The plan aims to further improve the quantity and quality of ethnic minority cadres, civil servants, and public employees; ensure a rational structure, contributing to enhancing the effectiveness and efficiency of state management, maintaining political and social stability, and promoting sustainable development in ethnic minority areas.
According to statistics, the province currently has 43,282 officials and civil servants, of which 26,143 are ethnic minority officials, accounting for 60.4%. To optimize this resource, the province aims to complete 80% of the plan by 2030 and achieve 100% of the target by 2035. Accordingly, the proportion of ethnic minority officials in agencies under the Provincial People's Committee must ensure a minimum of 20% of the total staff; for the commune level, the structure will be flexible according to the population ratio of each locality.
Besides increasing the proportion of ethnic minority leaders and female officials in management positions, the province will focus on improving the overall quality of the workforce through training in modern management skills, digital transformation capabilities, innovation, and foreign language proficiency.
