such as DT.823D or Ring Road 3 have been completely resolved, creating favorable conditions for continuous construction.
Tay Ninh - "bright spot" in the disbursement map
According to the Ministry of Finance's report, Tay Ninh's capital plan for 2025 is 16,948.55 billion VND. By the end of July, the locality had disbursed 9,166.31 billion VND, reaching 54.1% of the plan and 57.9% of the plan assigned by the Government. With this figure, Tay Ninh ranked 11th out of 34 provinces and cities with high disbursement rates.
Of the 48 units assigned by the Provincial People's Committee as investors, 22 units achieved a disbursement rate of over 50%, showing consistent efforts, not just focusing on a few projects.
It is not by chance that the disbursement progress in Tay Ninh has had positive changes, but it lies in the drastic direction of the provincial leaders.
Chairman of the Provincial People's Committee Nguyen Van Ut repeatedly emphasized: " No waiting, no prolonging procedures. As soon as a project is completed, disbursement and settlement must be made immediately." This viewpoint is concretized by the establishment of two specialized working groups to closely monitor each key project and promptly remove obstacles.
In particular, Tay Ninh has implemented the “6 clear” requirements: clear people, clear work, clear responsibility, clear authority, clear time and clear results. This is not just a slogan but has become a working principle, forcing departments, branches and localities to be more proactive and responsible.

It is worth noting that the disbursement of public investment capital is not simply a financial indicator. For Tay Ninh, it is a way to shorten the infrastructure gap, pave the way for attracting investment and promoting growth.
Routes such as the Ho Chi Minh City - Moc Bai Expressway or Ring Road 3, when completed, will transform Tay Ninh from a "suburban area" to a "central area" in connecting the Southeast region. Agricultural products, processing industry, tourism, etc. will be more convenient with modern infrastructure.
People are also direct beneficiaries: there are spacious resettlement areas, new roads for safe travel, and traffic infrastructure to develop services and trade.
Tay Ninh has set a very clear goal: to disburse at least 75% of capital by the end of the third quarter and 100% by the end of 2025. This is a big challenge, because there are less than 5 months left, and many projects are still in the procedural stage.
However, with the current momentum, plus the consensus of the people and the determination of the leaders, this goal is completely feasible. Projects with quick disbursement will create a chain effect, promote the local economy, and at the same time contribute significantly to the country's overall growth goal.
