At the conference, delegates heard two thematic presentations on "Some outstanding results in Vietnam's foreign affairs work in the first seven months of 2025" and "Building and organizing the Steering Committee 35 at all levels to meet the requirements of protecting the Party's ideological foundation in the new situation".
In the special report "Some outstanding results in Vietnam's foreign affairs work in the first 7 months of 2025," Standing Committee member of the Party Committee, Head of the Propaganda and Mass Mobilization Department of the Party Committee, and Deputy Minister of Foreign Affairs Le Thi Thu Hang analyzed the context of the global and regional political and economic security situation, the US tariff policy, and its impacts on Vietnam.
According to Deputy Minister Le Thi Thu Hang, Vietnam's foreign relations activities over the past seven months have been favorable, attracting attention from other countries and ensuring four major objectives: maintaining a favorable foreign relations situation, preserving a peaceful and stable environment; and firmly protecting independence, sovereignty , and territorial integrity.
Foreign relations activities are implemented synchronously and comprehensively across all pillars: Party diplomacy, State diplomacy, people-to-people diplomacy, parliamentary diplomacy, etc., aiming to create resources and expand the strategic space for development. This enhances the country's role and position and participation in international affairs, such as promoting its role in ASEAN and the United Nations (participating in the Third United Nations Ocean Conference - UNOC 3, Vietnam was one of the first countries to sign commitments and put forward many voluntary initiatives).
Specifically, in the past seven months, Vietnam has upgraded, enhanced, and deepened its cooperative relations with partners, including upgrading relations with 11 countries, bringing the total number of countries with cooperation frameworks to 38 partners, including 13 comprehensive strategic partners, 10 strategic partners, and 15 comprehensive partners. Vietnam has become a partner country of BRICS. High-level leaders have conducted 55 diplomatic activities, with a higher number of international visitors to Vietnam. For the 80th anniversary of National Day, seven high-level delegations will visit, including three delegations conducting official visits combined with attending ceremonies, four delegations attending; 15 delegations from political parties, and eight delegations from defense ministers.
Also during the first seven months, state agencies signed 253 documents (compared to only 127 documents for the whole of 2024) and numerous economic contracts with a committed amount of 9 billion USD. Foreign relations activities were spread across all pillars and involved the active participation of ministries and sectors. Science and technology diplomacy is one of the key areas of Vietnam's foreign policy.

The Cultural Diplomacy Strategy to 2030 set a target of 60 World Heritage sites, and to date, 73 have been added, a spectacular milestone exceeding the target. The newest site inscribed on the UNESCO World Heritage list is the Yen Tu - Vinh Nghiem - Con Son - Kiet Bac scenic area.
Work related to Vietnamese people abroad and citizen protection has been implemented vigorously and effectively. The Law on Nationality has been fundamentally amended, meeting the expectations of Vietnamese people overseas. Approximately 1,500 Vietnamese citizens working in illegal casinos in Cambodia and about 700 citizens in Myanmar have been repatriated; citizens have also been evacuated from dangerous conflict zones in Israel and Iran.
According to Deputy Minister Le Thi Thu Hang, the major issues and tasks facing Vietnam are maintaining a peaceful and stable environment, an open foreign policy landscape, and maximizing the country's internal strengths to achieve the growth target of 8% in 2025; focusing on comprehensively and fundamentally resolving issues related to tariffs; effectively and substantively leveraging the momentum of upgrading and elevating relations, and especially implementing international agreements and commitments. Along with that, it is necessary to promote science and technology diplomacy to attract external resources, especially knowledge and technology; and to promote Vietnam's role, position, and capacity to participate and lead in global governance, proactively developing plans for early and remote participation.

Delivering a presentation on the topic "Building and organizing the Steering Committee 35 at all levels to meet the requirements of protecting the Party's ideological foundation in the new situation," Vu Trong Ha, Director and Chief of the Office of the Central Steering Committee 35, stated that recently, the world has undergone epochal changes, and the international economic, political, and security environment has evolved rapidly, becoming complex and difficult to predict. Meanwhile, at specific times, taking advantage of difficulties and obstacles that need to be resolved, and complex issues arising from the realities of social life, hostile and reactionary forces both domestically and internationally collude and intensify their subversive activities using increasingly sophisticated and cunning methods and tactics.
The task is to strengthen guidance and coordination in reviewing and promoting the completion of the legal framework and relevant legal documents to ensure they meet practical requirements. Maximize the application of scientific and technological solutions, including software applications for scanning and filtering harmful and toxic information, and disseminating positive information. Intensify diplomatic negotiations and improve the effectiveness of legal, economic, and technical battles against businesses providing cross-border digital service platforms. Require domestic network operators to enhance their political responsibility in handling harmful and toxic information; focus resources on building, developing, and exploiting domestic social networks to better meet user needs.
Regarding the orientation of propaganda work, Deputy Head of the Standing Committee of the Party Committee's Propaganda and Mass Mobilization Department, Ms. Ha Thi Trang, requested the Propaganda and Mass Mobilization Departments of Party Committees under the Government Party Committee, and all speakers and cadres working in propaganda and mass mobilization to intensify propaganda commemorating the 80th anniversary of National Day (September 2, 1945 - September 2, 2025); the training and preparation activities for the 80th anniversary of National Day; and to prominently publicize the great victories and achievements of the country over the past eight decades, especially after nearly 40 years of implementing the national renewal policy initiated and led by the Party; affirming that our country has never had such a foundation, potential, position, and international prestige as it does today.
At the same time, the focus was on disseminating information about the results of the 12th Central Committee Meeting of the 13th Party Congress, analyzing and clarifying the context of the meeting, and highlighting its important significance. It emphasized that the meeting was convened nearly three months earlier than planned, demonstrating the proactive, urgent, and highly responsible spirit of the entire Party in comprehensively and meticulously preparing the contents to be presented at the 14th Party Congress. This included promoting the first Party Congress of the Government, term 2025-2030, and the results of Party congresses at all levels; and highlighting the decisive direction and implementation by the Government, the Prime Minister, agencies, units, and enterprises to comprehensively and effectively carry out the resolutions and policies of the Central Committee, the Politburo, the Secretariat, and the National Assembly.
By July 31st, 100% of grassroots Party committees, branches, sub-branches, and subordinate Party branches had successfully held their congresses, ensuring timely completion and meeting requirements (1,468 grassroots Party committees, 743 grassroots branches, 192 sub-branches, and 12,572 subordinate Party branches). For Party organizations directly under the Government Party Committee, 50 out of 51 Party committees successfully held their congresses.
