More than a week has passed since garbage collection was temporarily suspended on 73 streets, alleys, and lanes in Ha Giang 2 ward, yet the obstacles in implementing the plan remain unresolved. The emerging issues raise many questions about the surveying, cataloging, and organization of public utility services in the area.

Struggling to deal with waste

Upon receiving the notice to stop garbage collection from May 25th, more than 30 households on Pham Hong Cao street were taken by surprise. According to the new plan, residents must bring their household waste to the end of the alley for collection, after which sanitation workers will transport it. However, after only a few days of implementation, the shortcomings quickly became apparent. Without a fixed collection point, many households were confused about where to put their garbage to facilitate collection without affecting neighboring households.

Ms. Truong Thi Huong, from Group 3, Ngoc Ha, Ha Giang 2 Ward, shared: “Since garbage collection in the alley stopped, we've been very confused. My house is near the end of the alley, so each time we take the garbage out, it takes extra time. The most difficult thing is that there's no separate collection area away from the residential area. Leaving it near our houses makes everyone hesitant because they're afraid of the smell and the impact on their daily lives. Some days, the garbage is left outside all day in the hot sun before it's finally transported away.”

In Group 3, Quang Trung, along Xuan Thuy Street, there are 10 alleys and lanes where garbage collection is no longer available. Over 200 households living in these alleys have to bring their garbage to designated collection points on the main road for transportation. For the elderly, single-person households, or families living deep within the alleys, daily garbage transportation becomes a significant obstacle. Meanwhile, residents living near these collection points are concerned about the foul odor, leachate, and potential environmental pollution. This has led to conflicting opinions within the residential area.

Currently, in Ha Giang 2 ward, 73 streets, alleys, and lanes with a total length of nearly 7.9 km, belonging to 30 residential areas, have temporarily suspended household waste collection. This change in waste collection methods has left thousands of households struggling with daily waste disposal. Behind these inconveniences lie questions that need clarification regarding the process of developing and implementing the plan in practice.

The problem needs to be resolved soon.

According to our investigation, the temporary suspension of garbage collection on 73 streets, alleys, and lanes in Ha Giang 2 ward stems from the approved plan for ordering public utility products and services in 2026. According to the plan, these routes are not included in the scope of household waste collection and transportation services.

Faced with this situation, Ms. Nguyen Thi Xuan, from Group 12, Tran Phu Street, expressed concern that households, despite fulfilling their environmental sanitation fee obligations, are still required to transport their own garbage to the collection point. Residents questioned why 73 streets, alleys, and lanes with established residential areas were not included in the approved garbage collection plan; what was the basis for developing the plan; and whether a thorough on-site survey had been conducted.

Mr. Bui Xuan Binh, Chairman of the Board of Directors of Ha Giang Urban Environment Joint Stock Company, stated that the company is currently responsible for collecting, transporting, and processing household waste in Ha Giang 1 and Ha Giang 2 wards and Ngoc Duong commune. Based on the Decision approving the plan for ordering public utility products and services using state budget funds in 2026 by the People's Committee of Ha Giang 2 ward, the company has temporarily suspended waste collection on 73 streets, alleys, and lanes in the area. According to Mr. Binh, these streets are not included in the list of areas designated for waste collection services. Although the implementation process has encountered many difficulties and received feedback from residents, the company, as the service provider, is proceeding according to the plan approved by the competent authority.

Following residents' feedback and petitions, representatives from the Project Management and Services Board of Ha Giang 2 Ward stated that the unit is coordinating with Ha Giang Urban Environment Joint Stock Company to conduct on-site inspections and reviews of the problematic roads, alleys, and lanes. Based on this, they will advise the competent authorities to consider and adjust the plan accordingly. The need for a review after the plan has been implemented also highlights the importance of continuously comparing and updating information from the grassroots level, while strengthening coordination among relevant units to minimize arising problems and their impact on residents' lives.

While relevant agencies and units are still reviewing and finding solutions, residents are still left to cope with the daily waste disposal problem on their own. Therefore, quickly agreeing on a plan and ensuring stable waste collection services is not only a requirement for environmental hygiene but also a practical need for thousands of households in Ha Giang 2 ward.
